Few paid attention to the light aircraft flying overhead, much less to its camera photographing the ground below.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The first that Marcel Carrasquet, the homeowner, knew of it was when he received an email from tax officials in the summer of 2023. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">They had been alerted by an artificial intelligence program that had supposedly uncovered a private swimming pool on his 20-hectare former vineyard in Monein in the French Pyrenees. Local councils generated an additional \u20ac40 million in tax revenue in 2024 when the first bills were sent out after the introduction of AI, according to the government.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The only problem was that Carrasquet, 65, did not have a pool. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He said: \u201cWhen you get something like that from the General Directorate of Public Finances, you are scared. You think, \u2018What have I done?\u2019.\u201d<\/p>\n<p><img decoding=\"async\" alt=\"Headshot of Marcel Carrasquet.\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/02\/\/5578e060-4e45-4540-8136-5187c6ad95fa.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Two months and dozens of calls later, a public surveyor conceded that the finance ministry\u2019s \u20ac24 million <a href=\"https:\/\/www.thetimes.com\/topic\/artificial-intelligence?gaa_at=eafs&amp;gaa_n=AWEtsqfuDiVcj7pisNMtaAy8p-SpUgucRfdECxl8Im18-a3ApT9R6jwlsb-xOzYxPlI%3D&amp;gaa_ts=698efe3c&amp;gaa_sig=AGb9K8KJDFi5_5NGYeAW7c58hMfT8Og0Ingn5nit0hG0b0TasTuJl8tIQhp9H5qztgd6SW5q64Mqnh8HlPs0Qw%3D%3D\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">AI<\/a> was not foolproof. Programmed to pick out anything blue on the ground, it sometimes mistakes tarpaulins and plastic sheeting for pools. In this case, Carrasquet believes that an aerial photograph must have been taken on the day of the birthday party and that the system had mistaken the rectangular \u201cblue lagoon\u201d coloured parasol for water. \u201cThe photograph must have been very imprecise,\u201d he said.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">When AI was <a href=\"https:\/\/www.thetimes.com\/money\/pensions\/article\/ai-tracks-down-frances-hidden-pool-owners-3m75k55fj?gaa_at=eafs&amp;gaa_n=AWEtsqfMAmT74RmuLBw3itnuQ3F0HFxSCsjrI2RUBcs9lfPXnTvcB2Nn7lM_r0kuQIE%3D&amp;gaa_ts=698efe7c&amp;gaa_sig=Zn1BZXzC70FXmxK24lmUlgZwqA1ocSsANaLhQP01WOQ0BXKp1Jm9bS2rRrn3nD_QRwYvBPHTUhyDU4M88l32kA%3D%3D\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">introduced in the hunt for undeclared pools<\/a>, the error rate was said to be 30 per cent. Now, finance ministry officials have said, the error rate is between 5 and 10 per cent, and improving all the time. However, critics say the system is far from perfect. On occasion, it correctly identifies a pool but attributes it to the wrong property. In such instances, homeowners can have their property tax raised because of a neighbour\u2019s pool.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The system has recently been extended to check on outbuildings, which also affect the property tax level. It is supposed to pick out barns, sheds and other constructions of between 60 sq m and 200 sq m that owners have not mentioned in property tax declarations.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">However, Thibault Bavi\u00e8re, of the public finance section of the Conf\u00e9d\u00e9ration G\u00e9n\u00e9rale du Travail (CGT) union, said: \u201cWhat we see as an object it sees as an assembly of pixels.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/comment\/columnists\/article\/ai-uk-technology-ll28d70n8?gaa_at=eafs&amp;gaa_n=AWEtsqcVjM10AwK7EdBu4O7XxGqCQ7z_ofsqCOcScvfWMRd5yAT5OIuROAqVVX0EoeM%3D&amp;gaa_ts=698ef9dc&amp;gaa_sig=iblMXDSP3BO9sfdefTRvtbh7s02wVAPAqRaaqeMr-2PDYvGYuJ0oJYTjuHtZHxMrcufk9A4iLAu593TsTwrPRQ%3D%3D\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">Robert Colvile: If you\u2019re not terrified by AI, you\u2019re not paying attention<\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The program was developed by Capgemini, the French IT company, and the data it produces is stored by Google. It scans aerial photographs taken by the National Institute of Geographical and Forestry Information, locating what it identifies as pools on the national cadastre and checking the information against the property owner\u2019s declaration.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Tested recently in the rural Maine-et-Loire d\u00e9partement in western France, the AI mistook a cheesemonger\u2019s van at a village market for an outbuilding, Bavi\u00e8re said. He added: \u201cThe argument in favour of AI is that it is faster. But humans are fairer and there are fewer disputes. Public surveyors will meet the person concerned and explain their rights.\u201d<\/p>\n<p id=\"last-paragraph\" class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Laurent Bancon, also of the CGT, said he was afraid that the AI system would eventually improve to the point of putting public surveyors out of work. \u201cIt\u2019s a double penalty,\u201d he said. \u201cIt makes mistakes we would not make and we are forced to correct them.
