{"id":438943,"date":"2026-02-22T02:50:07","date_gmt":"2026-02-22T02:50:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/438943\/"},"modified":"2026-02-22T02:50:07","modified_gmt":"2026-02-22T02:50:07","slug":"governments-response-to-maccabi-tel-aviv-fan-ban-was-clumsy-say-mps-west-midlands","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/438943\/","title":{"rendered":"Government\u2019s response to Maccabi Tel Aviv fan ban was \u2018clumsy\u2019, say MPs | West Midlands"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The government\u2019s response to West Midlands police\u2019s ban on <a href=\"https:\/\/www.theguardian.com\/football\/maccabitelaviv\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Maccabi Tel Aviv<\/a> fans was \u201cclumsy\u201d, \u201clate\u201d and \u201cdid little more than inflame tensions\u201d, a group of MPs has found.<\/p>\n<p class=\"dcr-130mj7b\">A report by the home affairs select committee, published on Sunday, analysed the original decision to ban away fans from a Europa League fixture with <a href=\"https:\/\/www.theguardian.com\/football\/aston-villa\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Aston Villa<\/a> in November, as well as the advice that led to it.<\/p>\n<p class=\"dcr-130mj7b\">The report concluded <a href=\"https:\/\/www.theguardian.com\/uk-news\/west-midlands\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">West Midlands<\/a> police (WMP) relied on \u201cinaccurate information\u201d and \u201cfailed to do even basic due diligence\u201d on its intelligence.<\/p>\n<p class=\"dcr-130mj7b\">The committee also criticised the Home Office, which it said \u201cfailed to recognise the significance of the decision and escalate properly\u201d, despite being informed more than a week before the ban was announced that it was likely.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBy intervening only after the decision to ban away fans was taken, the government increased tension around the fixture but was ineffectual in enabling Maccabi Tel Aviv fans to attend the fixture, which reflects unfavourably on the culture of the Home Office,\u201d the report stated.<\/p>\n<p class=\"dcr-130mj7b\">The ban on the Israeli club\u2019s fans, which was made by the council-led safety advisory group (SAG), caused widespread outrage at the time. Keir Starmer said it was \u201cwrong\u201d and suggested it amounted to antisemitism.<\/p>\n<p class=\"dcr-130mj7b\">The chair of the committee, Dame Karen Bradley, said the profile of this fixture \u201cshould have been obvious\u201d to the government before the ban was announced.<\/p>\n<p class=\"dcr-130mj7b\">\u201cGovernment intervention was clumsy and came too late, and we reject the government\u2019s argument that it could only intervene once the decision was taken,\u201d the Conservative MP said. \u201cTheir intervention when it came did little more than inflame tensions.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The committee also heavily criticised WMP for being \u201coverly reliant on inaccurate and unverified information about the Maccabi Tel Aviv fans\u201d. In particular, it said the use of artificial intelligence in the force\u2019s intelligence gathering reinforced \u201cfalse narratives\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Officers were<a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/jan\/14\/west-midlands-police-chief-apologises-ai-error-maccabi-tel-aviv-ban\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> forced to apologise to the committee<\/a> in January after it emerged that false information included in its intelligence \u2013 on a fictional match between Maccabi Tel Aviv and West Ham United \u2013 had been retrieved with the use of Microsoft Copilot. The chief constable had previously told MPs that the force did not use AI.<\/p>\n<p class=\"dcr-130mj7b\">The actions by the police had caused \u201cserious damage to trust \u2026 particularly among the local Jewish community, as well as to public confidence\u201d, the inquiry found.<\/p>\n<p class=\"dcr-130mj7b\">An interim report by Sir Andy Cooke, His Majesty\u2019s Chief Inspector of the Constabulary, was published in January and found police had been subject to a \u201cconfirmation bias\u201d in their assessments.<\/p>\n<p class=\"dcr-130mj7b\">The force\u2019s chief constable, Craig Guildford, was forced to step down and retire with immediate effect after the report\u2019s publication and the home secretary\u2019s withdrawal of confidence. Two investigations by the police watchdog are still under way into the force and Guildford over potential misconduct.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere appears to have been a \u2018that\u2019ll do\u2019 attitude,\u201d Bradley said. \u201cBanning Maccabi Tel Aviv fans would make policing the match much easier. To justify this step, information that showed the Maccabi fans to be a high risk was trusted without proper scrutiny.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhile Maccabi Tel Aviv fans were falsely characterised as unusually violent, the threat posed by local communities was downplayed and too little care was given to the impact on the Jewish community in Birmingham.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The committee found no evidence that antisemitism was a motivating factor, but clarified the failure to consult the community had \u201cdamaged relations\u201d. It also said it found no evidence of a \u201cconspiracy\u201d but it \u201ccannot rule out the suggestion that political pressure played a part in the decision\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In particular, it cites the attendance of councillors with a \u201cstated political aim\u201d that had a \u201cdisproportionate opportunity to influence safety advisory group decision-making in a deeply divisive political issue\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The committee made several recommendations to the government and police force, including banning elected politicians from sitting on SAGs, to rebuild trust with the Jewish community.<\/p>\n<p class=\"dcr-130mj7b\">A WMP spokesperson said: \u201cWe remain fully committed to learning from these events and have already made early efforts through a series of meetings with key local representatives to repair any damage caused by the loss of confidence that the public has in us.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Councillor John Cotton, the leader of Birmingham city council, welcomed the report, saying: \u201cIt is crucial that we all work together to rebuild trust, particularly with Jewish communities and I have already met the interim chief constable to make that clear.
