However, dual nationals cannot apply for an ETA to travel \u201cas a foreign national\u201d, which is why the government says they must prove their status using one of the approved documents.<\/p>\n<p>The change was announced earlier this month, and following criticism about short notice, the Home Office has issued temporary guidance allowing airlines and other carriers, at their discretion, to accept an expired UK passport issued in 1989 or later alongside a valid passport from an ETA-eligible country, as long as the personal details match.<\/p>\n<p>However, this is not guaranteed, and the final decision rests with the airline or transport operator. For dual British citizens, that means you\u2019re expected to present a valid, unexpired British <a href=\"https:\/\/www.cntraveller.com\/article\/worlds-most-powerful-passports-2025\" target=\"_blank\" rel=\"nofollow noopener\">passport<\/a> or a certificate of entitlement when travelling to the UK.<\/p>\n<p>Who is affected by the rule changes?<\/p>\n<p>The changes are aimed at British dual nationals \u2013 people who hold British citizenship plus another nationality \u2013 who have travelled using their non-UK passport in the past.
