\n \u200bThe chief executive of the York and Scarborough Teaching Hospitals NHS Foundation Trust has said that a gap in its efficiency delivery programme was the \u201cbiggest driver\u201d of the multimillion-pound deficit faced currently by the organisation.\n<\/p>\n
\n \u200b\u201cThe most likely year-end position is a \u00a328.5 million deficit,\u201d said Clare Smith, chief executive, who noted that \u201cat the start of the year, our expectation was that we would balance income and expenditure, so this is a significant shift\u201d.\n<\/p>\n
\n \u200bThe trust, which runs York, Scarborough, Malton and Bridlington hospitals, is undertaking an efficiency programme with a target of \u00a355.3 million and a forecast delivery of \u00a335.3 million.\n<\/p>\n
\n \u200bSpeaking at a board meeting at Scarborough Hospital on Wednesday, February 25, she said: \u201cThat matters not just for this year, but because anything we don\u2019t deliver this year rolls into next, creating additional pressure for 2026\/27.\n<\/p>\n
\n \u200b\u201cIt is vital that we do everything we can to deliver our recovery plans this year.\u201d\n<\/p>\n
\n \u200bEarlier this month, the trust submitted its medium-term financial plan and Ms Smith said that \u201ca significant amount of work\u201d had gone into agreeing the organisation\u2019s \u201cactivity, finance and workforce plans, and into reaching an agreed contract value with our main commissioners, Humber and North Yorkshire Integrated Care Board\u201d.\n<\/p>\n
\n \u200bShe said: \u201cThe plan we are submitting is ambitious, but when delivered, it will return us to a balanced position in three years.\u201d\n<\/p>\n
\n \u200bThe trust has submitted a \u00a332.6 million deficit plan for year one (2026\/27), which assumes the delivery of a \u00a354.6 million \u2013 5.6 per cent \u2013 waste reduction and productivity programme, followed by a \u00a315.9 million deficit the following year.\n<\/p>\n
\n \u200bMs Smith said that 2028\/29, \u201creturns us to balance\u201d, with a slightly reduced programme of cuts.\n<\/p>\n
\n \u200b\u201cThe key to returning to balance by 2028\/29 is, quite simply, delivering the waste reduction and productivity programme and controlling expenditure,\u201d she added.\n<\/p>\n
\n \u200bThe trust\u2019s finance director also noted that the latest \u201cmonth 10 position is \u00a328 million adverse to plan\u201d.\n<\/p>\n
\n \u200bA report presented at the meeting stated that the main risk schemes for delivery of the trust\u2019s capital plan are the Scarborough Hospital maternity roof and the York special care baby unit schemes due to the \u201cdecant of the services and completion of works\u201d.\n<\/p>\n
