UK emissions fall 2.4% in 2025 as coal hits 400-year low"},"content":{"rendered":"<p>The UK\u2019s greenhouse gas emissions fell by 2.4% in 2025 to their lowest level in more than 150 years, according to new Carbon Brief analysis.<\/p>\n<p>The biggest factors were gas use falling to a 34-year low and coal use dropping to levels last seen in 1600,\u00a0when Queen Elizabeth I was on the throne\u00a0and William Shakespeare was <a href=\"https:\/\/www.rsc.org.uk\/shakespeares-plays\/histories-timeline\/timeline\" rel=\"nofollow noopener\" target=\"_blank\">writing Hamlet<\/a>.<\/p>\n<p>These shifts were helped by record-high <a href=\"https:\/\/www.carbonbrief.org\/met-office-a-review-of-the-uks-climate-in-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">UK temperatures<\/a>, elevated <a href=\"https:\/\/www.carbonbrief.org\/expensive-gas-still-biggest-driver-of-high-uk-electricity-bills-says-ukerc\/\" rel=\"nofollow noopener\" target=\"_blank\">gas prices<\/a>, the <a href=\"https:\/\/interactive.carbonbrief.org\/coal-phaseout-UK\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">end of coal<\/a> power in late 2024 and a sharp <a href=\"https:\/\/www.ft.com\/content\/2cc59824-4166-4993-9e7c-b446668ec986\" rel=\"nofollow noopener\" target=\"_blank\">slowdown<\/a> in the steel industry.<\/p>\n<p>Other key findings of the analysis include:<\/p>\n<p>&#13;<br \/>\nThe UK\u2019s greenhouse gas emissions fell to 364m tonnes of carbon dioxide equivalent (MtCO2e) in 2025, the lowest level since 1872.&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\nCoal use roughly halved, with more than half of this due to the end of coal power and another third due to closures and other issues in the steel industry.&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\nGas use fell by 1.5% to the lowest level since 1992, with roughly equal contributions from cuts in heat for buildings and industry, more than offsetting a small rise in <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-renewables-enjoy-record-year-in-2025-but-gas-power-still-rises\/\" rel=\"nofollow noopener\" target=\"_blank\">gas power<\/a>.&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\nOil use fell by 0.9%, despite rising traffic, helped by more than 700,000 new electric vehicles (EVs), electric vans and plug-in hybrids on the nation\u2019s roads.&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\n&#13;<br \/>\nThe UK\u2019s emissions are now 54% below 1990 levels, while its GDP has nearly doubled.&#13;<\/p>\n<p>The 2.4% (8.9MtCO2e) fall in emissions in 2025 was only slightly more than half of the 15MtCO2e cut needed each year on average until 2050, to reach the UK\u2019s legally binding <a href=\"https:\/\/www.carbonbrief.org\/factcheck-what-the-climate-change-act-does-and-does-not-mean-for-the-uk\/\" rel=\"nofollow noopener\" target=\"_blank\">net-zero target<\/a>.<\/p>\n<p>The analysis is the latest in a decade-long series of annual estimates from Carbon Brief, covering emissions during <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-emissions-fall-3-6-in-2024-as-coal-use-drops-to-lowest-since-1666\/\" rel=\"nofollow noopener\" target=\"_blank\">2024<\/a>, <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-emissions-in-2023-fell-to-lowest-level-since-1879\/\" rel=\"nofollow noopener\" target=\"_blank\">2023<\/a>, <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-emissions-fall-3-4-in-2022-as-coal-use-drops-to-lowest-level-since-1757\/\" rel=\"nofollow noopener\" target=\"_blank\">2022<\/a>, <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-is-now-halfway-to-meeting-its-net-zero-emissions-target\/\" rel=\"nofollow noopener\" target=\"_blank\">2020<\/a>, <a href=\"https:\/\/www.carbonbrief.org\/analysis-uks-co2-emissions-have-fallen-29-per-cent-over-the-past-decade\/\" rel=\"nofollow noopener\" target=\"_blank\">2019<\/a>, <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-emissions-fall-again-after-record-drop-in-coal-use-in-2015\/\" rel=\"nofollow noopener\" target=\"_blank\">2015<\/a> and <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-carbon-emissions-fell-9-in-2014\/\" rel=\"nofollow noopener\" target=\"_blank\">2014<\/a>.<\/p>\n<p>Emissions fall to 150-year low<\/p>\n<p>The UK\u2019s territorial greenhouse gas emissions\u00a0\u2013 those that occur within the country\u2019s borders\u00a0\u2013 have now fallen in 27 of the 36 years since 1990.<\/p>\n<p>(The recent fall in territorial emissions has not been \u201coffset\u201d by a rise in the amount of CO2 <a href=\"https:\/\/www.carbonbrief.org\/guest-post-the-uks-carbon-footprint-is-at-its-lowest-level-for-20-years\/\" rel=\"nofollow noopener\" target=\"_blank\">embedded in imports<\/a>, which has stayed <a href=\"https:\/\/www.gov.uk\/government\/statistics\/uks-carbon-footprint\/carbon-footprint-for-the-uk-and-england-to-2022\" rel=\"nofollow noopener\" target=\"_blank\">relatively constant<\/a> since around 2008.)<\/p>\n<p>Apart from brief rebounds after the global financial crisis and the Covid-19 lockdowns, UK emissions have fallen every year for the past two decades.<\/p>\n<p>The latest 9MtCO2e (2.4%) reduction takes UK emissions down to 364MtCO2e, according to Carbon Brief\u2019s analysis, which is 54% below 1990 levels.<\/p>\n<p>This is the lowest since 1872, as shown in the figure (<a id=\"https:\/\/www.nature.com\/articles\/s41597-023-02041-1\" href=\"https:\/\/www.nature.com\/articles\/s41597-023-02041-1\" type=\"link\" rel=\"nofollow noopener\" target=\"_blank\">2023<\/a>) and Carbon Brief analysis of figures from the Department for Energy Security and Net Zero (DESNZ).&#13;<\/p>\n<p>The latest fall puts UK emissions below the level seen during the <a href=\"https:\/\/en.wikipedia.org\/wiki\/1926_United_Kingdom_general_strike\" rel=\"nofollow noopener\" target=\"_blank\">1926 general strike<\/a>, when the nation\u2019s industrial base was brought to a <a href=\"https:\/\/www.bbc.co.uk\/historyofthebbc\/research\/editorial-independence\/general-strike\" rel=\"nofollow noopener\" target=\"_blank\">standstill<\/a>.<\/p>\n<p>It means that UK emissions are now at sustained lows not seen since Victorian times.<\/p>\n<p>Nevertheless, emissions will need to continue falling in order to meet the UK\u2019s legal climate goals and its net-zero target, which is part of international efforts under the Paris Agreement to stop dangerous warming.<\/p>\n<p>Record lows for coal and gas<\/p>\n<p>The key factors in driving down UK emissions in 2025 were coal and gas use falling to their lowest levels since 1600 and 1992, respectively.<\/p>\n<p>For gas, this was mainly down to lower demand from building heat and from industry, likely at least partly related to record-high temperatures and elevated gas prices. For coal, this was a combination of the end of coal power and a steel-industry slowdown, as shown below.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1657\" height=\"1773\" class=\"wp-image-61457\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/03\/Low_use_of_coal_2025_2.jpg\" alt=\"Chart showing that record-low use of coal and gas helped UK cut emissions in 2025\"  \/>&#13;<br \/>\nContributions to emissions changes in 2025, MtCO2e. Source: Carbon Brief analysis.&#13;<\/p>\n<p>These were not the only factors driving the change in UK emissions in 2025.<\/p>\n<p>The UK saw <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-renewables-enjoy-record-year-in-2025-but-gas-power-still-rises\/\" rel=\"nofollow noopener\" target=\"_blank\">record generation<\/a> from renewable sources, particularly wind and solar, but a further decline in nuclear generation, the end of coal power and an increase in electricity demand for the second year running meant that gas-fired power output also went up slightly.<\/p>\n<p>In the transport sector, demand for oil fell by 0.9% year-on-year, even though traffic levels went up by around 1%, according to <a href=\"https:\/\/www.gov.uk\/government\/collections\/road-traffic-statistics\" rel=\"nofollow noopener\" target=\"_blank\">provisional figures<\/a> through to September 2025.<\/p>\n<p>This partly reflects the changing makeup of vehicles on the road.<\/p>\n<p>By 2024, there were <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/685ab52972588f4188620767\/Road_diesel_demand_drivers.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2.8m fewer<\/a> diesel vehicles than there were in 2019, a trend likely to continue due to falling diesel <a href=\"https:\/\/www.smmt.co.uk\/vehicle-data\/car-registrations\/\" rel=\"nofollow noopener\" target=\"_blank\">car sales<\/a>. In contrast, there are now nearly 3m EVs, plug-in hybrids or electric vans on the nation\u2019s roads, making up 5% of the car fleet overall and 2% of vans.<\/p>\n<p>These electrified vehicles are cutting UK emissions by more than 7MtCO2 every year, according to Carbon Brief analysis, with the 700,000 new EVs in 2025 alone saving nearly 2MtCO2.<\/p>\n<p>Drivers with EVs saved a total of \u00a32m in lower fuel costs in 2025, the analysis shows, as EVs are much more efficient and, therefore, cheaper to run than petrol or diesel vehicles. This amounts to more than \u00a3700 per EV per year and more than \u00a31,100 for each electric van.<\/p>\n<p>Despite falling demand for oil-derived fuels and the impact of the growing EV fleet, Carbon Brief estimates that the UK\u2019s oil-related emissions actually increased by 0.2% in 2025. This is largely down to a <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/66a9fe4ca3c2a28abb50da4a\/2024-greenhouse-gas-conversion-factors-methodology.pdf\" rel=\"nofollow noopener\" target=\"_blank\">shift<\/a> in the <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6846b0870392ed9b784c0187\/2025-GHG-CF-methodology-paper.pdf\" rel=\"nofollow noopener\" target=\"_blank\">amount<\/a> and type of <a href=\"https:\/\/www.gov.uk\/government\/statistical-data-sets\/renewable-fuel-statistics-data-tables#section\" rel=\"nofollow noopener\" target=\"_blank\">biofuel<\/a> blended into diesel and petrol at the pump.<\/p>\n<p>Coal falls to lowest level in 400 years<\/p>\n<p>There have been dramatic declines in UK coal use over the past decade, in particular resulting from the phaseout of coal-fired electricity generation.<\/p>\n<p>UK coal demand fell by another 56% in 2025 to just under 1m tonnes (Mt). This is down 97% from the 37Mt burned in 2015 and is 99.6% below the peak of 221Mt in 1956.<\/p>\n<p>As shown in the figure below, coal demand is now at the lowest level since 1600, when <a href=\"https:\/\/en.wikipedia.org\/wiki\/Elizabeth_I\" rel=\"nofollow noopener\" target=\"_blank\">Elizabeth I<\/a> was the queen of England and Ireland.<\/p>\n<p>(It was during her five-decade reign that coal had become the country\u2019s <a href=\"https:\/\/riseofcoalinbritain.wordpress.com\/the-renaissance-1485-to-1603\/\" rel=\"nofollow noopener\" target=\"_blank\">main source<\/a> of fuel, following an Elizabethan \u201c<a href=\"https:\/\/historyofparliament.com\/2023\/01\/26\/elizabethan-energy-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">energy crisis<\/a>\u201d triggered by a lack of wood for making charcoal.)<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"2310\" height=\"1482\" class=\"wp-image-61458\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/03\/UK_coal_demand.png\" alt=\"Chart showing that UK coal demand in 2025 fell to lowest level since 1600\"  \/>&#13;<br \/>\nAnnual UK coal demand, million tonnes, 1500-2025. Source: Carbon Brief analysis of data from DESNZ and Roger Fouquet.&#13;<\/p>\n<p>The UK\u2019s last coal-fired power plant, at Ratcliffe-on-Soar in Nottinghamshire, <a href=\"https:\/\/interactive.carbonbrief.org\/coal-phaseout-UK\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">closed down<\/a> on 30 September 2024. It had run at low levels that year, but still burned some 0.7m tonnes of coal. The end of coal power contributed nearly three-fifths of the fall in demand for the fuel in 2025.<\/p>\n<p>There has also been a marked reduction in UK steel production in recent years, particularly since the closure of two of the nation\u2019s last blast furnaces at <a href=\"https:\/\/www.tatasteeluk.com\/corporate\/news-tata-steel-will-proceed-with-its-%C2%A31.25-billion-investment-to-build-a-state-of-the-art-electric-arc-furnace-in-port-talbot\" rel=\"nofollow noopener\" target=\"_blank\">Port Talbot<\/a> in south Wales in 2024.<\/p>\n<p>The last blast furnaces in the country are at the British Steel plant in Scunthorpe in Lincolnshire, which had been <a href=\"https:\/\/www.theguardian.com\/business\/2025\/mar\/27\/british-steel-scunthorpe-blast-furnaces-closure-plans-job-risk\" rel=\"nofollow noopener\" target=\"_blank\">due for closure<\/a> in early 2025 until the government <a href=\"https:\/\/lordslibrary.parliament.uk\/debate-on-steel-industry-special-measures-act-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">stepped in<\/a> to keep it <a href=\"https:\/\/www.gov.uk\/government\/news\/government-acts-to-save-british-steel-production\" rel=\"nofollow noopener\" target=\"_blank\">open<\/a>.<\/p>\n<p>The slowdown in coal-based steel production accounts for around a third of the decline in UK coal use in 2025, but only 14% of the drop in the past decade, which was mainly due to coal power.<\/p>\n<p>Globally, the steel industry is facing <a href=\"https:\/\/www.themanufacturer.com\/articles\/uk-steel-at-a-tipping-point-global-oversupply-high-costs-and-subdued-demand\/\" rel=\"nofollow noopener\" target=\"_blank\">intense competition<\/a> in an oversupplied market, with a growing \u201c<a href=\"https:\/\/www.themanufacturer.com\/articles\/uk-steel-at-a-tipping-point-global-oversupply-high-costs-and-subdued-demand\/\" rel=\"nofollow noopener\" target=\"_blank\">glut<\/a>\u201d that has <a href=\"https:\/\/tradingeconomics.com\/commodity\/steel\" rel=\"nofollow noopener\" target=\"_blank\">driven down<\/a> prices. At the same time, the industry in the UK has <a href=\"https:\/\/static.rusi.org\/at-the-crux-uk-steel-risk-in-the-energy-transition.pdf\" rel=\"nofollow noopener\" target=\"_blank\">ageing equipment<\/a> and <a href=\"https:\/\/www.carbonbrief.org\/expensive-gas-still-biggest-driver-of-high-uk-electricity-bills-says-ukerc\/\" rel=\"nofollow noopener\" target=\"_blank\">expensive electricity<\/a>, which UK Steel says is largely a result of <a href=\"https:\/\/www.uksteel.org\/electricity-prices\" rel=\"nofollow noopener\" target=\"_blank\">high gas prices<\/a>.<\/p>\n<p>The Port Talbot site is being <a href=\"https:\/\/www.gov.uk\/government\/news\/5000-jobs-secured-as-construction-starts-on-port-talbot-green-steel-project\" rel=\"nofollow noopener\" target=\"_blank\">converted<\/a> to \u201c<a href=\"https:\/\/www.tatasteeluk.com\/green-steel-future\" rel=\"nofollow noopener\" target=\"_blank\">electric arc furnace<\/a>\u201d (EAF) steelmaking, which does not rely on coal. The same shift is <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/16\/peter-kyle-backs-electric-arc-furnaces-british-steel-scunthorpe\" rel=\"nofollow noopener\" target=\"_blank\">under discussion<\/a> for the Scunthorpe site. Analysis from thinktank <a href=\"https:\/\/green-alliance.org.uk\/\" rel=\"nofollow noopener\" target=\"_blank\">Green Alliance<\/a> suggests EAFs would be the <a href=\"https:\/\/greenallianceblog.org.uk\/2026\/03\/03\/british-steel-should-be-the-test-case-for-the-new-steel-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">cheapest option<\/a> for both sites.<\/p>\n<p>Gas falls to lowest level in 34 years<\/p>\n<p>There have also been dramatic declines in UK demand for gas over the past 15 years. After another 1.5% drop in 2025, gas use is now at the lowest level since 1992, as shown below.<\/p>\n<p>This means gas demand is now similar to when the UK began its \u201c<a href=\"https:\/\/interactive.carbonbrief.org\/how-uk-transformed-electricity-supply-decade\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">dash for gas<\/a>\u201d in the early 1990s. <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/5a78985fe5274a277e68df30\/7165-gas-generation-strategy.pdf#:~:text=The%20Growth%20of%20Gas%20Generation%201.5.%20The,nuclear%20power%20plants%20were%20put%20on%20hold.\" rel=\"nofollow noopener\" target=\"_blank\">Starting in 1991<\/a>, this period saw a <a href=\"https:\/\/www.carbonbrief.org\/mapped-how-the-uk-generates-its-electricity\/\" rel=\"nofollow noopener\" target=\"_blank\">wave<\/a> of new gas-fired power stations being built. It was triggered by a <a href=\"https:\/\/web.archive.org\/web\/20190413171253\/https:\/\/www.kcl.ac.uk\/sspp\/departments\/warstudies\/research\/groups\/eucers\/pubs\/strategy-paper-14.pdf\" rel=\"nofollow noopener\" target=\"_blank\">change in regulations<\/a> to allow the use of gas to generate electricity, advances in turbine technology, a period of low gas prices and the privatisation of the UK electricity system.<\/p>\n<p>In total, UK gas demand has fallen by nearly two-fifths since 2010. Half of this overall reduction is due to a 50% fall in gas-fired electricity generation, which has been displaced by falling demand and renewable sources. Another third of the overall reduction is from home heating, where <a href=\"https:\/\/www.carbonbrief.org\/a-detailed-look-at-why-uk-homes-are-using-less-energy\/\" rel=\"nofollow noopener\" target=\"_blank\">demand has dropped<\/a> due to more efficient gas boilers and improved insulation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"2353\" height=\"1485\" class=\"wp-image-61461\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/03\/UK_gas_demand_in_2025_fell_.png\" alt=\"Chart showing that UK gas demand in 2025 fell to lowest level since 1992\"  \/>&#13;<br \/>\nAnnual UK gas demand, terawatt hours, 1822-2025. Source: Carbon Brief analysis of data from DESNZ and Roger Fouquet.&#13;<\/p>\n<p>In 2025, the 1.5% reduction in gas use was caused by roughly equal contributions from lower demand for building heat and from industrial users.<\/p>\n<p>This was helped by 2025 being the hottest year on record, with high gas prices likely also a factor.<\/p>\n<p>Gas prices have remained <a href=\"https:\/\/www.carbonbrief.org\/expensive-gas-still-biggest-driver-of-high-uk-electricity-bills-says-ukerc\/\" rel=\"nofollow noopener\" target=\"_blank\">significantly above<\/a> the levels seen before Russia\u2019s <a href=\"https:\/\/www.carbonbrief.org\/qa-what-does-russias-invasion-of-ukraine-mean-for-energy-and-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">invasion of Ukraine<\/a> in 2022. At the start of March 2026, UK gas prices <a href=\"https:\/\/tradingeconomics.com\/commodity\/uk-natural-gas\" rel=\"nofollow noopener\" target=\"_blank\">roughly doubled<\/a> as a result of the conflict in the Middle East <a href=\"https:\/\/www.carbonbrief.org\/daily-brief\/gas-prices-surge-uk-bills-could-hit-2500-el-ninos-return\/\" rel=\"nofollow noopener\" target=\"_blank\">triggered<\/a> by the US and Israeli attacks on Iran.<\/p>\n<p>Whereas the UK\u2019s fleet of EVs is already having a significant impact on emissions, domestic heat pump <a href=\"https:\/\/hpauk.org.uk\/resources\/statistics\/\" rel=\"nofollow noopener\" target=\"_blank\">sales<\/a> remain at relatively low levels, particularly <a href=\"https:\/\/ehpa.org\/market-data\/\" rel=\"nofollow noopener\" target=\"_blank\">compared<\/a> with other European nations.<\/p>\n<p>After a 25% year-on-year increase in 2025, there were still only 125,000 heat pump sales in the UK. These new installations will have cut UK emissions by around 0.2MtCO2 in 2025 relative to gas heating, shows Carbon Brief analysis.<\/p>\n<p>By the end of 2025, the UK had a total of <a href=\"https:\/\/hpauk.org.uk\/resources\/statistics\/\" rel=\"nofollow noopener\" target=\"_blank\">around 450,000<\/a> domestic heat pumps, generating total savings of roughly 0.7MtCO2 after accounting for the increase in electricity demand.<\/p>\n<p>The 2.3m domestic heat pumps expected by 2030 in the <a href=\"https:\/\/www.neso.energy\/\" rel=\"nofollow noopener\" target=\"_blank\">National Energy System Operator\u2019s<\/a> \u201c<a href=\"https:\/\/www.neso.energy\/publications\/future-energy-scenarios-fes\/fes-documents\" rel=\"nofollow noopener\" target=\"_blank\">future energy scenarios<\/a>\u201d would save the UK around 4.5MtCO2 per year.<\/p>\n<p>Emissions continue to decouple from growth<\/p>\n<p>In total, UK greenhouse gas emissions in 2025 fell to 54% below 1990 levels, the baseline year for its legally binding <a href=\"https:\/\/www.carbonbrief.org\/factcheck-what-the-climate-change-act-does-and-does-not-mean-for-the-uk\/\" rel=\"nofollow noopener\" target=\"_blank\">climate goals<\/a>.<\/p>\n<p>Since then, the UK economy has nearly doubled in size, with GDP growing by 95% according to <a href=\"https:\/\/data.worldbank.org\/indicator\/NY.GDP.MKTP.KN?locations=GB\" rel=\"nofollow noopener\" target=\"_blank\">data<\/a> from the <a href=\"https:\/\/www.worldbank.org\/ext\/en\/home\" rel=\"nofollow noopener\" target=\"_blank\">World Bank<\/a>, as shown in the figure below.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1429\" class=\"wp-image-61459\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/03\/UK_emissions_are_54__below-scaled.png\" alt=\"Chart showing that UK emissions are 54% below 1990 while economy has nearly doubled\"  \/>&#13;<br \/>\nChange since 1990, %, in UK greenhouse gas emissions (red) and GDP adjusted for inflation (blue). Source: Carbon Brief analysis of figures from DESNZ and the <a id=\"https:\/\/data.worldbank.org\/indicator\/NY.GDP.MKTP.KN?locations=GB\" href=\"https:\/\/data.worldbank.org\/indicator\/NY.GDP.MKTP.KN?locations=GB\" type=\"link\" rel=\"nofollow noopener\" target=\"_blank\">World Bank<\/a>.&#13;<\/p>\n<p>Transport remains the single-largest sector, accounting for around 30% of UK emissions, followed, in order, by buildings, agriculture, industry and electricity generation.<\/p>\n<p>The majority of emissions cuts over recent decades have come in the power sector\u00a0\u2013 formerly, the UK\u2019s largest emitter\u00a0\u2013 as coal has been phased out and renewables have replaced gas.<\/p>\n<p>This is set to change over the next 10-15 years. The rise of EVs is set to make transport the <a href=\"https:\/\/www.carbonbrief.org\/ccc-reducing-emissions-87-by-2040-would-help-cut-household-costs-by-1400\/\" rel=\"nofollow noopener\" target=\"_blank\">largest source<\/a> of emissions cuts from now until 2040, according to the <a href=\"https:\/\/www.theccc.org.uk\/\" rel=\"nofollow noopener\" target=\"_blank\">Climate Change Committee<\/a>.<\/p>\n<p>While industrial emissions have also declined significantly since 1990, falling some 74% by 2025, the size of UK manufacturing output has also <a href=\"https:\/\/data.worldbank.org\/indicator\/NV.IND.MANF.KN?locations=GB\" rel=\"nofollow noopener\" target=\"_blank\">roughly doubled<\/a>.<\/p>\n<p>Despite the progress in cutting emissions to date, the UK has a long way to go if it is to meet its climate goals in the future, including the yet-to-be legislated <a href=\"https:\/\/www.carbonbrief.org\/ccc-reducing-emissions-87-by-2040-would-help-cut-household-costs-by-1400\/\" rel=\"nofollow noopener\" target=\"_blank\">seventh \u201ccarbon budget\u201d<\/a>, covering the years 2038-2042, as well as the 2050 net-zero target.<\/p>\n<p>Emissions would need to fall by 15MtCO2e each year until 2050 on average, in order to meet the net-zero target. Meeting the UK\u2019s 2035 international pledge under the <a href=\"https:\/\/www.carbonbrief.org\/interactive-the-paris-agreement-on-climate-change\" rel=\"nofollow noopener\" target=\"_blank\">Paris Agreement<\/a>, a <a href=\"https:\/\/www.carbonbrief.org\/ccc-uk-must-cut-emissions-78-by-2035-to-be-on-course-for-net-zero-goal\/\" rel=\"nofollow noopener\" target=\"_blank\">78% reduction<\/a> below 1990 levels, emissions would need to fall by 22MtCO2e per year.<\/p>\n<p>These figures can be compared with the 9MtCO2e cut achieved in 2025. Emissions did, in fact, fall by an average of 15MtCO2e per year over the past decade\u00a0\u2013 and by an average of 13MtCO2e per year since the turn of the century.<\/p>\n<p>Methodology<\/p>\n<p>The starting point for Carbon Brief\u2019s analysis of UK greenhouse gas emissions is preliminary government estimates of <a href=\"https:\/\/www.gov.uk\/government\/statistics\/total-energy-section-1-energy-trends\" rel=\"nofollow noopener\" target=\"_blank\">energy use by fuel<\/a>. These are published monthly, with the final month of each year appearing in figures published at the end of the following February. The same approach has accurately estimated year-to-year changes in emissions in previous years (see table, below).<\/p>\n<p>Annual change in UK greenhouse gas emissions, %<\/p>\n<p>\tYearOfficial figuresCarbon BriefDifference<\/p>\n<p>\t20102.52.70.1<\/p>\n<p>\t2011-7.2-7.7-0.4<\/p>\n<p>\t20123.13.60.6<\/p>\n<p>\t2013-2.1-4.1-2.0<\/p>\n<p>\t2014-7.4-7.5-0.1<\/p>\n<p>\t2015-3.8-3.70.0<\/p>\n<p>\t2016-5.4-5.7-0.3<\/p>\n<p>\t2017-2.4-2.00.4<\/p>\n<p>\t2018-1.6-1.7-0.1<\/p>\n<p>\t2019-3.6-3.9-0.3<\/p>\n<p>\t2020-8.9-8.80.1<\/p>\n<p>\t20213.63.5-0.1<\/p>\n<p>\t2022-4.3-3.60.7<\/p>\n<p>\t2023-5.0-5.2-0.2<\/p>\n<p>\t2024-2.7-3.0-0.3<\/p>\n<p>\t2025-2.4<\/p>\n<p>One large source of uncertainty is the provisional energy use data, which is revised at the end of March each year and often again later on.<\/p>\n<p>Emissions data is also subject to revision in light of improvements in data collection and the methodology used, with <a href=\"https:\/\/twitter.com\/DrSimEvans\/status\/1375459845986521091\" rel=\"nofollow noopener\" target=\"_blank\">major revisions<\/a> in 2021 and more <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/69663dab183e25d7051e0df5\/uk-greenhouse-gas-emissions-statistics-2026-planned-methodology-changes.pdf\" rel=\"nofollow noopener\" target=\"_blank\">minor changes<\/a> in early 2026.<\/p>\n<p>The latest changes to the DESNZ emissions methodology have led to 2% reduction in baseline 1990 emissions, but the impact on recent years is minimal.<\/p>\n<p>This does not affect the UK\u2019s carbon budgets, which are set in terms of tonnes of emissions over a five-year period, rather than a percentage reduction compared with 1990 levels.<\/p>\n<p>The table above applies Carbon Brief\u2019s emissions calculations to the comparable energy use and emissions figures, which may differ from those published previously.<\/p>\n<p>Another source of uncertainty is the fact that Carbon Brief\u2019s approach to estimating the annual change in emissions differs from the <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/789856\/provisional-greenhouse-gas-emissions-statistics-methodology-summary.pdf\" rel=\"nofollow noopener\" target=\"_blank\">methodology used<\/a> for the government\u2019s own provisional estimates. The government has access to more granular data not available for public use.<\/p>\n<p>Carbon Brief\u2019s analysis takes figures on the amount of energy sourced from coal, oil and gas reported in <a href=\"https:\/\/www.gov.uk\/government\/statistics\/total-energy-section-1-energy-trends\" rel=\"nofollow noopener\" target=\"_blank\">Energy Trends 1.2<\/a>. These figures are combined with conversion factors for the CO2 emissions per unit of energy, <a href=\"https:\/\/www.gov.uk\/government\/collections\/government-conversion-factors-for-company-reporting\" rel=\"nofollow noopener\" target=\"_blank\">published annually<\/a> by the UK government. Conversion factors are available for each fuel type, for example, petrol, diesel, gas and coal for electricity generation.<\/p>\n<p>For oil, the analysis also draws on <a href=\"https:\/\/www.gov.uk\/government\/statistics\/oil-and-oil-products-section-3-energy-trends\" rel=\"nofollow noopener\" target=\"_blank\">Energy Trends 3.13<\/a>, which further breaks down demand according to the subtype of oil, for example, petrol, jet fuel and so on. Similarly, for coal, the analysis draws on <a href=\"https:\/\/www.gov.uk\/government\/statistics\/solid-fuels-and-derived-gases-section-2-energy-trends\" rel=\"nofollow noopener\" target=\"_blank\">Energy Trends 2.6<\/a>, which breaks down solid fuel use by subtype.<\/p>\n<p>Emissions from each fuel are then estimated from the energy use multiplied by the conversion factor, weighted by the relative proportions for each fuel subtype.<\/p>\n<p>For example, the UK uses roughly 50m tonnes of oil equivalent (Mtoe) in the form of oil products, around half of which is from road diesel. So half the total energy use from oil is combined with the conversion factor for road diesel, another one-fifth for petrol and so on.<\/p>\n<p>Energy use from each fossil fuel subtype is mapped onto the appropriate emissions conversion factor. In some cases, there is no direct read-across, in which case the nearest appropriate substitute is used. For example, energy use listed as \u201cbitumen\u201d is mapped to \u201cprocessed fuel oils \u2013 residual oil\u201d. Similarly, solid fuel used by \u201cother conversion industries\u201d is mapped to \u201cpetroleum coke\u201d and \u201cother\u201d solid fuel use is mapped to \u201ccoal (domestic)\u201d.<\/p>\n<p>The energy use figures are calculated on an inland consumption basis, meaning they include bunkers consumed in the UK for international transport by air and sea. In contrast, national emissions inventories exclude international aviation and shipping.<\/p>\n<p>The analysis, therefore, estimates and removes the part of oil use that is due to the UK\u2019s share of international aviation. It draws on the UK\u2019s <a href=\"https:\/\/www.gov.uk\/government\/collections\/uk-greenhouse-gas-emissions-statistics\" rel=\"nofollow noopener\" target=\"_blank\">final greenhouse gas emissions inventory<\/a>, which breaks emissions down by sector and reports the total for domestic aviation.<\/p>\n<p>This domestic emissions figure is compared with the estimated emissions due to jet fuel use overall, based on the appropriate conversion factor. The analysis assumes that domestic aviation\u2019s share of emissions is equivalent to its share of jet fuel energy use.<\/p>\n<p>In addition to estimating CO2 emissions from fossil fuel use, Carbon Brief assumes that CO2 emissions from non-fuel sources, such as land-use change and forestry, are the same as a year earlier. The remaining greenhouse gas emissions are assumed to change in line with the latest government <a href=\"https:\/\/www.gov.uk\/government\/collections\/energy-and-emissions-projections\" rel=\"nofollow noopener\" target=\"_blank\">energy and emissions projections<\/a>.<\/p>\n<p>These assumptions are based on the UK government\u2019s own <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/789856\/provisional-greenhouse-gas-emissions-statistics-methodology-summary.pdf\" rel=\"nofollow noopener\" target=\"_blank\">methodology<\/a> for preliminary greenhouse gas emissions estimates, published in 2019.<\/p>\n<p>Note that the figures in this article are for emissions within the UK measured according to <a href=\"https:\/\/www.ipcc.ch\/report\/2019-refinement-to-the-2006-ipcc-guidelines-for-national-greenhouse-gas-inventories\/\" rel=\"nofollow noopener\" target=\"_blank\">international guidelines<\/a>. This means they exclude emissions associated with <a href=\"https:\/\/www.carbonbrief.org\/analysis-uk-electricity-generation-2018-falls-to-lowest-since-1994\" rel=\"nofollow noopener\" target=\"_blank\">imported goods<\/a>, including <a href=\"https:\/\/www.carbonbrief.org\/biomass-subsidies-not-fit-for-purpose-chatham-house\" rel=\"nofollow noopener\" target=\"_blank\">imported biomass<\/a>, as well as the UK\u2019s share of international aviation and shipping.<\/p>\n<p>The <a href=\"https:\/\/www.ons.gov.uk\/\" rel=\"nofollow noopener\" target=\"_blank\">Office for National Statistics<\/a> (ONS) has published <a href=\"https:\/\/www.ons.gov.uk\/economy\/environmentalaccounts\/articles\/netzeroandthedifferentofficialmeasuresoftheuksgreenhousegasemissions\/2019-07-24\" rel=\"nofollow noopener\" target=\"_blank\">detailed comparisons<\/a> between various approaches to calculating UK emissions, on a territorial, consumption, \u201cenvironmental accounts\u201d or \u201cinternational accounting\u201d basis.<\/p>\n<p>The UK\u2019s <a href=\"https:\/\/www.carbonbrief.org\/guest-post-the-uks-carbon-footprint-is-at-its-lowest-level-for-20-years\" rel=\"nofollow noopener\" target=\"_blank\">consumption-based CO2 emissions<\/a> increased between 1990 and 2007. Since then, however, they have fallen by a similar number of tonnes as emissions within the UK.<\/p>\n<p><a href=\"https:\/\/www.carbonbrief.org\/ccc-uk-should-move-away-from-large-scale-biomass-burning\" rel=\"nofollow noopener\" target=\"_blank\">Bioenergy<\/a> is a significant source of renewable energy in the UK and its climate benefits are <a href=\"https:\/\/www.carbonbrief.org\/investigation-does-the-uks-biomass-burning-help-solve-climate-change\" rel=\"nofollow noopener\" target=\"_blank\">disputed<\/a>. Contrary to public perception, however, only around <a href=\"https:\/\/www.theccc.org.uk\/wp-content\/uploads\/2018\/11\/Biomass-in-a-low-carbon-economy-CCC-2018.pdf\" rel=\"nofollow noopener\" target=\"_blank\">one-quarter<\/a> of bioenergy is imported.<\/p>\n<p><a href=\"https:\/\/www.carbonbrief.org\/corsia-un-plan-to-offset-growth-in-aviation-emissions-after-2020\" rel=\"nofollow noopener\" target=\"_blank\">International aviation<\/a> is considered part of the UK\u2019s <a href=\"https:\/\/www.carbonbrief.org\/ccc-reducing-emissions-87-by-2040-would-help-cut-household-costs-by-1400\/\" rel=\"nofollow noopener\" target=\"_blank\">carbon budgets<\/a> and faces the prospect of <a href=\"https:\/\/twitter.com\/DrSimEvans\/status\/1095639071400050689\" rel=\"nofollow noopener\" target=\"_blank\">tighter limits<\/a> on its CO2 emissions.
