The Climate Change Committee (CCC) has released a new\u00a0report\u00a0to\u00a0complement\u00a0its\u00a02025\u00a0advice on the UK\u2019s Seventh Carbon Budget.\u00a0\u00a0<\/p>\n
The independent, statutory body\u00a0tested its cost and energy security conclusions\u00a0against\u00a0different\u00a0scenarios.\u00a0It found that\u00a0the total\u00a0additional\u00a0cost of\u00a0a single fossil fuel price spike of 2022\u00a0magnitude\u00a0is likely to\u00a0be as large as the total net\u00a0additional\u00a0cost of meeting the\u00a0pathway to Net Zero\u00a0across every year\u00a0to 2050.\u00a0<\/p>\n
In all\u00a0scenarios,\u00a0achieving Net Zero\u00a0was found to be\u00a0a\u00a0more\u00a0cost-effective\u00a0path\u00a0for the UK\u00a0economy\u00a0than\u00a0continued reliance on fossil fuels,\u00a0bringing\u00a0a net benefit to society.\u00a0\u00a0<\/p>\n

\u201cThere has been a lot of public interest in the cost of transitioning to a low carbon economy. Going through an economic transition is exciting, but a sense of uncertainty about the future is completely reasonable. As such,\u00a0it\u2019s\u00a0important that decision makers and commentators are using\u00a0accurate\u00a0information to inform debates.\u00a0<\/p>\n
\u201cIn light of current world events, it\u2019s more important than ever for the UK to move away from being reliant on volatile foreign fossil fuels, to clean, domestic, less wasteful energy.\u201d\u00a0<\/p>\n
The\u00a0report\u00a0also\u00a0includes\u00a0additional\u00a0cost-benefit analysis of the\u00a0CCC\u2019s proposed\u00a0Balanced Pathway\u00a0to Net\u00a0Zero.\u00a0This pathway\u00a0was modelled for the Seventh Carbon Budget advice the CCC gave\u00a0the\u00a0UK Government in February 2025.\u00a0This is\u00a0carried out in line with\u00a0the\u00a0government\u2019s\u00a0Green Book guidance.\u00a0\u00a0<\/p>\n
The\u00a0Committee\u2019s\u00a0key findings are:\u00a0<\/p>\n
For every pound spent on Net Zero, the benefits outweigh this by 2.2 to 4.1 times.\u00a0<\/p>\n
Avoiding climate damages is the most significant benefit of the transition.\u00a0This saving is estimated\u00a0between \u00a340 billion and \u00a3130 billion in 2050.\u00a0<\/p>\n
Energy losses\u00a0are halved compared to today.\u00a0Losses in a Net Zero system are valued at \u00a330 billion per year, compared to \u00a360 billion a year in today\u2019s energy system.\u00a0<\/p>\n
The transition is set to deliver\u00a0far greater health and wellbeing co-benefits than costs.\u00a0Cleaner air, warmer homes, more active\u00a0travel\u00a0and healthier diets strongly outweigh downsides like extra public\u00a0transport time or potential congestion from increased EV use.\u00a0These \u2018co-benefits\u2019\u00a0are estimated to provide\u00a0\u00a32 billion to \u00a38 billion\u00a0per year in net benefit by 2050.\u00a0\u00a0<\/p>\n
