Or did it feel more like &#8220;I&#8217;d better buy some, just in case&#8221;?<\/p>\n<p class=\"paragraph_paragraph___QITb\">During the COVID pandemic our research team wrote about the <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/05\/even-as-behavioural-researchers-we-couldnt-resist-the-urge-to-buy-toilet-paper\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">psychological drivers<\/a> behind Australians buying up toilet paper: scarcity mindset, anticipated regret and regaining &#8220;control&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">We also warned that politicians or media coverage rebuking people for buying more at the supermarkets actually <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/theconversation.com\/stay-positive-scott-morrison-when-you-berate-people-for-bad-behaviour-they-do-it-more-134793\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">risked making it worse<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Over recent weeks, some senior politicians have repeated this mistake, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/mar\/17\/australia-petrol-panic-buying-jerry-cans\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">berating people<\/a> as &#8220;un-Australian&#8221; for &#8220;panic buying&#8221; fuel.<\/p>\n<p class=\"paragraph_paragraph___QITb\"><a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-03-24\/iran-war-live-updates-netanyahu-says-attacks-to-continue\/106488466\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106488466\" rel=\"nofollow noopener\" target=\"_blank\">Iran war live updates:<\/a> For all the latest news on the war in the Middle East, read our blog.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But one of the lessons we should have learnt from COVID \u2014 when supermarket shelves were cleared and some <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2020-06-26\/woolworths-coles-re-introduces-toilet-paper-limit\/12397374\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">buying limits<\/a> had to be introduced \u2014 is that most people didn&#8217;t perceive themselves as &#8220;panic buyers&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"A young woman pushes a trolley down a supermarket aisle.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/03\/64f92b78aab8209d2ab8d4fa910340e2.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The real lesson of empty petrol stations or supermarket shelves isn&#8217;t that people are irrational.\u00a0 (ABC News)<\/p>\n<p>&#8216;Just in case&#8217; shoppers<\/p>\n<p class=\"paragraph_paragraph___QITb\">A <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC8520319\/#sec0002\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">2020 survey<\/a> asked 450 people in the United States and Australia &#8220;to what extent did you engage in panic buying in the first few months of the COVID-19 outbreak?&#8221; On average, both the older US participants and mostly university-aged Australians participants scored themselves as only having &#8220;low engagement&#8221; in panic buying.<\/p>\n<p class=\"paragraph_paragraph___QITb\">A smaller <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0264618\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">UK study<\/a> published in 2022 found similar results, concluding &#8220;panic buying is not a useful concept&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Instead, Australian and other shoppers during COVID saw buying a bit extra as playing it safe, rather than panicking.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Many Australians have lingering memories of times when supply has struggled to meet demand: from banana prices jumping from <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.smh.com.au\/environment\/weather\/banana-prices-tipped-to-skyrocket-20110202-1adfs.html\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">$2 a kilogram to $15 a kilo<\/a> after Cyclone Larry in 2006 to <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-02-27\/bird-flu-outbreak-egg-shortages-amid-panzootic\/104978280\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">struggling to find eggs<\/a> last year due to bird flu.<\/p>\n<p class=\"paragraph_paragraph___QITb\">With little sign of the Strait of Hormuz being safe for oil tankers anytime soon, it&#8217;s entirely rational for people to think, &#8220;I&#8217;d better get petrol now, before the price jumps further&#8221; \u2014 sooner than we might have refilled normally.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But when enough people <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.pm.gov.au\/media\/press-conference-hobart\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">buy more<\/a> &#8220;just in case&#8221; all those individual choices can collectively overwhelm our fuel and food systems.<\/p>\n<p>Loading&#8230;&#8217;A few extras&#8217; can empty shelves<\/p>\n<p class=\"paragraph_paragraph___QITb\">Australia has spent decades pursuing <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/cliquelogistics.com.au\/australian-supply-chains-why-2026-marks-the-shift-from-lean-to-resilient-operations\/\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">lean supply chains<\/a> \u2014 what&#8217;s known as &#8220;<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.investopedia.com\/terms\/j\/jit.asp\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">just-in-time<\/a>&#8221; supplies, with minimal buffer stock sitting around in warehouses.<\/p>\n<p class=\"paragraph_paragraph___QITb\">It&#8217;s a hyper-efficient system that uses sophisticated demand forecasting to keep costs low. But it also assumes that tomorrow will look exactly like today.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Supply chains here and in many other countries are now optimised for predictable demand, rather than surges in demand.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In March 2020, market research group <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/market.worldpanelbynumerator.com\/global\/News\/Accidental-stockpilers-driving-shelf-shortages\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Kantar analysed<\/a> the shopping habits of more than 100,000 UK consumers.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">It found only a small minority of people were buying far more than usual. For instance, only 3 per cent of shoppers were stockpiling far more packets of pasta than usual.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But a significant number of consumers were adding just a few extra products and shopping more often than usual.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Kantar <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/market.worldpanelbynumerator.com\/global\/News\/Accidental-stockpilers-driving-shelf-shortages\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">concluded<\/a> those &#8220;just a few extras&#8221; shoppers were inadvertently emptying shelves.<\/p>\n<p class=\"paragraph_paragraph___QITb\">For our supply systems to keep working today we need to resist the instinct to <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.accc.gov.au\/consumers\/petrol-and-fuel\/fuel-price-monitoring-during-the-current-middle-eastern-conflict\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">buy more fuel<\/a> or other essentials than usual \u2014 unless there&#8217;s a <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.cicadaresearchandcomms.com.au\/articles\/panic-buying-and-the-media\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">genuine need<\/a>, like residents in Queensland and the Northern Territory needing supplies before <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.getready.qld.gov.au\/how-get-ready-cyclone-narelle\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Cyclone Narelle<\/a> hit.<\/p>\n<p>Loading&#8230;Buying just what you need<\/p>\n<p class=\"paragraph_paragraph___QITb\">Our work in behavioural theory suggests two approaches that would help Australia avoid repeating some of the mistakes of the early COVID response.<\/p>\n<p class=\"paragraph_paragraph___QITb\">First, we need to highlight what the majority are doing. Focusing on the minority \u2014 those <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.thenewdaily.com.au\/finance\/consumer\/2026\/03\/10\/bunnings-jerry-cans-fuel-shortages\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">emptying shelves of jerry cans<\/a> at Bunnings \u2014 can accidentally create a powerful, negative social norm that can amplify hoarding behaviour.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Most Australians are still buying petrol and shopping as normal. Highlighting sensible behaviour normalises and stabilises it.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Second, we should appeal to people&#8217;s collective responsibility. This means emphasising the need for collective effort to keep supplies available for everyone. Bringing values of shared responsibility to mind can encourage more considered choices.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Prime Minister Anthony Albanese appears to have realised this. Talking about surging fuel demand late last week, he <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.pm.gov.au\/media\/press-conference-hobart\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">put greater emphasis<\/a> on what &#8220;a good Australian&#8221; would do:<\/p>\n<p class=\"paragraph_paragraph___QITb\">My message to Australians is please do not take more fuel than you need [\u2026] It&#8217;s the Australian way to think of others, to think of their neighbours, their community and also to think of the national interest. Only take what you need.<\/p>\n<p class=\"paragraph_paragraph___QITb\">At the same time, we also need to <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2667325824003108\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">build greater responsiveness<\/a> into our <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/theconversation.com\/its-not-hoarding-farmers-need-to-buy-huge-amounts-of-diesel-to-keep-our-food-secure-278208\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">fuel and food<\/a> distribution systems, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/ijiemjournal.uns.ac.rs\/images\/journal\/volume4\/ijiem_vol4_no4_5.pdf\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">balancing efficiency<\/a> with <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2405896325007761\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">resilience<\/a>.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The real lesson of empty petrol stations or supermarket shelves isn&#8217;t that people are irrational.
