{"id":503729,"date":"2026-03-30T16:31:09","date_gmt":"2026-03-30T16:31:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/503729\/"},"modified":"2026-03-30T16:31:09","modified_gmt":"2026-03-30T16:31:09","slug":"putin-likely-to-stage-another-salisbury-style-attack-exiled-oil-tycoon-says-mikhail-khodorkovsky","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/503729\/","title":{"rendered":"Putin likely to stage another Salisbury-style attack, exiled oil tycoon says | Mikhail Khodorkovsky"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Vladimir Putin is likely to <a href=\"https:\/\/www.theguardian.com\/uk-news\/2024\/oct\/14\/salisbury-novichok-poisonings-inquiry-sergei-skripal-vladmir-putin\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">stage another Salisbury-style attack<\/a> on UK soil unless the government adopts more aggressive tactics against the Kremlin, the exiled Russian billionaire Mikhail Khodorkovsky has said.<\/p>\n<p class=\"dcr-130mj7b\">The former oil tycoon has emerged as a leading figure in Russian diaspora opposition circles and claims to be well-informed about current thinking and developments among Moscow\u2019s elite.<\/p>\n<p class=\"dcr-130mj7b\">In a wide-ranging interview with the Guardian, Khodorkovsky \u2013 who still fears for his life after spending 10 years in a Siberian prison after clashes with Putin \u2013 said the Trump presidency had provided the Russian leader with a \u201cwindow of opportunity\u201d to threaten Europe.<\/p>\n<p class=\"dcr-130mj7b\">Khodorkovsky predicted that Putin was likely to mass troops on the border of a Nato country such as Estonia, to \u201cflex his muscles\u201d and said he believed that Russian security services were planning an attack similar to the <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/dec\/04\/novichok-poisonings-russia-role-uk-response-key-questions-attack#:~:text=The%20novichok%20attack%20on%20Salisbury,citizen%2C%20Dawn%20Sturgess%2C%20died.\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">2018 Salisbury Novichok poisonings<\/a> to destabilise the UK.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe goal [\u2026] would not just be to get rid of certain people but to create a sense of vulnerability in the west. Like it was in Salisbury,\u201d Khodorkovsky said. \u201cIt\u2019s not important whether the victim dies or not, what\u2019s important is that the sense of vulnerability has been created.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPeople in the Kremlin aren\u2019t stupid, they\u2019re quite creative. They\u2019ll be thinking of new ways of doing something. What is clear is that there is going to be some kind of pressure and it will take a similar form [to Salisbury].\u201d<\/p>\n<p class=\"dcr-130mj7b\">Putin had \u201cchosen as his main enemy the UK\u201d, Khodorkovsky added.<\/p>\n<p class=\"dcr-130mj7b\">The UK government\u2019s best strategy to prevent any further incidents similar to Salisbury may be to go on the offensive against the Russian security services, he said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIf you cast your mind back to the 1950s and 60s when there was also quite a wave of this sort of brutal interactions, it sort of dissipated quite quickly, which was done by just giving the mirror response,\u201d Khodorkovsky said, speaking through an interpreter.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPeople who work for the intelligence services are just like you and I, they don\u2019t want to die. They started fleeing, leaving the intelligence services. This is when it was probably decided that they should discount using the worst, the most brutal methods. Photograph: Misha Japaridze\/AP<\/p>\n<p class=\"dcr-130mj7b\">Khodorkovsky, 62, was <a href=\"https:\/\/www.theguardian.com\/world\/2013\/dec\/20\/mikhail-khodorkovsky-russia-richest-man\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Russia\u2019s richest man<\/a>, with a reported fortune of $15bn (\u00a311bn) built up either side of the fall of the Soviet Union, including via his Siberian oil business, Yukos. He was arrested in 2003 after challenging Putin by advocating for democratic reforms. He was charged with fraud and <a href=\"https:\/\/www.theguardian.com\/world\/2005\/may\/31\/russia.business\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">jailed for 10 years<\/a>, a sentence widely considered to be politically motivated. <a href=\"https:\/\/www.theguardian.com\/business\/2003\/oct\/31\/russia.oilandpetrol\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Shares in Yukos were seized by the Russian government<\/a> and carved up.<\/p>\n<p class=\"dcr-130mj7b\">After <a href=\"https:\/\/www.theguardian.com\/world\/2014\/dec\/26\/mikhail-khodorkovsky-life-after-prison-russia-after-putin\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">spending a decade in prison<\/a>, during which he was slashed in the face by another inmate with a makeshift knife, Khodorkovsky went into exile in the UK.<\/p>\n<p class=\"dcr-130mj7b\">Speaking at his London offices, he said it was too late for the west to avoid a new cold war with Russia but that governments\u2019 priority should be to avoid escalation into a \u201chot war\u201d, despite his expectation that Putin would attempt to provoke Britain\u2019s Nato allies.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI wouldn\u2019t be surprised if in the near future we\u2019ll see some troops amassed on the border with [Nato member] Estonia, for example,\u201d Khodorkovsky said. \u201cI do not believe that Putin in fact is ready to embark on another military conflict. But it will have an impact.\u201d<\/p>\n<p class=\"dcr-130mj7b\">\u201cHe thinks that his window of opportunity is [Donald] Trump in power,\u201d Khodorkovsky said, adding that this window could shut if the Republicans performed poorly in November\u2019s US midterm elections and Trump in effect became a lame duck president.<\/p>\n<p>Vladimir Putin meets a regional governor in Moscow on Monday. Photograph: Alexander Kazakov\/Reuters<\/p>\n<p class=\"dcr-130mj7b\">Putin\u2019s position had not been significantly weakened by the imposition of sanctions against oligarchs or specific products or sectors, Khodorkovsky said. Politicians wanted to \u201cimpress their electorate\u201d with sanctions against goods and trade, but in practice these were \u201cunrealistic\u201d to enforce, he added.<\/p>\n<p class=\"dcr-130mj7b\">The Guardian has recently reported on concerns that <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/24\/irish-metals-refinery-is-in-supply-chain-that-feeds-russian-war-machine-records-suggest\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Irish aluminium<\/a> and carbon fibre <a href=\"https:\/\/www.theguardian.com\/business\/2026\/feb\/09\/experts-sound-alarm-over-uk-exports-to-firm-linked-to-russian-war-machine\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">equipment that can be used for making drones and missiles<\/a> could be reaching the Russian military supply chain.<\/p>\n<p class=\"dcr-130mj7b\">Khodorkovsky said the west\u2019s belief that sanctions against Russian oligarchs would motivate them to put pressure on Putin to end the war in Ukraine was based on \u201cerroneous\u201d understanding of the relationship between wealthy businessmen and the Kremlin.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI have been saying for the past 20 years that there are no oligarchs in Russia,\u201d he said. \u201cHow can you reconcile oligarchy with dictatorship? If you have money without any weapons, you are just food for somebody else.\u201d<\/p>\n<p class=\"dcr-130mj7b\">However, he acknowledged that some oligarchs had been \u201cagents of influence\u201d for Russia in the west and that sanctions had neutered their power. One oligarch who Khodorkovsky knows well is the former Chelsea football club owner Roman Abramovich.<\/p>\n<p class=\"dcr-130mj7b\">The pair were planning to create Russia\u2019s largest oil company through the merger of Yukos and Abramovich\u2019s Sibneft business. The merger was in progress, via a combination of cash and an exchange of shares, when Khodorkovsky was arrested and Abramovich withdrew from the deal and secured its effective unwinding.<\/p>\n<p class=\"dcr-130mj7b\">In 2005, Abramovich sold his shares in Sibneft to the Kremlin for $13bn and used some of the proceeds to fund Chelsea FC, which he had bought two years earlier.<\/p>\n<p>Roman Abramovich applauds as Chelsea players celebrate their Premier League title win in May 2017. Photograph: Ben Stansall\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">Abramovich\u2019s purchase of Chelsea could not have proceeded without Putin\u2019s blessing, Khodorkovsky alleged, although he said this did not mean the Russian president had ordered the takeover.<\/p>\n<p class=\"dcr-130mj7b\">However, Khodorkovsky said he did detect Putin\u2019s close interest in the <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/17\/uk-prepares-to-sue-abramovich-over-24bn-proceeds-of-chelsea-fc-sale\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">legal dispute between Abramovich and the UK government<\/a> over how the \u00a32.5bn proceeds from the forced sale of Chelsea in 2022 should be used. The sticking point is believed to be Westminster\u2019s assistance that funds should not be diverted to any territory under Russian control.<\/p>\n<p class=\"dcr-130mj7b\">Khodorkovsky said: \u201cI know \u2013 albeit from only one source that I cannot provide, that the presidential administration views the funds Abramovich is discussing with the UK government as a future resource for the reconstruction of both the part of Ukraine under Kyiv\u2019s control and the part under Moscow\u2019s control. I personally trust this source. You could say this is my deep-seated conviction.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Lawyers for Abramovich said no government was involved in the purchase of Chelsea, nor in the current attempts to find a solution with the UK government to release funds towards charitable purposes. Abramovich has previously taken legal action against the publisher Harper Collins over a claim in the book Putin\u2019s People that the Russian president ordered the purchase of the Premier League football club. Photograph: Andy Hall\/The Observer<\/p>\n<p class=\"dcr-130mj7b\">In October 2025, the Russian government declared Khodorkovsky a \u201cterrorist\u201d along with members of the Anti-War Committee of Russia founded by exiles and activists in 2022, accusing them of plotting a violent coup.<\/p>\n<p class=\"dcr-130mj7b\">Khodorkovsky said he tried not to think about the risk that Putin might pose to his safety. \u201cI spent 10 years in prison,\u201d he said, pointing out his facial scar. \u201cThey could kill me any time.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere is no resource of protecting yourself in the UK. Trump has loosened sanctions on Russian oil, while the price has soared because of Iran\u2019s blockade of the strait of Hormuz, increasing the Kremlin\u2019s fossil fuel revenues.<\/p>\n<p class=\"dcr-130mj7b\">But Khodorkovsky said Putin had not built a regime that could survive beyond his own death or decline. \u201cAfter Putin in Russia, the system will have to be totally demolished and reconstructed, built from scratch,\u201d he said. \u201cThe interval for real changes, the expectations is from about five to seven years from now.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Asked whether he could imagine returning to Russia, Khodorkovsky said: \u201cI\u2019m 11 years younger than Putin.
