But the ONS calculated the share as constant at 8 per cent between 2010–12 and 2018–20, and then 11 per cent in 2020–22.

‘This difference arises because, during this period of low interest rates, the ONS methodology particularly undervalued private pension wealth for those further from retirement,’ says the IFS.

– The share of total household wealth held by the top 10 per cent fell from 45 per cent in 2006–08 to 42 per cent in 2018–20, and remained at 42 per cent in 2020–22, by the IFS estimate.

But the ONS found that between 2006–08 and 2018–20, the share owned by the top 10 per cent fell from 46 per cent to 45 per cent.

– People with degrees are more likely to have private pensions where the value was understated by the ONS approach, so gaps in wealth by education were wider in 2020–22 under IFS methodology than suggested by official statistics.

‘Median wealth for graduates was 50 per cent higher under our methodology than under the ONS methodology in 2020–22; for people with no formal educational qualifications, the difference was less than 25 per cent.’

The IFS used a new measure of private pension wealth based on market interest rates, which it says aligns the valuation of pensions with the way other forms of wealth are measured.

It says: ‘The differences in methodologies have particularly important effects during periods of ultra-low interest rates.

‘As market interest rates have risen since 2022, the two approaches are likely to produce more similar estimates in the forthcoming 2022–24 data release.

‘However, they could diverge again going forwards should market interest rates change once more.’

Its study concludes that its approach has a significant impact on the estimated distribution of household wealth.

‘Pension wealth made up a much higher share of household wealth in 2020–22 than suggested by official ONS estimates. Gaps in wealth

by education were much wider than suggested by ONS, and had grown by more since 2010–12.

‘Our methodology also increases the estimated share of wealth held by younger people and suggests that this share had increased since the early 2010s.’

Laurence O’Brien, senior research economist at IFS and an author of the report, adds: ‘Good policy starts with good data. Methodological changes and inconsistencies have made it difficult to get a clear picture of wealth inequality in Britain, and how this has changed over time.’

An Office for National Statistics spokesman says: ‘Our latest pension figures use methods from an independent review we commissioned from the Government Actuary’s Department.

‘We have always been clear that the latest data use improved methods but comparisons over time can’t currently be drawn.

‘GAD will shortly publish the necessary data that will allow us to produce a comparable back series.’

SIPPS: INVEST TO BUILD YOUR PENSION

<img decoding="async" src="https://www.newsbeep.com/uk/wp-content/uploads/2026/04/A J Bell 2022_122X84.png" alt="0.25% account fee.
