{"id":526449,"date":"2026-04-12T07:12:07","date_gmt":"2026-04-12T07:12:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/526449\/"},"modified":"2026-04-12T07:12:07","modified_gmt":"2026-04-12T07:12:07","slug":"another-institutional-abuse-uk-survivor-of-irish-mother-and-baby-home-cant-afford-to-accept-compensation-ireland","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/526449\/","title":{"rendered":"\u2018Another institutional abuse\u2019: UK survivor of Irish mother and baby home can\u2019t afford to accept compensation | Ireland"},"content":{"rendered":"<p class=\"dcr-130mj7b\">A twin sister and brother were separated from their parents in Ireland\u2019s mother and baby home scandal \u2013 but only one of them can be compensated without being penalised.<\/p>\n<p class=\"dcr-130mj7b\">Rosemary Adaser, 70, of Ealing, west London, was among <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/08\/survivors-of-irelands-mother-and-baby-homes-face-benefit-cuts-in-uk-after-accepting-compensation?CMP=Share_iOSApp_Other\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">tens of thousands of children placed in abusive institutions <\/a>for being born out of marriage in Ireland.<\/p>\n<p class=\"dcr-130mj7b\">But if Adaser accepts compensation under the Irish mother and baby institutions payment scheme, which opened in 2024, she faces losing at least \u00a31,000 a month in housing benefit.<\/p>\n<p class=\"dcr-130mj7b\">A legal loophole means because the compensation she is due is from a foreign government, normal \u201ccapital disregard\u201d provisions do not apply, and any payments can be treated as cash savings for means-testing benefits and social care.<\/p>\n<p class=\"dcr-130mj7b\">Rosemary\u2019s brother, Anthony Adaser, still lives in Ireland, so has been compensated without facing penalties. He says the unfairness of the disparity is \u201cgalling\u201d, robbing his sister of the \u201cpeace of mind\u201d his settlement has given him in retirement.<\/p>\n<p>Rosemary Adaser aged seven on her first communion day<\/p>\n<p class=\"dcr-130mj7b\">On 13 March, the prime minister, Keir Starmer, said the Westminster government would introduce <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/13\/uk-drops-plan-cut-benefits-survivors-irelands-mother-and-baby-homes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cPhilomena\u2019s law\u201d, which would protect survivors from penalties<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">However, with no legislative timetable and no interim protections in place, about 13,000 survivors still risk losing benefits, and campaigners say elderly people are fighting individual battles with the authorities.<\/p>\n<p class=\"dcr-130mj7b\">Adaser said: \u201cThis is just another institutional abuse. I raised my family without any recourse to benefits. Now, when I\u2019m unable to work, the government\u2019s inaction is killing me off.<\/p>\n<p class=\"dcr-130mj7b\">\u201cSurvivors are terrified to show their faces in case their benefits are cut and are dying without their due. I\u2019m too terrified to apply for compensation, because I need housing benefit to stay independent and I\u2019m terrified of being institutionalised again.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWith the compensation, I\u2019d be able to make it safe for me to continue living in my home.\u201d<\/p>\n<p>Rosemary Adaser (second row, second from right), aged 12<\/p>\n<p class=\"dcr-130mj7b\">The twins were born in an unmarried mother\u2019s home in Belfast, the children of a Ghanaian doctor and an Irish hospital receptionist.<\/p>\n<p class=\"dcr-130mj7b\">In a<a href=\"https:\/\/www.theguardian.com\/world\/video\/2017\/feb\/24\/irelands-forgotten-mixed-race-child-abuse-victims-video\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> climate of stigma <\/a>in \u201ctheocratic\u201d 1950s Ireland, the twins were institutionalised and separated at six years old, reuniting when they were 12.<\/p>\n<p class=\"dcr-130mj7b\">Adaser faced \u201crelentless degradation at every level\u201d, including abuse, neglect and forced labour in institutions in Dublin and Kilkenny.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI thought the N-word was a pet name, until an older girl slapped me across the face and said, \u2018Look up the meaning.\u2019 This is not about me saying I had it worse \u2013 in an institution where are you are beaten up before breakfast, it doesn\u2019t matter what the colour of your skin is. But everywhere I went I was noticed, and whereas my peers could leave institutions and blend in with Irish society, I couldn\u2019t.\u201d<\/p>\n<p class=\"dcr-130mj7b\">At 16, Adaser was sent to a mother and baby home after she became pregnant and her own son was taken from her, before being reunited with her in adulthood. She escaped being sent to a <a href=\"https:\/\/www.theguardian.com\/world\/2013\/feb\/05\/magdalene-laundries-ireland-state-guilt\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Magdalene laundry<\/a> after a progressive Irish couple, Bryan and Mary Rothery, took her in, \u201csaved\u201d her life and encouraged her to leave Ireland, where she faced a colour bar in employment and housing. She moved to London in 1976.<\/p>\n<p class=\"dcr-130mj7b\">She said: \u201cThe 70s was a very hard time for Irish people [in the UK] but nobody believed I was Irish, so I was able to avoid all that. I immersed myself in Black politics and had a ball in 70s London.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI will always thank the British people. They took in thousands of defeated, battered girls and allowed us to make our lives here.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Adaser, a retired housing director, now wants to meet the prime minister.<\/p>\n<p class=\"dcr-130mj7b\">Her lawyer, Caoilfhionn Gallagher KC, said: \u201cAs well as taking steps to pass Philomena\u2019s law without delay, it\u2019s imperative the government takes immediate action to direct local authorities that during this interim period benefits should not be affected.
