{"id":537963,"date":"2026-04-18T15:30:09","date_gmt":"2026-04-18T15:30:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/537963\/"},"modified":"2026-04-18T15:30:09","modified_gmt":"2026-04-18T15:30:09","slug":"mandelson-scandal-is-biggest-crisis-for-diplomatic-service-in-decades-says-ex-foreign-office-chief-foreign-commonwealth-and-development-office","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/537963\/","title":{"rendered":"Mandelson scandal is biggest crisis for diplomatic service in decades, says ex-Foreign Office chief | Foreign, Commonwealth and Development Office"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The <a href=\"https:\/\/www.theguardian.com\/politics\/peter-mandelson\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Peter Mandelson<\/a> security vetting scandal is the biggest crisis for the diplomatic service in decades, a former Foreign Office chief has said.<\/p>\n<p class=\"dcr-130mj7b\">Simon McDonald, who was the permanent under-secretary of the government department until 2020, has spoken out in defence of Oliver Robbins, saying the civil servant was \u201cthrown under a bus\u201d by the prime minister, Keir Starmer, when he was <a href=\"https:\/\/www.theguardian.com\/uk-news\/2026\/apr\/16\/foreign-offices-top-civil-servant-olly-robbins-leaves-post-in-mandelson-vetting-row\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">dismissed from his role<\/a> on Thursday.<\/p>\n<p class=\"dcr-130mj7b\">Robbins was sacked as permanent secretary of the Foreign Office hours after the Guardian revealed that Peter Mandelson <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/16\/revealed-mandelson-failed-vetting-but-foreign-office-overruled-decision\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">failed his security vetting<\/a> in January 2025, during the process to appoint him as ambassador to the US.<\/p>\n<p class=\"dcr-130mj7b\">Robbins is said to have known about Mandelson\u2019s failure to pass the UK Security Vetting (UKSV) assessment, but that he did not forward that information to ministers. Starmer claims he was not made aware of the outcome of the vetting process until this week.<\/p>\n<p class=\"dcr-130mj7b\">Robbins is reportedly angry at what he considers to be unfair treatment by the prime minister and is said to <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/17\/olly-robbins-peter-mandelson-vetting-what-did-he-do-why-and-who-knew\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">believe that he was following due process<\/a>. McDonald agreed with this assessment and answered \u201cyes\u201d when asked by the BBC\u2019s Today programme on Saturday if Robbins was \u201cthrown under a bus\u201d.<\/p>\n<p class=\"dcr-130mj7b\">He said: \u201cYes, this story broke on Thursday morning [it broke at about 6pm] in a piece in the Guardian; within the news cycle Olly Robbins had been required to resign.\u201d<\/p>\n<p class=\"dcr-130mj7b\">McDonald said this showed \u201cNo 10 required a scalp and wanted it quickly\u201d, adding: \u201cI cannot see that there was any process, any fairness, any giving him the chance to set out his case and that feels, to me, wrong.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI think this is the biggest crisis in the diplomatic service since I joined it in 1982.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Is Mandelson vetting scandal the final straw for Starmer? \u2013 The Latest\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/1776526209_756_1920.jpg\" height=\"259\" width=\"460\" class=\"dcr-1qi2at0\"\/>Is Mandelson vetting scandal the final straw for Starmer? \u2013 The Latest<\/p>\n<p class=\"dcr-130mj7b\">Robbins is expected to give his side of the story on Tuesday when he goes before the Commons foreign affairs select committee. Ministers are concerned he will use this public appearance to hit back at No 10\u2019s version of events, which could be damaging for Starmer.<\/p>\n<p class=\"dcr-130mj7b\">McDonald suggested the government had misrepresented what happened during the vetting process in order to shift blame, and that the decision to appoint Mandelson despite concerns being raised by the civil service was made by the prime minister.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe whole posting was controversial,\u201d he said. \u201cBy the time Olly Robbins became permanent secretary in the Foreign Office, the posting had been announced, it was clear that the prime minister wanted his man to go to Washington, and the system was making that happen.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Friday the Cabinet Office released a template page from the summary document produced by UKSV after Mandelson\u2019s vetting. In the next box, there is a space for a vetting officer to list the outcome of the assessment with their \u201coverall decision or recommendation\u201d. Again, there are three options: clearance approved, clearance approved \u201cwith risk management\u201d or clearance denied.<\/p>\n<p class=\"dcr-130mj7b\">According to multiple sources, the UKSV process in Mandelson\u2019s case concluded there was a \u201chigh\u201d overall concern and concluded \u201cclearance denied\u201d. It was this recommendation that was overruled by the Foreign Office, which employed a rarely used authority to grant him clearance anyway.<\/p>\n<p class=\"dcr-130mj7b\">Of the process, McDonald said: \u201cIf it [the vetting process] did amount to failure then that fact, that ultimate conclusion would have to be conveyed to the political level, but the fact that it was not indicates to me that the fact was rather more complicated than No 10 would wish to present.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The prime minister said earlier this week he was \u201cfurious\u201d about what had happened, while Downing Street squarely blamed the Foreign Office, with Starmer\u2019s official spokesperson saying No 10 had \u201crepeatedly\u201d sought the facts of the case without being told.<\/p>\n<p class=\"dcr-130mj7b\">Asked if this amounted to a \u201ccover-up\u201d, they did not reject this, saying: \u201cWell, the prime minister was not informed and he\u2019s made clear that it is staggering that he was not informed.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Starmer says it is \u2018staggering\u2019 and \u2018unforgivable\u2019 he was not told Mandelson failed vetting \u2013\u00a0video\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/1776526209_958_5500.jpg\" height=\"259\" width=\"460\" class=\"dcr-1qi2at0\"\/>Starmer says it is \u2018staggering\u2019 and \u2018unforgivable\u2019 he was not told Mandelson failed vetting \u2013\u00a0video<\/p>\n<p class=\"dcr-130mj7b\">The Guardian revealed on Friday that Starmer was also kept in the dark about information relating to Mandelson\u2019s security vetting failure by <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/17\/keir-starmer-kept-in-dark-peter-mandelson-vetting-two-top-civil-servants\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">two other top civil servants<\/a>.
