{"id":543971,"date":"2026-04-22T03:25:07","date_gmt":"2026-04-22T03:25:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/543971\/"},"modified":"2026-04-22T03:25:07","modified_gmt":"2026-04-22T03:25:07","slug":"olly-robbins-account-of-mandelson-vetting-piles-pressure-on-keir-starmer-peter-mandelson","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/543971\/","title":{"rendered":"Olly Robbins\u2019 account of Mandelson vetting piles pressure on Keir Starmer | Peter Mandelson"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The civil servant sacked by Keir Starmer has given a devastating account of his government, saying Downing Street put <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/21\/olly-robbins-peter-mandelson-vetting-keir-starmer\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">huge pressure on the civil service<\/a> to approve the appointment of Peter Mandelson as Washington ambassador despite the concerns of vetting officials.<\/p>\n<p class=\"dcr-130mj7b\">Olly Robbins, the former top official at the Foreign Office, said No 10 took a \u201cdismissive\u201d attitude to vetting, and Mandelson was given access to the Foreign Office building and to \u201chigher-classification briefings\u201d before he was granted security clearance.<\/p>\n<p class=\"dcr-130mj7b\">In more than two hours of precisely worded and detailed testimony to the foreign affairs select committee (FAC), Robbins said No 10 had created an \u201catmosphere of pressure\u201d which made it almost impossible to deny clearance for Mandelson \u2013 who had already been announced for the senior diplomatic posting.<\/p>\n<p class=\"dcr-130mj7b\">He also confirmed that senior government officials \u2013 including within the Cabinet Office \u2013 had been in dispute last week, as revealed by the Guardian, over whether to release documents relating to Mandelson\u2019s vetting through the <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/feb\/04\/peter-mandelson-disclosures-what-is-humble-address-parliament\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">humble address process<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Starmer has come under intense pressure over the Mandelson scandal, with criticism even from within his own cabinet. Ed Miliband, the energy secretary and a predecessor as <a href=\"https:\/\/www.theguardian.com\/politics\/labour\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Labour<\/a> leader, told broadcasters: \u201cYou\u2019re saying he should never have been appointed and I agree with you.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Labour MPs have been appalled by the recurring reminder that Starmer personally decided to appoint someone with Mandelson\u2019s reputation to the UK\u2019s most sensitive diplomatic post, and warned that his leadership is now on borrowed time.<\/p>\n<p class=\"dcr-130mj7b\">The Intelligence and Security Committee (ISC), which this week is going through hundreds more files relating to Mandelson\u2019s time in Washington, has now been handed some vetting information including a short summary document with details of his personal, financial and business dealings.<\/p>\n<p class=\"dcr-130mj7b\">However, the committee is understood to be furious at the<a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/19\/ministers-urged-to-share-mandelson-vetting-files-with-intelligence-committee\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> lack of key documents relating to Robbins\u2019 decision<\/a> to overturn a recommendation from UK Security Vetting (UKSV) to deny clearance, and his failure to record notes of crucial meetings over the appointment.<\/p>\n<p class=\"dcr-130mj7b\">The ISC process is expected to conclude within days, and the Cabinet Office will then sift through the documents, making redactions, meaning they will not be released before parliament rises next week ahead of the May elections \u2013 meaning the scandal will return in the aftermath.<\/p>\n<p class=\"dcr-130mj7b\">In an extraordinary parliamentary hearing which lasted more than two-and-a-half hours, Robbins told MPs:<\/p>\n<p class=\"dcr-130mj7b\">He had granted clearance without being aware of the full extent of national security concerns over the Labour peer, making his decision without seeing the UKSV form \u2013 which said there was a \u201chigh\u201d overall concern and concluded \u201cclearance denied\u201d \u2013 or even knowing the details.<\/p>\n<p class=\"dcr-130mj7b\">Downing Street had tried to <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/apr\/21\/foreign-office-asked-to-find-role-senior-starmer-aide-matthew-doyle-olly-robbins-peter-mandelson\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">find a senior diplomatic role for another of Starmer\u2019s close allies<\/a> \u2013 his former communications chief Matthew Doyle \u2013 and asked Robbins to keep David Lammy, then foreign secretary, in the dark.<\/p>\n<p class=\"dcr-130mj7b\">He had not told Starmer, Lammy or anyone else in No 10 about UKSV\u2019s recommendation, only that clearance had been approved, bolstering the prime minister\u2019s claims that neither he nor any of his aides knew.<\/p>\n<p class=\"dcr-130mj7b\">In the hearing, Robbins told MPs: \u201cI walked into a situation in which there was already a very, very strong expectation \u2026 that he needed to be in post and in America as quickly as humanly possible.\u201d<\/p>\n<p class=\"dcr-130mj7b\">It would have been \u201cvery difficult indeed\u201d if he had denied Mandelson security clearance, he said, adding: \u201cThe PM\u2019s nominee had been put out there to the public, announced, blessed by the king, agreed by the US government \u2026<\/p>\n<p class=\"dcr-130mj7b\">\u201cAll I can do is agree with the premise that against that backdrop, the Foreign Office saying: \u2018OK but sorry, we can\u2019t grant him clearance,\u2019 would have been a very, very difficult problem. And a difficult problem I would have been landing the foreign secretary with, and the prime minister.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Robbins said the pressure was applied mainly by the prime minister\u2019s private office, which is staffed by civil servants. But he added: \u201cI think that the private office would only have been [putting on] this pressure themselves if they were under pressure.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Starmer hit back later on Tuesday, telling his cabinet Robbins was a \u201cman of integrity and professionalism\u201d but had made an \u201cerror of judgment\u201d while No 10 denied that it had taken a dismissive attitude towards vetting.<\/p>\n<p class=\"dcr-130mj7b\">Darren Jones, who announced a leak inquiry over the Guardian\u2019s revelations, told MPs that the sacked official should have informed the prime minister that UKSV had recommended denying clearance.<\/p>\n<p class=\"dcr-130mj7b\">After the hearing, FAC chair Emily Thornberry said it was right that Robbins had lost his job over the saga.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI had a great deal of sympathy for him and he\u2019s in a very difficult position,\u201d she said. \u201cI still, though, don\u2019t think it was wrong for him to lose his job. I\u2019m afraid I don\u2019t.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Starmer had appointed Mandelson before Robbins took up his role at the Foreign Office, and also before security vetting had taken place, with senior officials telling the Guardian it was clear to them that No 10 wanted Mandelson in Washington whatever the risk.<\/p>\n<p class=\"dcr-130mj7b\">Robbins said that before his own appointment there had been a \u201clive debate\u201d about whether Mandelson should have to undergo any vetting before he was appointed. He said his predecessor, Philip Barton, had to be \u201cvery firm in person\u201d for the vetting to go ahead.<\/p>\n<p class=\"dcr-130mj7b\">In a letter to the committee before testifying, he said he was briefed on the UKSV finding orally in January \u2013 this is understood to have been delivered by Ian Collard, the department\u2019s chief property and security officer \u2013 and that no documents were presented to him.<\/p>\n<p class=\"dcr-130mj7b\">He said UKSV considered Mandelson a \u201cborderline\u201d case and was leaning towards recommending that clearance be denied.
