\n The Tech Giants and Giant Slayers report (April 2026) argues that the UK\u2019s over-reliance on foreign tech companies is an urgent national security risk. It calls for a strategic shift toward \u201cDigital Sovereignty<\/a>\u201d through Open Source technology and the \u201cDigital Commons,\u201d which could save the government millions and boost the UK tech economy by billions.<\/p>\n

A landmark report released on April 14, 2026, by the Open Rights Group<\/a> (with forewords from cross-party MPs including Clive Lewis and Si\u00e2n Berry), issues a stark warning: the UK is in the midst of a \u201ccrisis of digital dependency.\u201d<\/p>\n

The report, titled Tech Giants and Giant Slayers, argues that the UK\u2019s reliance on a handful of foreign tech giants\u2014primarily from the US and China\u2014poses an urgent threat to national security, economic stability, and democracy.<\/p>\n

The problem: A crisis of dependency<\/p>\n

The UK currently relies on foreign proprietary technology for its most critical infrastructure, from government databases to cloud computing.<\/p>\n

This creates four primary \u201cChronic Risks\u201d:<\/p>\n

Economic extraction:<\/p>\n

A small number of \u201cstrategic suppliers\u201d dominate the market, leading to vendor lock-in. The Competition and Markets Authority (CMA) estimates the UK is overcharged by at least \u00a3500 million a year in the cloud market alone.<\/p>\n

Security vulnerabilities:<\/p>\n

Dependency on foreign code makes the UK vulnerable to service withdrawals, sanctions, or even cyber-attacks.<\/p>\n

Surveillance and legal conflict:<\/p>\n

Under laws like the US CLOUD Act or China\u2019s National Intelligence Laws, foreign governments can compel tech companies to hand over UK data, bypassing British legal protections.<\/p>\n

Democratic distortion:<\/p>\n

Big Tech\u2019s lobbying power shapes UK policy, while its algorithms increasingly mediate how citizens interpret political events, effectively \u201cshaping public debate itself.\u201d<\/p>\n

The solution: The Digital Commons<\/p>\n

The report argues that the only way to \u201cslay the giants\u201d is to shift toward the Digital Commons\u2014a shared ecosystem of Open Source software, open standards, and open hardware.<\/p>\n

Contrary to the idea that Open Source is just a \u201chobbyist\u201d endeavour, the report provides massive economic evidence for its value:<\/p>\n

Economic impact:<\/p>\n

National economies would be 2\u20133% smaller without Open Source.<\/p>\n

Widespread use:<\/p>\n

Open Source makes up roughly 70% of the codebase in 95% of all proprietary systems.<\/p>\n

Return on investment:<\/p>\n

EU research suggests every \u00a31 invested in Open Source returns \u00a34 in economic value.<\/p>\n

The \u201cPublic Code\u201d Rule:<\/p>\n

The report champions the \u201cPublic Code for Public Money\u201d policy\u2014if taxpayers pay for software development, the resulting code should be open for all to use and improve.<\/p>\n

A roadmap to sovereignty<\/p>\n

To reclaim control, the report offers several key recommendations for the UK Government:<\/p>\n

Reset digital policy:<\/p>\n

Move away from \u201cpassive procurement\u201d and make Digital Sovereignty a central national security goal.<\/p>\n

Follow the European lead:<\/p>\n

Adopt strategies similar to Germany, France, and the Netherlands, who are already investing in sovereign open-tech alternatives.<\/p>\n

Build In-House Expertise: Rebuild technical leadership within the Civil Service to reduce reliance on expensive external consultants.<\/p>\n
