Kennedy Jr. had another long day on Capitol Hill on Tuesday, with lawmakers questioning him on his vaccine views, agency shakeups and a proposed budget that would slash HHS spending on medical research and public health.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00053b6t9ta49i19@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The secretary made his fourth and fifth appearances before congressional committees in less than a week, testifying before a House Energy and Commerce subcommittee before heading to a Senate Appropriations subcommittee.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00063b6ty27gtalo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As he had in three-hour sessions last week, Kennedy defended the administration\u2019s budget proposal and his reforms. But he also faced some fresh questions, namely about President Donald Trump\u2019s new pick to lead the US Centers for Disease Control and Prevention \u2014 and whether the White House has sought to rope in his vaccine rhetoric.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00073b6tw0cxsfy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy will testify before two more Senate committees on Wednesday; the afternoon session, with the Senate Health Education, Labor, and Pensions Committee, is expected to be the highest-profile hearing of the marathon stretch.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00083b6tyu6cz65b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here are the highlights from Kennedy\u2019s third day of budget discussions on Capitol Hill.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000a3b6tcpe022op@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump named a nominee to lead the beleaguered CDC on Thursday, nearly eight months after the administration ousted Dr. Susan Monarez from the role over her refusal to rubber-stamp Kennedy\u2019s vaccine decisions.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000b3b6tvsfrlrmo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The nominee, Dr. Erica Schwartz, is a veteran of public health service and served as deputy surgeon general in the president\u2019s first administration. Her nomination was met with cautious support from public health advocates, who questioned whether she would be allowed to lead the agency without interference.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000c3b6t2nbsom6l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rep. Raul Ruiz had similar questions at Tuesday\u2019s hearing. The California Democrat pressed Kennedy on what drove Monarez\u2019s firing and whether Schwartz would meet the same pressure.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000d3b6tc8ea5lp7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMr. Secretary, if Dr. Schwartz is confirmed, will you commit on the record today to implement whatever vaccine guidance she issues without interference?\u201d Ruiz asked.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000e3b6tpvu3mv4e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy replied: \u201cI\u2019m not going to make that kind of commitment.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000f3b6tvsnaisuy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy also denied that Monarez was fired because of clashes over vaccine policy, saying \u2014 as he has before \u2014 that the scientist told him she was untrustworthy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000g3b6t1rcq8c0b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Monarez <a href=\"https:\/\/www.cnn.com\/2025\/09\/16\/health\/monarez-cdc-senate-testimony\" rel=\"nofollow noopener\" target=\"_blank\">denied that version of events<\/a> in a Senate Health, Education, Labor and Pensions Committee hearing in September. The issue \u2014 and Schwartz\u2019s autonomy if confirmed \u2014 is certain to come up in that committee\u2019s hearing Wednesday, since that panel holds the votes to confirm health care nominees like the CDC director.\n    <\/p>\n<p>        Vaccines and measles outbreak remain a focus<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000i3b6tr19w1gad@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy could not escape questions Tuesday about his stance on vaccine safety and how that may have fueled a sharp rise in measles cases in the US. As in earlier hearings, the secretary denied that his vaccine views played a role in declining vaccination rates and disputed that he has been anti-vaccine.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000j3b6t28qgexjf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe problem is not me. There are people in this country who do not vaccinate,\u201d Kennedy said during the House hearing.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000k3b6tdnqgu4jt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US cases of measles <a href=\"https:\/\/www.cnn.com\/health\/tracking-measles-cases-us-maps-vis\" rel=\"nofollow noopener\" target=\"_blank\">surged to a record high<\/a> in 2025; the government has recorded <a href=\"https:\/\/www.cdc.gov\/measles\/data-research\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">more than 1,700 cases<\/a> so far this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000l3b6tpk8of3sv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Amid questions about vaccine policy changes \u2014 such as a proposal to delay hepatitis B vaccination from infancy to age 12 \u2014 Kennedy insisted that he is not against vaccines but wants more safety studies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000m3b6t7earrthw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Vaccines are tested in some of the largest clinical trials of pharmaceutical products, often involving millions of trial participants. They are also <a href=\"https:\/\/www.kff.org\/other-health\/how-does-the-federal-government-monitor-vaccine-safety\/\" target=\"_blank\" rel=\"nofollow noopener\">continuously monitored for safety<\/a> after approval.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000n3b6tietfh37w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rates of hepatitis B fell dramatically since the first vaccine launched more than four decades ago, but federal data suggests that there were <a href=\"https:\/\/www.cnn.com\/2025\/12\/04\/health\/hepatitis-b-explained-cdc-vaccination\" rel=\"nofollow noopener\" target=\"_blank\">more than 2,000 new cases<\/a> in the US last year.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/c-2026-04-21t162343z-1682175743-rc2stkan37n7-rtrmadp-3-usa-congress-kennedy.jpg\" alt=\"HHS Secretary Robert F. Kennedy Jr. said Tuesday that the agency is looking to \" reform=\"\" the=\"\" us=\"\" preventive=\"\" services=\"\" task=\"\" force.=\"\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000p3b6tnlicmvjg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy also indicated that he is soliciting new members for a key panel of agency advisers: the <a href=\"https:\/\/www.cnn.com\/2026\/03\/03\/health\/uspstf-preventive-care-hhs\" rel=\"nofollow noopener\" target=\"_blank\">US Preventive Services Task Force<\/a>, which recommends screenings for cancer, diabetes and heart diseases, behavioral counseling and other preventive care. Under the Affordable Care Act, insurers must cover preventive services that get an <a href=\"https:\/\/www.uspreventiveservicestaskforce.org\/uspstf\/recommendation-topics\/uspstf-a-and-b-recommendations\" target=\"_blank\" rel=\"nofollow noopener\">A or B grade<\/a> from the group at no cost to patients.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000q3b6tznfu78wm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOne of the things that we\u2019re working on right now is to reform the United States Preventive Service Task Force,\u201d he told the House committee, adding that a notice will be put in the Federal Register this week. \u201cThat task force has been lackadaisical. It\u2019s not been doing its job. If it had been doing its job, we would have early screening for Alzheimer\u2019s.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000r3b6t1nht9v2m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The task force has not met for more than a year and has been unable to advance recommendations that are under review or in development, concerning many preventive care experts. Five of its 16 members\u2019 terms expired on January 1.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000s3b6t9v1noz6i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The USPSTF shakeup comes after Kennedy <a href=\"https:\/\/www.cnn.com\/2025\/06\/25\/health\/cdc-acip-overhaul-chaos\" rel=\"nofollow noopener\" target=\"_blank\">overhauled<\/a> the agency\u2019s highest-profile vaccine advisory group, the CDC\u2019s Advisory Committee on Immunization Practices. Kennedy, a longtime vaccine skeptic, replaced all of the committee\u2019s members last year. The new panel voted to <a href=\"https:\/\/www.cnn.com\/2025\/12\/16\/health\/cdc-hepatitis-b-vaccines\" rel=\"nofollow noopener\" target=\"_blank\">abandon universal hepatitis B vaccination<\/a> for newborns; placed <a href=\"https:\/\/www.cnn.com\/2025\/09\/18\/health\/cdc-vaccine-panel-acip-mmrv-hepatitis\" rel=\"nofollow noopener\" target=\"_blank\">restrictions<\/a> on a combination shot that protects against chickenpox as well as measles, mumps and rubella; and took the unprecedented step of not universally recommending <a href=\"https:\/\/www.cnn.com\/2025\/10\/06\/health\/cdc-covid-vaccine-recommendation\" rel=\"nofollow noopener\" target=\"_blank\">Covid-19 vaccinations<\/a>, instead making it a matter of personal choice.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000u3b6t14474vjz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After being hammered by several Democratic lawmakers about the Trump administration\u2019s cuts to Medicaid, Kennedy insisted that no cuts are taking place.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000v3b6tz7o0qdpk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy repeatedly said across several hearings that \u201cthere have been no cuts to Medicaid,\u201d insisting that any loss of coverage was for ineligible people such as illegal immigrants.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000w3b6t6ggl9g95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He pointed on Tuesday to a Congressional Budget Office report that he argued shows federal spending on the critical safety net program would increase in coming years.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000x3b6tmwmypj7y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Federal spending on Medicaid is forecast to grow from $708 billion this year to $941 billion in 2035, according to the CBO\u2019s latest projection. But it would have increased even more had congressional Republicans not approved the <a href=\"https:\/\/www.cnn.com\/2025\/07\/01\/politics\/congress-senate-bill-tax-spending-trump-gop-explainer\" rel=\"nofollow noopener\" target=\"_blank\">One Big Beautiful Bill Act<\/a> last summer \u2013 to just over $1 trillion in 2035, the CBO estimated prior to the law\u2019s enactment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000y3b6t4d6bmubk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The \u201cbig, beautiful bill\u201d \u2013 which implements the <a href=\"https:\/\/www.cnn.com\/2025\/05\/31\/politics\/medicaid-cuts-work-requirements-gop-bill\" rel=\"nofollow noopener\" target=\"_blank\">first-ever work requirement<\/a> in Medicaid and limits states\u2019 ability to finance the program, among other changes \u2013 is expected to slash spending on Medicaid by a total of $1.2 trillion between 2026 and 2035, the CBO projected. The historic cut means the safety net program won\u2019t be able to keep up with costs, which could force states to further restrict eligibility or benefits, experts have said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw000z3b6t2fv6m15w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Republican package is expected to reduce Medicaid enrollment by 13.1 million people in 2035, the CBO estimates.\n    <\/p>\n<p>        Questions about maternal and women\u2019s health persist<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00113b6tmw3ovyy3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Maternal health care and the country\u2019s high rate of maternal deaths \u2014 particularly among Black women \u2014 have been a contentious point between Kennedy and Democrats since the first hearings last week. Lawmakers including Pennsylvania Rep. Summer Lee have pressed Kennedy on how cuts to diversity, equity and inclusion programs have affected efforts to address those disparities.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00123b6tbktywcqi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Tuesday, Maine Republican Susan Collins joined those lawmakers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00133b6tlrcoijtr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt appears that the administration is looking at these health disparities and is not looking at them \u2014 is pulling back from these grants instead of figuring out why these health disparities exist and how to address them,\u201d Collins said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00143b6tv1vtl3jl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kennedy has maintained that this administration has made the most improvements to maternal health programs in history.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmo9688vw00153b6tsljai6r8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou\u2019re right, we have the worst maternal health outcomes of any of the Western countries, and Black women are 2.6 times more likely\u201d to die in pregnancy and childbirth than White women, Kennedy said Tuesday. He pointed to a perinatal pilot program that he said has reduced the rate of maternal mortality by 42%.
