{"id":545740,"date":"2026-04-23T02:46:13","date_gmt":"2026-04-23T02:46:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/545740\/"},"modified":"2026-04-23T02:46:13","modified_gmt":"2026-04-23T02:46:13","slug":"canada-doubling-down-on-globalization-at-odds-with-u-s-trade-goal-greer-national","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/545740\/","title":{"rendered":"Canada \u2018doubling down on globalization\u2019 at odds with U.S. trade goal: Greer &#8211; National"},"content":{"rendered":"<p>\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/12\/70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>U.S. President Donald Trump\u2019s top trade negotiator hinted Wednesday that the United States and Canada remain at odds on trade policy as the deadline for renewing the <a href=\"https:\/\/globalnews.ca\/tag\/cusma\" target=\"_blank\" rel=\"noopener nofollow\">Canada-U.S.-Mexico Agreement<\/a> draws closer, accusing Canada of \u201cdoubling down on globalization.\u201d<\/p>\n<p>U.S. Trade Representative <a href=\"https:\/\/globalnews.ca\/tag\/jamieson-greer\" target=\"_blank\" rel=\"noopener nofollow\">Jamieson Greer<\/a> raised other trade issues with Canada while testifying at the U.S. House Ways and Means Committee, including teasing a future \u201cenforcement action\u201d over provincial bans on U.S. alcohol.<\/p>\n<p>Greer faced several questions during the hearing about how he was approaching the review of <a href=\"https:\/\/globalnews.ca\/tag\/cusma\" rel=\"nofollow noopener\" target=\"_blank\">CUSMA<\/a>, which requires all three countries to agree by July 1 on whether to renew, withdraw from or keep renegotiating the North American trade pact.<\/p>\n<p>Greer said he was particularly focused on strengthening and broadening rules of origin that prevent third countries like China from importing subsidized goods into the North American market, where they can then cross borders tariff-free. He said Mexico has already agreed to do its part in improving those rules.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Asked if Canada has made similar commitments and is \u201cplaying by the rules,\u201d Greer said \u201ca little bit\u201d in regards to steel but then pointed to Prime Minister Mark Carney\u2019s efforts to diversify Canada\u2019s trading relationships.<\/p>\n<p>\u201cOverall, they\u2019ve indicated that they want to be trading more, they want to have more trade agreements with more countries,\u201d Greer said.<\/p>\n<p>\u201cThey\u2019re doubling down on globalization when we\u2019re trying to correct for the problems of globalization. So those are two models that don\u2019t fit together very well.\u201d<\/p>\n<p>Greer added that \u201cif the Canadians don\u2019t want to have the rule of origin\u201d on additional sectors beyond automobiles, \u201cthen we\u2019ll have to have some other border control to make sure that we aren\u2019t disadvantaged.\u201d<\/p>\n<p><a href=\"https:\/\/globalnews.ca\/news\/11812024\/mark-carney-cusma-talks\/\" rel=\"nofollow noopener\" target=\"_blank\">Earlier Wednesday, Carney said \u201cno\u201d<\/a> when asked by reporters if Canada was willing to make any additional concessions in trade talks.<\/p>\n<p>\u201cWe understand what some of the \u2013 what the Americans would call trade irritants or trade issues \u2013 are. We have some on our side as well,\u201d he said.<\/p>\n<p>\u201cIt\u2019s not a case of, the United States dictates the terms. (Once) we have a negotiation, we can come to a mutually successful outcome.\u201d<\/p>\n<p>Carney has stressed the importance of expanding trade with several other countries \u2014 including China \u2014 in order to reduce reliance on the U.S., which government figures say accounts for 75 per cent of Canada\u2019s exports.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Other Trump administration officials, <a href=\"https:\/\/globalnews.ca\/news\/11806196\/lutnick-cusma-trump-tariffs\/\" target=\"_blank\" rel=\"noopener nofollow\">including U.S. Commerce Secretary Howard Lutnick,<\/a>\u00a0and <a href=\"https:\/\/globalnews.ca\/news\/11810997\/china-canada-trade-michael-kovrig-us\/\" target=\"_blank\" rel=\"noopener nofollow\">experts like Michael Kovrig<\/a>\u00a0have criticized Carney for seeking closer ties with China in response to Trump\u2019s tariffs and policy demands on Canada.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Michael Kovrig warns against relying on China as alternative to U.S.'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/CHINaaa.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t0:53<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tMichael Kovrig warns against relying on China as alternative to U.S.\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Lutnick said last week that Trump views CUSMA as \u201ca bad deal\u201d that needs to be \u201cre-imagined.\u201d He also criticized Canada\u2019s position on trade as \u201cthe worst strategy every\u201d and claimed \u201cthey suck\u201d or leach off of the U.S. economy.<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/09\/national.jpg\" alt=\"Get daily Canada news delivered to your inbox so you'll never miss the day's top stories.\"\/><\/p>\n<p>\t\t\t\t\tGet daily National news<\/p>\n<p>Get daily Canada news delivered to your inbox so you&#8217;ll never miss the day&#8217;s top stories.<\/p>\n<p>Greer, who has previously suggested CUSMA could be replaced with separate bilateral trade deals with Canada and Mexico, has also said it\u2019s <a href=\"https:\/\/globalnews.ca\/news\/11767606\/jamieson-greer-cusma-july-1\/\" target=\"_blank\" rel=\"noopener nofollow\">\u201cunlikely\u201d an agreement will come by the July 1 deadline.<\/a><\/p>\n<p>He said Wednesday that there are \u201cload-bearing pillars\u201d in CUSMA that are working well but added that a renegotiation is necessary in order to address U.S. concerns.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>\u201cI don\u2019t think we want to rubber-stamp it,\u201d he told the committee.<\/p>\n<p>He also said there were opportunities to make the dispute mechanism within CUSMA more efficient, and suggested the Trump administration would make use of it.<\/p>\n<p>\u201cI think even more important than making sure the mechanism works is making sure we have the political will to actually enforce the agreement,\u201d he said.<\/p>\n<p>\u201cMexico and Canada have to understand that we will act if they don\u2019t honour their commitments.\u201d<\/p>\n<p>\t\t\t\tGreer says U.S. alcohol bans may need &#8216;enforcement action&#8217;\n\t\t\t\t\t\t<\/p>\n<p>\n\t\t\tMore on U.S. News<br \/>\n\t\t\tMore videos\n\t\t<\/p>\n<p>Later in the hearing, Greer was asked about the provincial and territorial bans on U.S. alcohol that were enacted over a year ago in response to Trump\u2019s tariffs, which Greer has identified as a trade irritant.<\/p>\n<p>Alberta and Saskatchewan lifted their bans last summer, but the others remain in place, and Greer said it\u2019s up to those provinces and territories to lift them.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>\u201cI think we\u2019re kind of at the end of our rope in just asking for them to do this,\u201d he said.<\/p>\n<p>\u201cThink about it this way: there are two countries that have retaliated economically against the United States in the past year, the People\u2019s Republic of China and Canada. So that\u2019s kind of the company that they\u2019re running in. Claudia Tenney of New York what can be done to repair the Canada-U.S. relationship and bring Canada \u201cback to the table,\u201d Greer suggested it\u2019s up to Canada to address Washington\u2019s concerns.<\/p>\n<p>\u201cI have been pretty consistent over the past year that if we can get some changes in Canadian trade practices, it\u2019s going to help me get over the political hump that we face here in the United States,\u201d he said.<\/p>\n<p>Neither Greer or Tenney acknowledged the tensions raised by Trump\u2019s threats against Canada\u2019s sovereignty and economy, or insults from other Trump administration officials.<\/p>\n<p>During a separate hearing Wednesday at the U.S. Senate appropriations committee, Lutnick called Canadian bans on U.S. alcohol \u201cinsulting\u201d and \u201cdisrespectful to America.\u201d<\/p>\n<p>\u201cAbsolutely,\u201d Democratic Sen. Jeanne Shaheen of New Hampshire responded. \u201cAnd they won\u2019t do it because of the insults from this president and comments like yours.\u201d<\/p>\n<p>\u201cWe\u2019re not going to get agreement (on trade issues) when we keep insulting people,\u201d she added later. \u201cWhen we have allies and partners, we should try and work with them, not insult them.
