that the legislation would fall in the Lords.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She said there were MPs willing to take the same bill on during the next session should they be successful in the private members&#8217; bill ballot, which can guarantee debating time on Friday sittings.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Leadbeater said she hoped it would then clear the Commons again and agreement could be reached with peers over amendments.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She also acknowledged the powers in the Parliament Acts could be used to prevent it falling again.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Under the terms of the rarely used legislation, if an identical bill passes the Commons a second time then the Lords cannot prevent it progressing again and it would become law at the end of that second session even without peers&#8217; approval.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">The Parliament Acts were last used in 2004 to <a href=\"http:\/\/news.bbc.co.uk\/1\/hi\/uk_politics\/4024923.stm\" class=\"ssrcss-1e0jzsh-InlineLink e1kn3p7n0\" rel=\"nofollow noopener\" target=\"_blank\">push through a ban on fox hunting<\/a>.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Leadbeater said: &#8220;We don&#8217;t want to get to that stage, we want this to go through the normal legislative process.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Baroness Grey-Thompson, who opposes the bill, said peers had been scrutinising the bill line by line and it was a &#8220;red herring&#8221; to criticise the number of amendments tabled.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">She told the BBC: &#8220;When it fails the biggest reason is because it&#8217;s a poorly written bill.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;It was written in haste and there are so many gaps in it that a number of peers are really uncomfortable with this particular bill, even though they may be in favour of the principle.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Baroness Grey-Thompson said she was &#8220;not against the principle&#8221;, adding: &#8220;But if we&#8217;re going to do this, we have to have safeguards and I really don&#8217;t think there are anywhere near enough safeguards in it.&#8221;<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Labour peer Lord Falconer of Thoroton, the bill&#8217;s sponsor in the Lords, has tabled a proposal which would allow peers to discuss the issue more generally on Friday rather than continue making progress through the amendment paper.<\/p>\n","protected":false},"excerpt":{"rendered":"Labour MP Kim Leadbeater, who introduced the bill in the Commons, told the BBC she was a &#8220;mixture&hellip;\n","protected":false},"author":2,"featured_media":547489,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[59,57,58,50,56,54,55],"class_list":{"0":"post-547488","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-united-kingdom","8":"tag-gb","9":"tag-great-britain","10":"tag-greatbritain","11":"tag-news","12":"tag-uk","13":"tag-united-kingdom","14":"tag-unitedkingdom"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/547488","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/comments?post=547488"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/posts\/547488\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media\/547489"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/media?parent=547488"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/categories?post=547488"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/uk\/wp-json\/wp\/v2\/tags?post=547488"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
