We cannot do what we do without your support.<\/p>\n<\/p>\n<p>Poland recorded the European Union\u2019s second-largest budget deficit in relation to the size of its economy last year. The new figures from Eurostat come as experts, rating agencies and the EU itself have expressed growing concern over Polish public finances.<\/p>\n<p>The deficit reached 7.3% of GDP in 2025, more than double the EU average of 3.1% and second only to Romania (7.9%). Among the 27 member states, 22 posted a deficit, with the exceptions being Portugal, Greece, Ireland, Denmark and Cyprus.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-92219\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/deficit-2025-4.jpg\" alt=\"\" width=\"1920\" height=\"1080\"  \/><\/p>\n<p>Poland\u2019s deficit is well above the 3% limit outlined in the EU\u2019s Stability and Growth Pact and has been for a number of years, amid increased spending on social programmes and defence. In 2022, it stood at 3.4% of GDP, rising every year since then: to 5.2% in 2023, 6.4% in 2024 and now 7.3% in 2025.<\/p>\n<p>As a consequence, in 2024, the EU <a href=\"https:\/\/notesfrompoland.com\/2024\/10\/10\/poland-sets-out-plan-to-bring-deficit-below-eus-3-limit\/\" rel=\"nofollow noopener\" target=\"_blank\">placed Poland under its excessive deficit procedure<\/a>, which requires measures to reduce the shortfall. At the time, the Polish government said that it planned to bring the deficit down to 5.5% of GDP in 2025. Instead, it has increased further.<\/p>\n<p>Poland\u2019s rising deficits were a major factor in two of the big three international credit rating agencies, Fitch and Moody\u2019s, last year <a href=\"https:\/\/notesfrompoland.com\/2025\/09\/06\/fitch-changes-polands-outlook-to-negative-prompting-blame-game-between-government-and-president\/\" rel=\"nofollow noopener\" target=\"_blank\">switching Poland\u2019s outlook from neutral to negative<\/a>, indicating that they may lower the country\u2019s score in future.<\/p>\n<p>\u00a0<\/p>\n<p>Despite its consistently high deficits, Poland\u2019s level of public debt remains relatively low. In 2025, debt stood at 59.7% of GDP, well below the EU average of 81.7% and also below the ceiling of 60% outlined in the Stability and Growth Pact.<\/p>\n<p>However, Eurostat\u2019s data show that Poland\u2019s debt is <a href=\"https:\/\/notesfrompoland.com\/2025\/10\/23\/polands-public-debt-rises-at-second-fastest-rate-in-eu\/\" rel=\"nofollow noopener\" target=\"_blank\">rising quickly<\/a>, increasing by nearly 11 percentage points since 2022. In the fourth quarter of 2025, Poland recorded the EU\u2019s third-largest annual increase in public debt.<\/p>\n<p>According to the Polish finance ministry\u2019s debt management strategy published in September, the upward trend is expected to continue, with debt projected to reach 75% of GDP by 2029.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-92220 lazyload\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/04\/debt-2025-3.jpg\" alt=\"\" width=\"1920\" height=\"1080\"  data- style=\"--smush-placeholder-width: 1920px; --smush-placeholder-aspect-ratio: 1920\/1080;\"\/><\/p>\n<p>Debt has grown rapidly due to a mix of external shocks and domestic policy decisions. The COVID-19 pandemic in 2020 forced the government to abandon <a href=\"https:\/\/notesfrompoland.com\/2019\/12\/23\/government-approves-polands-first-balanced-budget-in-post-1989-history\/\" rel=\"nofollow noopener\" target=\"_blank\">plans for a balanced budget<\/a> and increase borrowing to support the economy.<\/p>\n<p>Russia\u2019s full-scale invasion of Ukraine in 2022 prompted a huge rise in defence spending, from <a href=\"https:\/\/notesfrompoland.com\/2023\/01\/31\/poland-to-spend-4-of-gdp-on-defence-this-year-highest-current-level-in-nato\/\" rel=\"nofollow noopener\" target=\"_blank\">2.4% of GDP in that year<\/a> to a planned <a href=\"https:\/\/notesfrompoland.com\/2025\/08\/29\/poland-plans-record-defence-spending-of-4-8-gdp-in-2026-budget-along-with-lower-deficit\/\" rel=\"nofollow noopener\" target=\"_blank\">4.8% in 2026<\/a>.<\/p>\n<p>However, <a href=\"https:\/\/notesfrompoland.com\/2025\/11\/30\/why-is-polands-debt-rising-so-fast-and-should-we-be-worried\/\" rel=\"nofollow noopener\" target=\"_blank\">analysts say <\/a>that the largest contributor to the widening deficit has been expanded social spending introduced under the former Law and Justice (PiS) government and continued under the current administration, which came to power at the end of 2023.<\/p>\n<p>At the same time, borrowing costs have risen as new debt is issued at higher interest rates, increasing the cost of servicing existing obligations.<\/p>\n<p lang=\"en\" dir=\"ltr\">Poland&#8217;s debt has been growing at the second-fastest rate in the EU this year, and is set to continue rising.<\/p>\n<p>What is behind this trend \u2013 and should we be worried \u2013 asks Alicja Ptak in the latest of her series of articles and podcasts on Poland\u2019s economy <a href=\"https:\/\/t.co\/1pvnb2ZxoY\" rel=\"nofollow\">https:\/\/t.co\/1pvnb2ZxoY<\/a><\/p>\n<p>\u2014 Notes from Poland \ud83c\uddf5\ud83c\uddf1 (@notesfrompoland) <a href=\"https:\/\/twitter.com\/notesfrompoland\/status\/1995071213144834228?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">November 30, 2025<\/a><\/p>\n<p>Plans to reduce the deficit have been complicated by political tensions between the government and opposition-aligned President Karol Nawrocki, who can veto laws and has opposed several fiscal measures, including <a href=\"https:\/\/notesfrompoland.com\/2025\/12\/19\/polish-president-vetos-government-bills-raising-taxes-on-alcoholic-and-sweet-drinks\/\" rel=\"nofollow noopener\" target=\"_blank\">tax increases<\/a>. He did, however, consent to a <a href=\"https:\/\/notesfrompoland.com\/2025\/11\/27\/poland-raises-corporate-income-tax-on-banks-after-president-approves-government-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">new levy on banks<\/a>.<\/p>\n<p>In January, when Nawrocki <a href=\"https:\/\/notesfrompoland.com\/2026\/01\/19\/president-signs-polish-governments-budget-into-law-despite-concerns-over-deficit\/\" rel=\"nofollow noopener\" target=\"_blank\">signed the state budget for 2026<\/a>, he criticised its impact on the level of debt, noting that it is the second year in a row in which the deficit is equivalent to almost a third of total spending.<\/p>\n<p>Tensions between the government and president led Fitch to <a href=\"https:\/\/notesfrompoland.com\/2026\/03\/18\/political-gridlock-threatens-polands-public-finances-warns-fitch-citing-eu-defence-loan-standoff\/\" rel=\"nofollow noopener\" target=\"_blank\">warn<\/a> last month that \u201ca prolonged period of political gridlock will limit Poland\u2019s capacity to implement policies\u2026[needed] to address wider fiscal pressures leading to large fiscal deficits and rapidly rising debt\u201d.<\/p>\n<p lang=\"en\" dir=\"ltr\">Ratings agency Fitch has again warned that the &#8220;political gridlock&#8221; between Poland&#8217;s government president \u2013 such as the current clash over EU defence loans \u2013 is hindering efforts to tackle &#8220;large fiscal deficits and rapidly rising debt&#8221; <a href=\"https:\/\/t.co\/JSqwwayTdm\" rel=\"nofollow\">https:\/\/t.co\/JSqwwayTdm<\/a><\/p>\n<p>\u2014 Notes from Poland \ud83c\uddf5\ud83c\uddf1 (@notesfrompoland) <a href=\"https:\/\/twitter.com\/notesfrompoland\/status\/2034209156916281800?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">March 18, 2026<\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-57162 lazyload\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2025\/12\/support.png\" alt=\"\" width=\"275\" height=\"97\" style=\"--smush-placeholder-width: 275px; --smush-placeholder-aspect-ratio: 275\/97;\"\/><br \/>Notes from Poland is run by a <a href=\"https:\/\/notesfrompoland.com\/about-us\/#editor-team\" rel=\"nofollow noopener\" target=\"_blank\">small editorial team<\/a> and published by an independent, non-profit foundation that is funded through donations from our readers.
