Buscot is a scenic, historic village on the River Thames in south west Oxfordshire near the Wiltshire border.

Evidence recovered at the site linked the waste to Andre Niehues, 40, of Thomas Street, Swindon.

At Reading Magistrates’ Court on Friday, April 24, Niehues pleaded guilty to four offences relating to failing to comply with his duty of care for commercial waste.

He was fined £500, ordered to pay a £200 victim surcharge and £1,535.10 in costs, bringing the total to £2,235.10.

The court heard that Niehues, who runs a barber shop with a flat above, had paid an unknown man £20 to remove waste from overflowing bins at the rear of his premises.

The waste included both domestic and business rubbish, but Niehues admitted he did not check whether the individual was a registered waste carrier.

He also failed to obtain full contact details or any paperwork, such as a waste transfer note.

The only information he was able to provide was a first name and a phone number, which was later found to be disconnected.

Despite efforts by the council, the person who collected the waste was never identified.

Councillor Robert Clegg, cabinet member for environmental services, climate action and nature recovery at Vale of White Horse District Council, said the case should serve as a warning.

“If the amount being charged for waste disposal looks too good to be true then it almost certainly is,” he said.

READ MORE: Oxford construction firm in liquidation with £200k debts

“This case clearly demonstrates that passing waste to someone else does not remove your legal responsibility.
