The US withdrawal, which <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/01\/trump-threatens-withdraw-troops-italy-spain-strait-hormuz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the Pentagon said would take place over the next six to 12 months<\/a>, comes after criticism from Merz over Trump\u2019s war with Iran and his handling of subsequent talks with Tehran.<\/p>\n<p class=\"dcr-130mj7b\">The chancellor <a href=\"https:\/\/www.theguardian.com\/world\/2026\/apr\/27\/us-humiliated-iran-leadership-trump-merz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">said on Monday<\/a> the US was being \u201chumiliated\u201d by Iran\u2019s leaders. Trump quickly responded, saying Merz \u201cdoesn\u2019t know what he\u2019s talking about\u201d, and soon after raised the possibility of troop withdrawals.<\/p>\n<p class=\"dcr-130mj7b\">The Nato spokesperson, Allison Hart, said on Saturday that the alliance was \u201cworking with the US to understand the details of their decision on force posture in Germany\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The remarks suggested the announcement of the withdrawal was a unilateral act, with little or no coordination with Washington\u2019s European allies.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis adjustment underscores the need for Europe to continue to invest more in defence and take on a greater share of the responsibility for our shared security,\u201d Hart said on social media, noting <a href=\"https:\/\/www.theguardian.com\/world\/nato\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Nato<\/a> allies had made progress since agreeing last year to invest 5% of GDP in defence to meet the growing threat from Russia.<\/p>\n<p class=\"dcr-130mj7b\">A German defence ministry spokesperson said the planned US withdrawal from bases in Germany demonstrated \u201cwe must strengthen the European pillar within Nato\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt was anticipated the US might withdraw troops from Europe, including Germany,\u201d the spokesperson said, estimating the current US troop strength in Germany at 40,000.<\/p>\n<p class=\"dcr-130mj7b\">US officials have suggested an army brigade combat team already deployed in Germany would be withdrawn and the planned deployment of a long-range artillery battalion to the country would be cancelled, with other troops potentially being involved.<\/p>\n<p class=\"dcr-130mj7b\">According to the <a href=\"https:\/\/dwp.dmdc.osd.mil\/dwp\/app\/main\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">US Defense Manpower Data Center<\/a>, there were 68,000 active-duty military personnel assigned permanently in bases in Europe. Further withdrawals could trigger a conflict with the US Congress which, last year, stipulated that troop strength in Europe must not fall below 76,000.<\/p>\n<p class=\"dcr-130mj7b\">Congress set the benchmark after the withdrawal of a brigade last year from Romania, with both parties issuing a joint statement demanding a rigorous evaluation before any other \u201csignificant changes to our warfighting structure\u201d.<\/p>\n<p class=\"dcr-130mj7b\">European capitals are reportedly more worried about the postponement of previously agreed arms sales from the US to European allies. On Friday, the <a href=\"https:\/\/www.ft.com\/content\/f87a8b04-e683-4e0e-8c66-647d23bfc2ff?syn-25a6b1a6=1\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Financial Times reported<\/a> the Trump administration had warned allies, including the UK, Poland, Lithuania and Estonia to expect long delivery delays for US weapons as the Pentagon prioritised replenishing stockpiles used in the Iran war.<\/p>\n<p class=\"dcr-130mj7b\">Underlining the shift in focus, the <a href=\"https:\/\/www.state.gov\/arms-sales-congressional-notifications\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">US state department announced on Friday<\/a> it was approving more than $8.6bn (\u00a36.33bn) in military sales to \u200cits Middle Eastern allies: Israel, Qatar, Kuwait and the UAE.<\/p>\n<p class=\"dcr-130mj7b\">A preexisting transatlantic rift has been significantly worsened by the refusal of Washington\u2019s Nato allies to get involved in the war with Iran after the initial US-Israeli attack on 28 February.<\/p>\n<p class=\"dcr-130mj7b\">Merz had offered the use of German minesweepers to help open the economically critical strait of Hormuz, but only if a permanent ceasefire was in place and the mission had a UN or EU mandate.<\/p>\n<p class=\"dcr-130mj7b\">In an interview with <a href=\"https:\/\/www.spiegel.de\/international\/germany\/an-interview-with-german-chancellor-friedrich-merz-i-am-dissatisfied-with-the-prevailing-atmosphere-in-germany-a-1d4346f0-4635-4925-bab0-dc9b057bc25c?_gl=1*1gza8ot*spon_gcl_au*MjEyMTkwMDA0My4xNzc3NzE3MzEz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Der Spiegel magazine<\/a>, Merz said: \u201cI told Donald Trump why we consider the war in Iran wrong. I am nevertheless trying to maintain a good personal relationship with the American president.\u201d<\/p>\n<p class=\"dcr-130mj7b\">\u201cSo far, that effort is succeeding,\u201d Merz said in an interview published on Wednesday, before the US withdrawal was confirmed by the Pentagon.<\/p>\n<p class=\"dcr-130mj7b\">Efforts to end the <a href=\"https:\/\/www.theguardian.com\/world\/iran\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Iran<\/a> war remained stalled after Trump said he was \u201cnot satisfied\u201d with an Iranian proposal that would involve both sides lifting their blockades of the strait of Hormuz, with nuclear and other security issues set aside temporarily.<\/p>\n<p class=\"dcr-130mj7b\">The Wall Street Journal reported Iran had softened its preconditions for talks, dropping the demand for the US to lift its blockade before further negotiations could take place. However, no time for a new round of talks has yet been agreed.<\/p>\n<p class=\"dcr-130mj7b\">A resumption of negotiations could be complicated by a fresh wave of Israeli airstrikes on south Lebanon.<\/p>\n<p class=\"dcr-130mj7b\">Lebanon\u2019s state-run National News Agency reported an airstrike in the village of Kfar Dajjal killed two people, while another hit a home in the village of Lwaizeh, killing three people.
