Photo: Stefan Rousseau\/PA Wire\t<\/p>\n<p>We should be grateful that the absurd idea of a government-imposed cap on rent died less than 24 hours after it first reared its head, but another madcap Treasury scheme took far longer to bite the dust. <\/p>\n<p>The government\u2019s Pensions Schemes Act (which <a href=\"https:\/\/www.gov.uk\/government\/news\/retirement-boost-of-29000-awaits-millions-as-landmark-pension-schemes-act-becomes-law#:~:text=Over%2020%20million%20workers%20are,today%2C%20Wednesday%2029%20April%202026.&amp;text=Pension%20Schemes%20Bill%20to%20receive,2%20trillion%20worth%20of%20pensions.\" type=\"link\" id=\"https:\/\/www.gov.uk\/government\/news\/retirement-boost-of-29000-awaits-millions-as-landmark-pension-schemes-act-becomes-law#:~:text=Over%2020%20million%20workers%20are,today%2C%20Wednesday%2029%20April%202026.&amp;text=Pension%20Schemes%20Bill%20to%20receive,2%20trillion%20worth%20of%20pensions.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">passed into law yesterday<\/a>) contained plenty of sensible and interesting measures, including new rules for consolidating small pension pots and a new Value for Money framework, but one element of the proposed legislation, so-called mandation powers, sparked fierce debate and galvanised opponents in the House of Lords. <\/p>\n<p>With time running out to get the Bill through before the end of the current parliamentary session, ministers <a href=\"https:\/\/www.cityam.com\/end-of-deadlock-pension-schemes-bill-to-become-law-as-government-backs-down\/\" type=\"link\" id=\"https:\/\/www.cityam.com\/end-of-deadlock-pension-schemes-bill-to-become-law-as-government-backs-down\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">finally gave into pressure<\/a> and effectively dropped this contentious proposal, watering it down to what Helen Whately, the shadow work and pensions secretary, described yesterday as a \u201cvestige of the original power.\u201d <\/p>\n<p>In its original wording, the mandation clause would have granted ministers a \u201creserve power\u201d to direct how pension schemes invest in a bid to steer money into private markets and infrastructure projects. <\/p>\n<p>The idea followed the <a href=\"https:\/\/www.cityam.com\/pension-funds-sign-mansion-house-accord-in-50bn-boost-to-uk\/\" type=\"link\" id=\"https:\/\/www.cityam.com\/pension-funds-sign-mansion-house-accord-in-50bn-boost-to-uk\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mansion House Accords<\/a>, where pension funds agreed to a voluntary code that should see more money put into UK private markets. But for the government, and for zealous Treasury minister Torsten Bell in particular, this voluntary commitment wasn\u2019t enough; and so the mandation power was cooked up as a way of giving ministers the power to force pension funds to back UK projects. <\/p>\n<p>\t\t\u2018Government isn\u2019t the expert on pension investments\u2019<\/p>\n<p>It\u2019s true that UK pension funds are notoriously risk averse, and while parts of it are <a href=\"https:\/\/www.cityam.com\/schroders-backs-unicorns-in-first-venture-fund-for-pensions\/\" type=\"link\" id=\"https:\/\/www.cityam.com\/schroders-backs-unicorns-in-first-venture-fund-for-pensions\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">getting more innovative<\/a>, the industry generally invests far less in domestic equities, startups and infrastructure than international peers. <\/p>\n<p>But while this may be frustrating to ministers it is also entirely understandable and proper.
