It focuses on mobilising pension capital at scale through investable structures, stronger coordination across public bodies and a regulatory environment that supports long-term value.<\/p>\n<p data-start=\"999\" data-end=\"1325\">UK pension funds already invest around \u00a31trn (\u20ac1.2trn) in the UK across Gilts, equities, credit and alternatives. However, further growth-focused investment that works for savers will depend on the availability of more pension-grade opportunities with clear routes to market and appropriate risk-return profiles, the association said.<\/p>\n<p data-start=\"1327\" data-end=\"1695\">Despite significant policy activity, schemes still face a fragmented landscape with unclear coordination, accountability and routes to investing in UK growth assets. While the <a href=\"https:\/\/www.ipe.com\/news\/british-business-bank-to-establish-british-growth-partnership\/10076199.article\" target=\"_blank\" rel=\"nofollow noopener\">British Business Bank has made progress in creating investable routes, including through the British Growth Partnership<\/a>, other institutions need to do more, Pensions UK argued.<\/p>\n<p data-start=\"1697\" data-end=\"2035\">Although some investable structures already work for pension funds, members continue to report barriers, including insufficient risk-adjusted returns, a lack of suitable opportunities and policy uncertainty.<\/p>\n<p data-start=\"1697\" data-end=\"2035\">Pensions UK said these issues could be addressed through improved pipeline visibility, risk-sharing and value-focused regulation.<\/p>\n<p data-start=\"2037\" data-end=\"2378\">The association is therefore calling on government, regulators, public finance institutions and the pensions industry to provide clearer end-to-end pathways linking pension capital to investable UK opportunities. This would require coordinated policy action, scalable investment vehicles and regulation that prioritises value alongside cost.<\/p>\n<p>\u2018Diverse range\u2019 of investable routes<\/p>\n<p data-start=\"2380\" data-end=\"2726\">The report comes a year after the <a href=\"https:\/\/www.ipe.com\/news\/uk-pensions-industry-builds-on-mansion-house-compact-with-accord-launch\/10130519.article\" target=\"_blank\" rel=\"nofollow noopener\">Mansion House Accord<\/a>, under which 17 of the UK\u2019s largest pension providers committed to increasing investment in unlisted assets in the UK and globally. The UK government has also pledged to help build a pipeline of investable opportunities, although Pensions UK said further progress is needed.<\/p>\n<p class=\"picture\"><img fetchpriority=\"high\" decoding=\"async\" alt=\"Zoe Alexander at PLSA\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345473_zoealexanderatplsa_601112.jpg\"  loading=\"eager\" class=\"lazyloaded\" width=\"500\" height=\"500\"\/><\/p>\n<p data-start=\"2728\" data-end=\"3029\">Zoe Alexander, executive director of policy and advocacy at Pensions UK, said: \u201cPension schemes are already major investors in the UK, supporting economic growth \u2013 but more practical, co-ordinated action by government and agencies is needed to support their efforts to keep scaling those investments.\u201d<\/p>\n<p data-start=\"3031\" data-end=\"3175\">She added that schemes need a \u201cdiverse range\u201d of investable routes that are consistent with fiduciary duty and deliver good outcomes for savers.<\/p>\n<p data-start=\"3177\" data-end=\"3225\">The report was broadly welcomed by the industry.<\/p>\n<p data-start=\"3227\" data-end=\"3422\">Lorna Blyth, managing director of investment proposition at Aegon, said the provider supported the report\u2019s focus on practical steps to boost UK growth investment.<\/p>\n<p data-start=\"3424\" data-end=\"3689\">\u201cAs a founding signatory to the Mansion House Accord, we have already deployed one-third of our [defined contribution] DC workplace private market assets in the UK, driven solely by our fiduciary duty to secure better risk-adjusted returns for members rather than by mandation,\u201d she noted.<\/p>\n<p>&#13;<\/p>\n<p data-start=\"3424\" data-end=\"3689\">\u201cWe urge the government and industry to adopt pragmatic timelines and to deliver a steady pipeline of high-quality UK private market investment opportunities\u201d<\/p>\n<p>&#13;<\/p>\n<p class=\"quotesource\" data-start=\"3424\" data-end=\"3689\">Lorna Blyth at Aegon<\/p>\n<p>&#13;<\/p>\n<p data-start=\"3691\" data-end=\"3907\">Blyth added that clearer regulation and access to scalable pension-grade opportunities are \u201cvital\u201d, but stressed that providers must retain discretion to balance risk, return and liquidity in members\u2019 best interests.<\/p>\n<p data-start=\"3909\" data-end=\"4131\">She said: \u201cWe urge the government and industry to adopt pragmatic timelines and to deliver a steady pipeline of high-quality UK private market investment opportunities that are appropriate for the scale of pension assets.\u201d<\/p>\n<p>Focus on delivery and long-term value<\/p>\n<p data-start=\"4133\" data-end=\"4266\">Ruari Grant, head of policy and external affairs at TPT Retirement Solutions, said the focus must now shift to delivery.<\/p>\n<p data-start=\"4268\" data-end=\"4457\">He said: \u201cThat means clearer pipelines, better coordination across government and public finance institutions, and investment structures that work for schemes of different sizes and types.\u201d<\/p>\n<p data-start=\"4459\" data-end=\"4569\">Grant added that a stronger focus on long-term value, rather than headline cost alone, will also be essential.<\/p>\n<p data-start=\"4571\" data-end=\"4955\">The report recommends exploring an IFM-style model in the UK \u2013 a platform able to originate, structure and manage long-term UK assets \u2013 which Grant said was specifically designed for DC investors and could bring significant benefits if established.<\/p>\n<p data-start=\"4571\" data-end=\"4955\">However, he noted that it remains unclear how such a model would be funded and governed in the UK\u2019s more commercially driven DC market.<\/p>\n<p class=\"picture\"><img decoding=\"async\" alt=\"Patrick Heath-Lay at People's Partnership\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345477_patrickheathlayatpeoplespartnership_988298.jpg\"  loading=\"lazy\" class=\"lazyloaded\" width=\"864\" height=\"864\"\/><\/p>\n<p data-start=\"4957\" data-end=\"5165\">Patrick Heath-Lay, chief executive officer of People\u2019s Pension, said the p<a href=\"%20https:\/\/www.ipe.com\/news\/the-peoples-pension-targets-4bn-private-markets-investment\/10128213.article\" target=\"_blank\">rovider\u2019s preparations for private markets investment<\/a> had highlighted opportunities to deliver attractive member returns.<\/p>\n<p data-start=\"5167\" data-end=\"5523\">\u201cWe believe there is a clear opportunity to harness the power of existing public finance vehicles further and align with industry to resolve some of the current barriers. Addressing these obstacles will help to achieve the deployment of capital at both scale and pace, driving further investment into the UK economy, whilst delivering for savers,\u201d he stated.<\/p>\n<p data-start=\"5525\" data-end=\"5710\">George Fowler, partner at Isio, said the conversation around DC pension investment in private markets has \u201cclearly moved\u201d on over the last 12-18 months.<\/p>\n<p data-start=\"5712\" data-end=\"5936\">He said: \u201cThe industry is now broadly aligned on the role illiquid assets can play in improving long-term member outcomes and supporting UK growth, but the focus is increasingly shifting towards implementation and delivery.\u201d<\/p>\n<p data-start=\"5938\" data-end=\"6127\">Fowler added that execution \u2013 including manager selection, portfolio construction and liquidity management \u2013 would ultimately determine whether these allocations succeed over the long term.<\/p>\n<p data-start=\"6129\" data-end=\"6422\" data-is-last-node=\"\" data-is-only-node=\"\">\u201cFrom a DC perspective, the direction of travel is clear.
