{"id":592873,"date":"2026-05-19T17:44:19","date_gmt":"2026-05-19T17:44:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/592873\/"},"modified":"2026-05-19T17:44:19","modified_gmt":"2026-05-19T17:44:19","slug":"uk-pensions-industry-urges-commission-to-be-brave-on-adequacy-reforms-news","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/592873\/","title":{"rendered":"UK pensions industry urges commission to \u2018be brave\u2019 on adequacy reforms | News"},"content":{"rendered":"<p data-start=\"387\" data-end=\"599\">The UK pensions industry has urged the <a href=\"https:\/\/www.ipe.com\/news\/uk-government-revives-pensions-commission-to-address-saving-inadequacy\/10131735.article\" target=\"_blank\" rel=\"nofollow noopener\">Pensions Commission<\/a> to be \u201cbrave\u201d in its final recommendations to address pensions adequacy, warning that \u201ctoo much time\u201d has already been spent diagnosing the same problems.<\/p>\n<p data-start=\"601\" data-end=\"838\"><a href=\"https:\/\/www.gov.uk\/government\/publications\/pensions-2050-evidence-and-future-priorities-interim-report\" target=\"_blank\" rel=\"nofollow noopener\">The Pensions Commission today published its interim report<\/a> on the state of retirement saving in the UK, highlighting that many people are not saving enough for retirement, particularly low and middle earners, the self-employed and women.<\/p>\n<p data-start=\"840\" data-end=\"1043\">It warned that, without action, the number of people undersaving for retirement could rise from 15 million to 19 million, leaving large groups across the UK facing a \u201csevere cliff-edge when they retire\u201d.<\/p>\n<p data-start=\"1045\" data-end=\"1232\">The commission\u2019s final report, due in early 2027, is expected to outline measures to improve retirement outcomes while ensuring the system remains fair and sustainable across generations.<\/p>\n<p class=\"picture\"><img fetchpriority=\"high\" decoding=\"async\" alt=\"Jeannie Drake UK Pensions Commissioner\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345596_jeanniedrakeukpensionscommissioner_982641.jpg\"  loading=\"eager\" class=\"lazyloaded\" width=\"2000\" height=\"1333\"\/><\/p>\n<p data-start=\"1234\" data-end=\"1514\">In the meantime, the commission said public policy has an important role to play in shaping the future of pensions while maintaining the broad political consensus that has existed since the Turner commission in the 2000s. It added that any reforms should be implemented gradually.<\/p>\n<p data-start=\"1516\" data-end=\"1633\">The government has already ruled out changes to automatic enrolment contribution rates during the current Parliament.<\/p>\n<p data-start=\"1635\" data-end=\"1747\">Jeannie Drake, pensions commissioner, said current challenges require a renewed national settlement on pensions.<\/p>\n<p data-start=\"1749\" data-end=\"1916\">She said achieving this would require clarity of purpose, while also providing an \u201copportunity to renew a social contract that commands confidence across the country\u201d.<\/p>\n<p data-start=\"1918\" data-end=\"2097\">She added: \u201cThe recommendations we present in our final report will address the need to secure adequate income in later life and a pension system that is fit for decades to come.\u201d<\/p>\n<p>Setting a clear path<\/p>\n<p data-start=\"2099\" data-end=\"2208\">Iain McLellan, director at Isio, said <a href=\"https:\/\/www.ipe.com\/plsa-calls-for-uks-auto-enrolment-state-pension-reforms-for-better-retirement-income\/10062654.article\" target=\"_blank\" rel=\"nofollow noopener\">the findings would not surprise those working in the pensions industry<\/a>.<\/p>\n<p class=\"picture\"><img decoding=\"async\" alt=\"Iain McLellan at Isio\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345597_forguestviewpoint_iainmclellanheadofrdatisio_232891.jpg\"  loading=\"lazy\" class=\"lazyloaded\" width=\"3600\" height=\"2400\"\/><\/p>\n<p data-start=\"2210\" data-end=\"2648\">He said: \u201cThe next phase of the Commission\u2019s work will be the hardest \u2013 what is clear is the need for greater levels of saving, but the key question is who pays for this \u2013 individuals, employers, or the state? In assessing the options, we hope the Commission supports Collective [Defined Contribution] DC arrangements which have the power to substantially improve outcomes and can potentially do a lot of the heavy lifting in addressing the adequacy challenge.\u201d<\/p>\n<p>Andy Briggs, CEO of Standard Life, has said that auto-enrolment contributions set at 8% are not enough to address the pensions adequacy crisis. And while change cannot happen overnight, the government should be \u201csetting a clear path towards increasing contribution rates to 12% gradually over time\u201d.<\/p>\n<p data-start=\"2997\" data-end=\"3227\">Helen Forrest Hall, chief strategy officer at the Pensions Management Institute, said incremental change would not be enough and,\u00a0while the <a href=\"https:\/\/www.ipe.com\/news\/pension-reform-drive-gathers-pace-as-bill-receives-royal-assent\/10136460.article\" target=\"_blank\" rel=\"nofollow noopener\">Pension Schemes Act<\/a> is a strong start,\u00a0she argued the industry needs \u201cbold and innovative solutions\u201d comparable in scale to auto-enrolment.<\/p>\n<p data-start=\"3229\" data-end=\"3374\">She said: \u201cWe call on the Pensions Commission to be brave in its recommendations and build cross-party consensus for an enduring reform roadmap.\u201d<\/p>\n<p class=\"picture\"><img decoding=\"async\" alt=\"David Brooks at Broadstone\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345599_davidbrooksatbroadstone_795763_crop.png\"  loading=\"lazy\" class=\"lazyloaded\" width=\"1534\" height=\"1468\"\/><\/p>\n<p data-start=\"3376\" data-end=\"3616\">David Brooks, head of policy at Broadstone, said increasing minimum auto-enrolment contribution rates would \u201cinevitably form part of the debate\u201d, but warned it was \u201cunlikely to be a panacea\u201d given financial pressures facing households.<\/p>\n<p data-start=\"3618\" data-end=\"3843\">\u201cEncouragingly, there is already a broad package of reforms that have just been passed into Law which aim to deliver better value for money for pension savers as well as improving awareness, engagement and outcomes,\u201d he noted.<\/p>\n<p>Adequacy challenge<\/p>\n<p data-start=\"3845\" data-end=\"3998\">Jamie Fiveash, CEO of Smart Pension, said improving long-term investment performance could also help address the adequacy challenge.<\/p>\n<p data-start=\"4000\" data-end=\"4289\">He said: \u201cEven a 1% difference in investment performance over a working lifetime can add six figures to a pension pot at retirement. In an environment where contribution levels are difficult to increase, improving outcomes through better long-term performance becomes even more important.\u201d<\/p>\n<p class=\"picture\"><img decoding=\"async\" alt=\"Jamie Fiveash at Smart Pension\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345600_jamiefiveashsmart_587759.jpg\"  loading=\"lazy\" class=\"lazyloaded\" width=\"2000\" height=\"1849\"\/><\/p>\n<p data-start=\"4291\" data-end=\"4598\">Fiveash said closer scrutiny of pension fund net returns by advisers and employers could help savers optimise retirement outcomes, adding that the Pension Schemes Act\u00a0Value for Money (VfM)\u00a0framework was designed to provide clearer comparisons across pension funds for savers, employers, advisers and trustees.<\/p>\n<p data-start=\"4600\" data-end=\"4978\">He stated: \u201cGiven today\u2019s report, we have an opportunity to adopt its focus and purpose as early as possible. We would like to see a net returns measure applied across the entire defined contribution market, including the retail sector, by 2028, to create a true level playing field and allow all savers to make meaningful like-for-like comparisons based on value, not just cost.\u201d<\/p>\n<p data-start=\"4980\" data-end=\"5099\">Standard Life\u2019s Briggs also highlighted the fragmentation of the UK defined contribution market as a further issue requiring attention.<\/p>\n<p class=\"picture\"><img decoding=\"async\" alt=\"Andy Briggs at Standard Life\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/05\/1345598_andybriggsatstandardlife_868168.jpg\"  loading=\"lazy\" class=\"lazyloaded\" width=\"764\" height=\"524\"\/><\/p>\n<p data-start=\"5101\" data-end=\"5449\">He said: \u201cConsolidation improves member outcomes, and is not just a focus for system efficiency. It is about unlocking capability, and larger schemes can invest to support infrastructure projects across the UK, and provide capital to growing companies while still meeting the primary duty to customers.
