{"id":593455,"date":"2026-05-20T00:34:08","date_gmt":"2026-05-20T00:34:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/593455\/"},"modified":"2026-05-20T00:34:08","modified_gmt":"2026-05-20T00:34:08","slug":"uk-built-for-climate-that-no-longer-exists-and-needs-urgent-changes-to-survive-global-heating-report-warns-environment","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/593455\/","title":{"rendered":"UK \u2018built for climate that no longer exists\u2019 and needs urgent changes to survive global heating, report warns | Environment"},"content":{"rendered":"<p class=\"dcr-130mj7b\">British homes will need air conditioning to survive predicted levels of global heating, the government\u2019s climate advisers have warned in a report, as measures such as drawing curtains, opening windows and growing trees for shade are not likely to be enough.<\/p>\n<p class=\"dcr-130mj7b\">Air conditioning should be installed in all care homes and hospitals within the next 10 years, and in all schools within 25 years, according to the Climate Change Committee (CCC), which published a <a href=\"https:\/\/www.theccc.org.uk\/publication\/a-well-adapted-uk\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">major report<\/a> on adapting to the impacts of global heating on Wednesday.<\/p>\n<p class=\"dcr-130mj7b\">The government should also set a <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/mar\/10\/extreme-heat-study-global-warming-physical-activity\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">maximum temperature<\/a> for working, indoors and outdoors, the advisers said. The UK should prepare for 2C of global heating by 2050, as attempts to limit temperatures to 1.5C above preindustrial levels under the <a href=\"https:\/\/www.theguardian.com\/environment\/paris-climate-agreement\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Paris agreement<\/a> appeared likely to fail.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/hZXOT\/2\/\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">Graphic<\/a><\/p>\n<p class=\"dcr-130mj7b\">Heatwaves are expected to exceed 40C in all parts of the UK by 2050. Periods of hot weather will be longer, which could lead to an additional 10,000 heat-related deaths a year. About nine in 10 <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/aug\/10\/overheated-homes-why-uk-housing-is-dangerously-unprepared-for-impact-of-climate-crisis\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">UK homes are likely to overheat<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Julia King, the chair of the adaptation subcommittee of the CCC, said of the many climate threats laid out in the report, extreme heat posed the most immediate risk to life. \u201cExtreme heat is certainly the most deadly of the climate impacts on the UK, so we need to see cooling rolled out at scale,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cSometimes <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/aug\/10\/from-shutters-to-reflective-paint-how-to-prevent-uk-homes-overheating\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">this will mean shading<\/a>, but sometimes it will mean air conditioning. And either way, we\u2019ve got to get serious about <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/apr\/16\/uk-homes-overheating-soars-study\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">protecting our most vulnerable people<\/a> in hospitals, in care homes, and in schools.\u201d<\/p>\n<p>Current air conditioning systems are seen as energy-intensive, accounting for about 4% of global greenhouse gas emissions. Photograph: mar-fre\/Alamy<\/p>\n<p class=\"dcr-130mj7b\">In 2022, when temperatures rose above 40C, it resulted in about 3,000 excess deaths, with periods of extreme heat likely to become \u201cthe new normal\u201d. Rather than install cooling everywhere, people could choose to have one cool room to be used during heatwaves, the report said.<\/p>\n<p class=\"dcr-130mj7b\">However, air conditioning is energy-intensive, accounting for about 4% of global greenhouse gas emissions. More efficient modern systems can use heat pumps, which are already subsidised by the government to replace gas boilers, but these are rarely installed at present.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/RwUPn\/1\/\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">92% of homes in the UK will be at risk of overheating by 2050<\/a><\/p>\n<p class=\"dcr-130mj7b\">Sam Alvis, the head of energy security at the IPPR thinktank, called for more solar panels on roofs, alongside air conditioning. \u201cWe are going to have to get used to being a hot country, which is quite a mindset shift for the UK,\u201d he said. \u201cAir conditioning is actually a great pair for solar from an energy system point of view because it matches supply and demand, and your aircon is only going to be needed above certain temperatures.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Emma Howard Boyd, a professor in practice at the London School of Economics, said heat was already killing people, but received too little attention. \u201cHeat resilience cannot continue to be treated as an afterthought,\u201d she said. \u201cIt belongs alongside flood preparedness and water security at the very top of the national resilience agenda and the wider prosperity of the UK.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The climate crisis is costing the UK about \u00a360bn a year, or about 2% of GDP, including flood damages and the loss of crops to farmers. \u201cThe UK was built for a climate that no longer exists today and will be increasingly distant in years to come,\u201d the report found.<\/p>\n<p>Low water levels at a reservoir in Longdendale, UK. Photograph: Bloomberg\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">The committee also found:<\/p>\n<p class=\"dcr-130mj7b\"> The 7m UK properties <a href=\"https:\/\/www.theguardian.com\/news\/ng-interactive\/2026\/jan\/31\/climate-crisis-flood-risk-britain\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">at risk of flooding<\/a> could increase by 40% by 2050, without action, and peak flow in rivers could be 45% higher. Sea levels will increase by 20cm to 45cm, putting some coastal areas at risk, and heavy rainfall intensity could increase by 60%. By the end of the century, if temperatures rise by 4C, the storm surges that currently occur once every 100 years would happen every year.<\/p>\n<p class=\"dcr-130mj7b\"> Natural flood defences, such as wetlands and \u201crewiggling\u201d rivers, will not be enough, and more <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/29\/england-homes-high-risk-flooding-towns-cities-urban-environment-study\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">concrete flood barriers<\/a> will be needed.<\/p>\n<p class=\"dcr-130mj7b\"> <a href=\"https:\/\/www.theguardian.com\/news\/ng-interactive\/2025\/aug\/17\/how-can-england-possibly-be-running-out-of-water\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Droughts<\/a> will also become much more frequent: river flows are likely to be about a third lower in summer than they were 20 years ago, and by 2050 the shortfall in the water supply could reach 5bn litres every day \u2013 the equivalent of about 2,000 Olympic swimming pools, or a small reservoir. More reservoirs must be built, to avoid the serious risk of the taps running dry.<\/p>\n<p class=\"dcr-130mj7b\"> By 2100, summers <a href=\"https:\/\/www.theguardian.com\/environment\/2018\/jul\/28\/farmers-drought-summit-food-supply-fears-crisis-heatwave\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">as dry as 2018 <\/a>and 1976 would become the norm. Even by 2050, the number of high-risk days for wildfires are likely to double, and the wildfire season will extend into early autumn.<\/p>\n<p class=\"dcr-130mj7b\"> Schools should consider the impact of heat on pupils taking exams, not only related to classroom temperature but also to pupils\u2019 ability to sleep at night when temperatures remain above 20C.<\/p>\n<p class=\"dcr-130mj7b\"> Domestic food production is under threat, and the government should take steps to ensure at least 60% of the UK\u2019s food continues to be produced here. Food prices will rise under the impact of reduced crop yields for UK farmers, with potential disasters overseas.<\/p>\n<p class=\"dcr-130mj7b\">Protecting people and infrastructure would cost about \u00a311bn a year, the CCC estimated, with about half coming from the private sector. Every \u00a31 spent would yield about \u00a35 in benefits, however, and the UK invests 50 times this amount every year, some of it on infrastructure that exacerbates the climate crisis or vulnerability to it.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/2nDWk\/1\/\" class=\"dcr-1eupayo\" rel=\"nofollow noopener\" target=\"_blank\">The hottest temperatures recorded in the UK<\/a><\/p>\n<p class=\"dcr-130mj7b\">The cost of failure to act is rising, from about \u00a360bn a year, and could reach \u00a3260bn a year in just over two decades.<\/p>\n<p class=\"dcr-130mj7b\">None of the UK\u2019s existing national adaptation plans \u2013 which are produced by each of the devolved governments \u2013 was fit for purpose, the CCC found. Preparing for the impact of the climate crisis, and reducing greenhouse gas emissions to lessen the impact, should be treated as national security issues, King said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWith the right decisions, we can protect the people and the places we love,\u201d she said. \u201cSo, the strong message is that decline is a choice, it\u2019s a political choice, it\u2019s not inevitable. We can do something about it.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Water supplies also require urgent action. \u201cWe are facing a potential world where in 2050 you could turn the tap on and <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2026\/jan\/22\/what-happens-england-water-run-out-drought-tunbridge-wells\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">nothing<\/a> would come out,\u201d King said. \u201cWe need more new reservoirs. We need to be able to move water around the country.
