{"id":617360,"date":"2026-06-02T17:15:17","date_gmt":"2026-06-02T17:15:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/617360\/"},"modified":"2026-06-02T17:15:17","modified_gmt":"2026-06-02T17:15:17","slug":"piercycompany-submits-westminster-office-scheme","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/617360\/","title":{"rendered":"Piercy&#038;Company submits Westminster office scheme"},"content":{"rendered":"<p>Plans submitted to Westminster City Council for Healey Development, on behalf of private equity real estate investor <a href=\"https:\/\/www.meadowpartners.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Meadow Partners<\/a>, involve flattening the existing structures at 10-18 and 20 Victoria Street to foundation level.<\/p>\n<p>The new building will be four storeys taller than the eight and nine-storey office buildings on the site, both designed by John Burnet, Tait &amp; Partners in the 1950s and 1970s respectively. The building at 10-18 Victoria Street once housed US chemical company Monsanto.<\/p>\n<p>In planning documents, the practice says the scheme is designed to \u2018maximise the quality and quantity of office space\u2019 while providing a \u2018flexible, futureproof and sustainable offer to potential tenants, with best-in-class amenities, reception provision, [and] street frontage\u2019.<\/p>\n<p>Piercy&amp;Company said the existing buildings had a \u2018number of significant constraints and deficiencies\u2019 that made them unsuitable for retrofitting.<\/p>\n<p>It said: \u2018A retrofit-led approach cannot optimise this highly accessible brownfield site and would be contrary to the aims of the London Plan and City Plan for intensification and high-quality commercial growth\u2019.<\/p>\n<p>The replacement building, it said, will appear as \u2018four distinct volumes that step in both plan and elevation, improving the unrelenting slab-like \u201ccliff face\u201d that the current buildings present\u2019.\u00a0<\/p>\n<p>The practice added that the stepped fa\u00e7ade and footprint would create spaces for greening at street level and room for office and retail entrances on Victoria Street, where there is currently no active frontage opposite Westminster Abbey and Parliament.<\/p>\n<p>\ufeff<\/p>\n<p>\u00a0<\/p>\n<p>And it said the scheme\u2019s massing carefully responded to Westminster Abbey by offering \u2018a calm, contextually sensitive and recessive background to the World Heritage Site from longer views\u2019 and interest from shorter views through a geometric saw-tooth pattern fa\u00e7ade.<\/p>\n<p>The practice told the AJ it intended to use \u2018a low-cement precast frame with a combination of CLT and, subject to testing, reuse the precast planks harvested from the existing building to form the structural floors\u2019. As part of that process, \u2018the planks will be carefully removed and stored before being reinstated on the lower floors of the new frame\u2019.\u00a0<\/p>\n<p>The project is targeting BREEAM Outstanding.<\/p>\n<p>Meadow Partners snapped up the properties <a href=\"https:\/\/www.meadowpartners.com\/news\/meadow-partners-acquires-office-building-in-londons-victoria-market\" rel=\"nofollow noopener\" target=\"_blank\">in late 2022<\/a>, four years after they were last refurbished.<\/p>\n<p>Subject to planning approval, work is due to start on site in September 2027 and complete in April 2030.
