On 1 June 2026, the award was published in Arbitration pursuant to the Asylum Partnership Agreement (Republic of Rwanda v United Kingdom of Great Britain and Northern Ireland)<\/a>, an inter-State arbitration administered by the Permanent Court of Arbitration.<\/p>\n The claim was brought pursuant to Article 22 of the Agreement between the Government of the Republic of Rwanda and the Government of the United Kingdom of Great Britain and Northern Ireland for the Provision of an Asylum Partnership to Strengthen Shared International Commitments on the Protection of Refugees and Migrants (\u201cthe Agreement\u201d).<\/p>\n Rwanda had claimed that the United Kingdom had breached Article 18 of the Agreement and a further treaty of June 2024 concerning financial arrangements envisaged in that provision, by failing to pay two instalments under the Economic Transformation and Integration Fund (\u201cthe ETIF\u201d) and\/or by failing to negotiate any other financial arrangements. It also claimed that the United Kingdom had breached Article 19 of the Agreement by refusing to enter into negotiations for the resettlement in the United Kingdom of a portion of Rwanda\u2019s most vulnerable refugees. Rwanda sought a total of \u00a3106 million in respect of these alleged breaches.<\/p>\n The tribunal dismissed Rwanda\u2019s claim in its entirety. As regards the financial arrangements, the majority accepted the United Kingdom\u2019s argument that the parties had amended their previous financial arrangements in November 2024 such that the United Kingdom was not obliged to make any further ETIF payments, and that it was not obliged to agree any other financial arrangements.
