A bankrupt criminal developer has seen yet another of his businesses go bust, this time over tax debts.<\/p>\n
Stephens & Stephens Developers (Seaton) Ltd, which was responsible for the controversial building of 10 so-called luxury homes at Seaton in south east Cornwall, has been liquidated by His Majesty’s Revenue and Customs (HMRC) over money it was owed.<\/p>\n
The company came under investigation by the Environment Agency<\/a> and Cornwall Council<\/a> in June 2023 for burying tonnes of construction waste on the site, and in August that year it was found in breach of health and safety rules<\/a> by the Health and Safety Executive over its working at height practices.<\/p>\n Proceedings by HMRC to liquidate the business were launched in October last year when a petition was filed with a winding up proceedings starting in November.<\/p>\n The company was finally wound up as confirmed on The Gazette<\/a> and Companies House<\/a> on March 16 this year.<\/p>\n The business, which had Paul and Helen Stephens as its directors until they both resigned their roles on April 16, 2026, and February 1, 2025, respectively, is the latest in a series of companies that have gone either into administration or liquidation which the Truro couple own or owned.<\/p>\n Stephens & Stephens Developers (Seaton) Ltd is the sixth company with either Paul or Helen Stephens or both as directors to have gone bust or into administration in just over 12 months.<\/p>\n The couple’s holding company Stephens & Stephens Group, based in Princes Street, Truro<\/a>, was wound up in March.<\/p>\n The Seaton houses under construction by Stephens & Stephens back in 2024<\/p>\n The decision was made official on The Gazette<\/a> on March 18 – two days after the Seaton business went bust.<\/p>\n Cliffedge 10 Newquay<\/a> Limited business, the company responsible for building the Cliff Edge 2 development overlooking Tolcarne Beach in Newquay, went into administration on January 26 when United Bank Trust Limited, the creditors, appointed Quantuma Advisory Limited to take over.<\/p>\n Quantuma had previously been appointed as administrators by another bank, Paragon Banking Group, of two other Stephens & Stephens developments, in Newquay and Newlyn<\/a>.<\/p>\n No 1 Pentire Newquay Ltd, which is behind the One Pentire apartments development overlooking Fistral beach<\/a>, went into administration in May 2025.<\/p>\n In August 2025, Arcady Heights Limited, the company behind the High Tide housing development for the five luxury homes in Newlyn, overlooking Mount’s Bay, followed suit<\/a>.<\/p>\n Mr Stephens, 57, of Malpas, Truro, and his business Park Lane Financial Management Limited, of which he was the sole director, pleaded guilty at Truro Crown Court<\/a> on March 16 – the same day his Seaton business went pop – to two charges of consent or connivance in the commission of an offence under the Environmental Permitting (England and Wales) Regulations 2016 or neglect to which that offence was attributable.<\/p>\n Under the charges the court heard that between November 19, 2018, and July 1, 2025, Stephens and his business operated a regulated facility, namely at Hendra Croft on Scotland Road, near Rejerrah, off the A3075 Newquay<\/a> Road, without a permit from the Environment Agency (EA) and a quantity of metal, plastic, mattresses, electric waste, household waste and construction waste were dumped or buried at the site.<\/p>\n The second charge relate to the illegal burning of waste at the site.<\/p>\n Park Lane Financial Management Limited pleaded guilty to the same charges as well as another involving the illegal disposal of asbestos at the site.<\/p>\n Both Stephens, who was personally declared bankrupt <\/a>on April 16 (he has since resigned from all his company directorships) when the decision became official on The Gazette<\/a>, and Park Lane Financial Management Limit are due to appear before the Crown court<\/a> this month for sentencing.<\/p>\n Get all the latest stories, sent straight to your WhatsApp – all you need to do is click the link: https:\/\/chat.whatsapp.com\/CKObHkgJF4T5fRZxiGdYqd<\/a><\/p>\n We also treat our community members to special offers, promotions, and adverts from us and our partners.
