{"id":648196,"date":"2026-06-20T02:05:19","date_gmt":"2026-06-20T02:05:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/648196\/"},"modified":"2026-06-20T02:05:19","modified_gmt":"2026-06-20T02:05:19","slug":"qa-what-do-chinas-provincial-five-year-plans-say-about-climate-and-energy","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/648196\/","title":{"rendered":"Q&#038;A: What do China\u2019s provincial five-year plans say about climate and energy?"},"content":{"rendered":"<p> China\u2019s provincial-level governments have <a href=\"https:\/\/www.news.cn\/20260526\/b9ec316027304ace83d30d977e3693f8\/c.html\" rel=\"nofollow noopener\" target=\"_blank\">now<\/a> all published their <a href=\"https:\/\/www.carbonbrief.org\/qa-what-does-chinas-15th-five-year-plan-mean-for-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">15th five-year plans<\/a> \u2013 economic and social development blueprints for 2026-2030.\u00a0<\/p>\n<p>These provincial plans reaffirm the overall trajectory of China\u2019s energy transition, but reveal regional differences, based on economic and geographic considerations.<\/p>\n<p>Provincial plans are a <a href=\"https:\/\/www.carbonbrief.org\/explainer-why-chinas-provinces-are-so-important-for-action-on-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">critical<\/a> mechanism for showing how high-level targets from the central government will be translated into action.\u00a0<\/p>\n<p>For example, binding indicators set at national level include reductions in carbon intensity \u2013 carbon dioxide (CO2) emissions per unit of economic output \u2013 and the proportion of non-fossil energy in total consumption.<\/p>\n<p>Subsequent targets are then <a href=\"https:\/\/www.carbonbrief.org\/qa-five-key-climate-questions-for-chinas-next-five-year-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">set<\/a> for each province and <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202507\/t20250711_1399141.html\" rel=\"nofollow noopener\" target=\"_blank\">tied<\/a> to the <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/00036846.2025.2467288\" rel=\"nofollow noopener\" target=\"_blank\">performance evaluations<\/a> of top local officials, who are ultimately responsible for delivery.<\/p>\n<p>Similarly, provincial plans also build on qualitative policy directives in the national-level plan, such as further developing <a href=\"https:\/\/www.carbonbrief.org\/qa-the-global-trade-war-over-chinas-booming-ev-industry\/\" rel=\"nofollow noopener\" target=\"_blank\">new-energy vehicles<\/a> (NEVs) and <a href=\"https:\/\/www.carbonbrief.org\/qa-can-china-turn-hydrogen-into-its-next-clean-energy-industry\/\" rel=\"nofollow noopener\" target=\"_blank\">hydrogen<\/a> industries.<\/p>\n<p>Specific policies, such as boosting production capacity, appear in several provincial-level plans.<\/p>\n<p>Below, Carbon Brief analyses what the 31 documents say about energy and climate.<\/p>\n<p>What do the provincial plans say about climate goals?<\/p>\n<p>At the broad level, the new provincial plans follow China\u2019s <a href=\"https:\/\/interactive.carbonbrief.org\/glossary\/china\/index.html#section-dual-carbon-goals\" rel=\"nofollow noopener\" target=\"_blank\">overarching<\/a> climate goals. All 31 <a href=\"https:\/\/www.carbonbrief.org\/explainer-why-chinas-provinces-are-so-important-for-action-on-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">provincial-level jurisdictions<\/a> in mainland China have pledged to peak carbon emissions before 2030.\u00a0<\/p>\n<p>Every plan also mentions the core elements of China\u2019s energy transition strategy, including solar, wind, hydrogen, energy storage and upgrading the power grid.\u00a0\u00a0<\/p>\n<p>While solar features in every plan, specific interests in the technology vary from province to province.\u00a0<\/p>\n<p>Some set goals to add new solar capacity by 2030. Zhejiang province aims to add 90GW of solar capacity, while Shaanxi plans\u00a0 to \u201caccelerate\u201d construction of wind and solar bases in the north of the province, as well as \u201csolar+\u201d models \u2013 such as \u201c<a href=\"https:\/\/paper.people.com.cn\/zgnyb\/html\/2022-11\/14\/content_25949668.htm\" rel=\"nofollow noopener\" target=\"_blank\">forest-solar<\/a>\u201d and \u201c<a href=\"https:\/\/www.stdaily.com\/web\/gdxw\/2025-06\/03\/content_349530.html\" rel=\"nofollow noopener\" target=\"_blank\">tea-solar<\/a>\u201d \u2013 in the south. Several plans mention developing <a href=\"https:\/\/interestingengineering.com\/energy\/worlds-largest-offshore-solar-farm-china\" rel=\"nofollow noopener\" target=\"_blank\">offshore solar farms<\/a> in the next five years.<\/p>\n<p>However, others instead choose to focus on recycling old solar panels or strengthening solar R&amp;D.\u00a0<\/p>\n<p>The chart below shows the frequency with which key climate and energy terms appeared in the 31 provincial-level five-year plans.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1896\" height=\"1004\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/06\/chinas-provinces-focus-clean-energy-carbon-peaking-deadline-approaches_1.png\" alt=\"Chart showing that China's provinces all focus in clean energy as carbon peaking deadline approaches\" class=\"wp-image-62760\"  \/>The number of provinces that mention key climate and energy terms in their 15th five-year plans (2026-2030). Source: Carbon Brief analysis.<\/p>\n<p>Almost every plan mentions growing consumption and production of NEVs. Growing the NEV industry is seen as an essential step to China becoming \u201ca leading power in automobiles\u201d and \u201ca key strategic move\u201d to address climate change, according to a <a href=\"https:\/\/www.mee.gov.cn\/zcwj\/gwywj\/202011\/t20201103_806156.shtml\" rel=\"nofollow noopener\" target=\"_blank\">plan<\/a> for the sector\u2019s development issued by the <a href=\"https:\/\/interactive.carbonbrief.org\/glossary\/china\/index.html#section-state-council\" rel=\"nofollow noopener\" target=\"_blank\">State Council<\/a> in 2020.<\/p>\n<p>Around 15 provinces pledge to promote NEV uptake. Jilin set a target for NEVs comprising more than 50% of new car sales by 2030, although its current rate is already <a href=\"https:\/\/pdf.dfcfw.com\/pdf\/H3_AP202605281822944770_1.pdf?1779985684000.pdf\" rel=\"nofollow noopener\" target=\"_blank\">thought<\/a> to be 47%.\u00a0<\/p>\n<p>While the central government is issuing directives to limit \u201c<a href=\"https:\/\/www.carbonbrief.org\/china-briefing-10-july-2025-new-sector-targets-overcapacity-dressing-down-adaptation-scorecard\/\" rel=\"nofollow noopener\" target=\"_blank\">overcapacity<\/a>\u201d in the sector, more than 20 provinces say they will continue developing their NEV industries, with many aiming to generate hundreds of billions \u2013 or even trillions \u2013 of yuan in value.<\/p>\n<p>Among them are established NEV manufacturing bases such as Shanghai and Chongqing.<\/p>\n<p>Meanwhile, 24 provinces will prioritise developing renewable power \u201c<a href=\"https:\/\/www.carbonbrief.org\/china-briefing-28-may-2026-deadly-rains-china-pushes-back-examining-chinas-carbon-intensity-metric\/\" rel=\"nofollow noopener\" target=\"_blank\">direct connection<\/a>\u201d models, in which renewable generators supply industrial users via a dedicated line \u2013 a system that could boost consumption of clean energy.<\/p>\n<p>Provinces diverge in terms of what other technologies they name and how detailed their plans are.\u00a0<\/p>\n<p>For example, offshore wind and nuclear are mentioned by 11 and 12 provinces respectively, with both technologies mostly targeted to be built in coastal provinces.\u00a0<\/p>\n<p>Inland provinces, such as Inner Mongolia, Gansu, Qinghai and Xinjiang, instead focus on developing wind and solar farms across desert regions.<\/p>\n<p>But in general, variation reflects more than just geography or resources endowment, says Anders Hove, a senior research fellow at the <a href=\"https:\/\/www.oxfordenergy.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Oxford Institute for Energy Studies<\/a>.<\/p>\n<p>\u201cThe differences between provinces reflect primarily differences in economic development capabilities and industrial structure,\u201d he tells Carbon Brief.\u00a0<\/p>\n<p>Yang Li, deputy executive director at the Beijing-based thinktank <a href=\"https:\/\/www.igdp.cn\/\" rel=\"nofollow noopener\" target=\"_blank\">Institute for Global Decarbonization Progress<\/a> (iGDP), echoes this, stating that the variation reflects differences in the resources available to provinces and their own strategic positioning.<\/p>\n<p>Provinces are also increasingly discussing how to manage the decommissioning of solar and windfarms.\u00a0<\/p>\n<p>Around 19 provinces have set out plans to recycle old clean-energy equipment, a topic that featured in few plans in the previous five-year cycle. While most of the plans that mention the goal only briefly flagged the issue, Inner Mongolia, Jiangsu, Jiangxi and Qinghai have pledged to create dedicated recycling parks or industrial clusters.<\/p>\n<p>How do provinces talk about fossil fuels?<\/p>\n<p>Almost every province has pledged to peak coal and oil consumption, in line with similar language in the <a href=\"https:\/\/www.carbonbrief.org\/qa-what-does-chinas-15th-five-year-plan-mean-for-climate-change\/\" rel=\"nofollow noopener\" target=\"_blank\">national-level plan<\/a>.\u00a0<\/p>\n<p>However, 17 local governments also pledge to produce more fossil fuels \u2013 trying to peak consumption while also expanding output, opening new reserves or lifting production limits.\u00a0<\/p>\n<p>Most of these are western and northern regions designated as <a href=\"https:\/\/www.sohu.com\/a\/1029086712_122014422\" rel=\"nofollow noopener\" target=\"_blank\">national energy-supply bases<\/a>, including Inner Mongolia, Xinjiang, Ningxia, Shaanxi, Gansu, Qinghai, Shanxi, Liaoning, Jilin and Heilongjiang.\u00a0<\/p>\n<p>Yang tells Carbon Brief this pattern reflects the \u201ctwo dimensions of China\u2019s [energy] transition\u201d, namely a national-level push for peaking fossil-fuel consumption and a desire for energy security by provinces rich in energy resources.\u00a0<\/p>\n<p>Provinces that host significant fossil-fuel economies are also the most likely to mention carbon capture and storage, as well as curbs on non-CO2 greenhouse gases.\u00a0<\/p>\n<p>Carbon capture and efforts to deal with methane, another potent greenhouse gas, appear in 14 plans.\u00a0<\/p>\n<p>All the provincial plans mention gas. Unlike consumption of coal and oil, which almost every province has pledged to peak, no province has proposed capping gas use.<\/p>\n<p>Several provinces set explicit targets to expand gas production. Sichuan aims for annual gas production of 70bn cubic metres, while Inner Mongolia is targeting 32bn cubic metres by the end of 2030.\u00a0<\/p>\n<p>Others plan on generally expanding gas extraction, utilisation and infrastructure. Guangdong plans to build several new gas-fired power plants while Henan and Hubei will \u201caccelerate\u201d exploration for and development of oil and gas fields.<\/p>\n<p>Provinces such as Heilongjiang, Sichuan, Chongqing and Tianjin will expand gas storage and pipeline connectivity, framing the fuel as a way to ensure energy security.<\/p>\n<p>Gas occupies a <a href=\"https:\/\/www.carbonbrief.org\/explainer-why-gas-plays-a-minimal-role-in-chinas-climate-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">small<\/a> position in China\u2019s overall energy mix, accounting for 8-9% of primary energy demand and 7% of CO2 emissions. It nevertheless remains a relatively large source of energy for some provinces, such as the industrial hub of Guangdong.\u00a0\u00a0<\/p>\n<p>It has often been referred to as a \u201c<a href=\"https:\/\/www.carbonbrief.org\/climate-benefits-of-a-natural-gas-bridge-unlikely-to-be-significant\/\" rel=\"nofollow noopener\" target=\"_blank\">bridging fuel<\/a>\u201d that can help countries move away from coal use, with several of China\u2019s policies in the 2010s encouraging coal-to-gas switching. However, in China its growth has <a href=\"https:\/\/www.carbonbrief.org\/explainer-why-gas-plays-a-minimal-role-in-chinas-climate-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">slowed<\/a> in recent years in the face of unreliable supplies and large additions of wind and solar capacity.<\/p>\n<p>Provincial plans to expand gas output, Yang argues, reflect China\u2019s aims to increase overall energy supply under its energy security strategy.\u00a0<\/p>\n<p>As such, she says, it \u201cshould not be viewed as a simple trade-off\u201d between China\u2019s climate and energy security goals. Instead, it is an \u201cinevitable stage\u201d in the country\u2019s \u201c<a href=\"https:\/\/interactive.carbonbrief.org\/glossary\/china\/index.html#section-build-before-breaking\" rel=\"nofollow noopener\" target=\"_blank\">build before breaking<\/a>\u201d strategy for the energy transition, through which China \u201cmaintains a certain level\u201d of fossil-fuel production in the \u201cshort- to medium-term\u201d while further developing clean-energy capacity.<\/p>\n<p>What do provinces say about AI and hydrogen?<\/p>\n<p>With the national government <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-09\/china-prepares-295-billion-plan-to-fund-nationwide-ai-buildout\" rel=\"nofollow noopener\" target=\"_blank\">preparing<\/a> to spend trillions of yuan on <a href=\"https:\/\/www.carbonbrief.org\/explainer-how-china-is-managing-the-rising-energy-demand-from-data-centres\/\" rel=\"nofollow noopener\" target=\"_blank\">datacentres<\/a> for the artificial intelligence (AI) industry in the next five years, provincial officials are also tying AI to their energy systems.\u00a0<\/p>\n<p>More than 20 aim to use AI to help manage coal mines, power grids, oilfields and forecasting renewables output.\u00a0<\/p>\n<p>Sichuan, for example, has pledged to apply AI \u201clarge language models\u201d across \u201cpower grids, power generation, coal and oil and gas\u201d. Shanxi states that it will build a dedicated AI model \u201cfor the energy industry\u201d, as well as AI systems for forecasting grid loads and controlling coal mining equipment.\u00a0<\/p>\n<p>Yang says that \u201cAI+energy\u201d represents a desire by policymakers to use AI to enhance energy governance, but adds that \u201clarge-scale commercialisation [of the technology] still has some way to go\u201d.<\/p>\n<p>Hove compares current mentions of using AI in the energy system to similar references in previous plans to concepts such as big data and \u201cInternet Plus\u201d.\u00a0<\/p>\n<p>Such language, he argues, is \u201cuncontroversial\u201d and its inclusion can be accepted by a wide range of different groups. But he adds that, in his view, AI will not resolve the <a href=\"https:\/\/www.carbonbrief.org\/analysis-chinas-co2-climbs-2-in-early-2026-due-to-wasted-wind-and-solar\/\" rel=\"nofollow noopener\" target=\"_blank\">institutional barriers<\/a> and <a href=\"https:\/\/www.carbonbrief.org\/explainer-how-chinas-renewable-pricing-reforms-will-affect-its-climate-goals\/\" rel=\"nofollow noopener\" target=\"_blank\">market incentives<\/a> that are currently restricting broader consumption of renewable energy.<\/p>\n<p>Unlike AI, all provincial plans mention <a href=\"https:\/\/www.carbonbrief.org\/qa-can-china-turn-hydrogen-into-its-next-clean-energy-industry\/\" rel=\"nofollow noopener\" target=\"_blank\">hydrogen<\/a>, which is named as a \u201cfuture industry\u201d in the central-level five-year plan.\u00a0<\/p>\n<p>For example, Hunan calls for promoting hydrogen trucks and rail transport and developing \u201crenewable energy-based\u201d hydrogen production, while Shandong pledges to focus on technological breakthroughs around hydrogen transport and storage, as well as production of green hydrogen.\u00a0<\/p>\n<p>Similarly, 12 provinces name the other energy-related future industry \u2013 nuclear fusion, which remains an experimental technology \u2013 as a priority for the next five years.
