{"id":666368,"date":"2026-06-30T16:42:09","date_gmt":"2026-06-30T16:42:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/666368\/"},"modified":"2026-06-30T16:42:09","modified_gmt":"2026-06-30T16:42:09","slug":"uk-defence-investment-plan-raises-eu-public-procurement-question","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/666368\/","title":{"rendered":"UK defence investment plan \u2018raises EU public procurement question\u2019"},"content":{"rendered":"<p>&#13;<\/p>\n<p><a href=\"https:\/\/www.pinsentmasons.com\/people\/totis-kotsonis\" rel=\"nofollow noopener\" target=\"_blank\">Dr. Totis Kotsonis<\/a> of Pinsent Masons was commenting after the UK government published its long-anticipated <a rel=\"noopener noreferrer nofollow\" href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6a4392788cbc951a27d80e87\/The_Defence_Investment_Plan.pdf\" target=\"_blank\">defence investment plan<\/a> (81-page \/ 1.1MB PDF) on Tuesday.<\/p>\n<p>The plan contains the detail on how the UK government intends to invest in defence between now and the end of the decade, by which time it has committed to increase defence spending to 2.7% of UK GDP \u2013 up from 2.3% in 2024.<\/p>\n<p>While investment in traditional military personnel and hardware continues to be envisaged, the government\u2019s plan signals a shift in the way it seeks to address risks to UK defence and national security. A significant proportion of the funding it has announced will be focused on drones, AI and other technologies \u2013 including uncrewed systems, like the \u2018Common Combat Vessels\u2019 it has confirmed will <a href=\"https:\/\/www.pinsentmasons.com\/out-law\/news\/uk-destroyers-decision-highlights-debate-over-defence-risks\" rel=\"nofollow noopener\" target=\"_blank\">replace the Royal Navy\u2019s current fleet of Type 45 destroyers<\/a>.<\/p>\n<p>In its plan, the government confirmed it intends to use public procurement tools to catalyse private investment in defence, deliver value for money, and boost British industry and supply chains.<\/p>\n<p>Kotsonis said: \u201cThe \u00a3900 million promised investment to drive efficiency and reform procurement is welcome and should pay dividends in the form of better procurement processes leading to better value for money defence contracts. The \u00a3500 million Transformation Fund will see investments made in AI to drive additional productivity. But the touted &#8216;workforce transformation\u2019 must be carefully managed to ensure it supports the upskilling of the defence procurement workforce without harming morale and worker retention.\u201d<\/p>\n<p>One specific initiative planned is the establishment of a new \u2018Multilateral Defence Mechanism\u2019 \u2013 an independent international financial institution that the government said can help it and NATO allies engage in joint defence procurement. The UK is currently working with Finland, the Netherlands, among others, on the plans.<\/p>\n<p>The government said: \u201cThis independent international financial institution will address our collective challenges in defence procurement by aggregating demand through procurement to achieve better value for money. It will lend to members for joint procurement, stockpiling on members&#8217; behalf, and supply chain finance. This mechanism will help member countries improve capability, interoperability and value for money, while giving industry greater demand certainty.\u201d<\/p>\n<p>Kotsonis said: \u201cThe government\u2019s announcement that it is contributing an initial \u00a3400m to the Multilateral Defence Mechanism signals its strong commitment to this initiative.
