href=\"https:\/\/www.middleeasteye.net\/news\/andy-burnham-drop-spy-tech-firm-palantir-nhs-reports-say\" rel=\"nofollow noopener\" target=\"_blank\">NHS <\/a>staff from displaying political symbols in the workplace and wearing medical scrubs in protests has been widely condemned by politicians and healthcare workers, who say it is using fears of antisemitism to crack down on expressions of solidarity with <a href=\"https:\/\/www.middleeasteye.net\/countries\/uk\" rel=\"nofollow noopener\" target=\"_blank\">Palestine<\/a>.\u00a0<\/p>\n<p>Middle East Eye spoke to a number of pro-Palestine NHS workers about their experience campaigning against the genocide in Gaza and the backlash they have faced from their workplace as a result.<\/p>\n<p>The Mann report was <a href=\"https:\/\/www.gov.uk\/government\/news\/government-to-tackle-antisemitism-and-other-racism-in-the-nhs\" rel=\"nofollow noopener\" target=\"_blank\">commissioned<\/a> by former health secretary Wes Streeting in 2025 to investigate antisemitism in the NHS.<\/p>\n<p>However, the British Medical Association (BMA) <a href=\"https:\/\/www.bma.org.uk\/bma-media-centre\/bma-responds-to-the-mann-review-into-antisemitism-and-racism-in-the-nhs\" rel=\"nofollow noopener\" target=\"_blank\">noted<\/a> that, although the need to combat antisemitism and racism within the NHS is vital, some of the recommendations from the report are \u201cdeeply concerning\u201d in how they might be implemented, particularly with regard to freedom of speech and expression.\u00a0<\/p>\n<p>While NHS England has adopted the guidance, it is up to individual NHS trusts to implement it.<\/p>\n<p>    New MEE newsletter: Jerusalem the \u201cquestion of who gets to decide what counts as political\u201d, calling for new guidance to be \u201cconsistent across the country\u201d and to \u201cclearly distinguish legitimate expression from misconduct\u201d, claiming that \u201ca blanket ban on all symbols that could be construed to express a belief would go too far\u201d.<\/p>\n<p>Labour MP Kim Johnson reiterated these reservations, telling Middle East Eye: \u201cI am concerned that a blanket ban on so-called political symbols risks conflating legitimate expressions of identity, solidarity and inclusion with rel=\"nofollow noopener\" target=\"_blank\">Read More \u00bb<\/a><\/p>\n<p>\u201cExpressions of solidarity with Palestine have been singled out in this debate, against a broader backdrop of state clampdown on support and advocacy for Palestinians rights,\u201d she added.\u00a0<\/p>\n<p>While highlighting the importance of tackling racism and harassment within the health service, Johnson pointed out that \u201crestricting legitimate expressions of solidarity risks undermining this work rather than addressing it\u201d.\u00a0<\/p>\n<p>Nina Radulovic, a spokesperson for Medact, an organisation of medical workers campaigning for health justice, told MEE that \u201cpolitical expression in the NHS is undoubtedly a sensitive issue\u201d which \u201craises difficult questions about the limits of freedom of expression, its relationship to workplace cohesion, and its impact on service delivery\u201d.\u00a0<\/p>\n<p>However, they said that the Mann report\u2019s recommendations, \u201crather than opening a conversation\u2026 delivers a verdict\u201d.\u00a0<\/p>\n<p>\u201cSome politicians and sections of the press appear more interested in finding ways to suppress expressions of dissent than in creating opportunities for meaningful discussion,\u201d added Radulovic, claiming that these actors would prefer to \u201cmanufacture a panic around badges than to engage with ethical questions that health workers are raising about the NHS, corporate power, and the <a href=\"https:\/\/www.middleeasteye.net\/countries\/uk\" rel=\"nofollow noopener\" target=\"_blank\">UK<\/a>\u2019s role in the political economy of war.\u201d\u00a0<\/p>\n<p>Targeting of healthcare workers\u00a0<\/p>\n<p>Professor Nick Maynard,\u00a0a British surgeon who has been to Gaza many times and served in hospitals during the Israeli genocide,\u00a0told MEE that the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cn0plkd4wdno\" rel=\"nofollow noopener\" target=\"_blank\">reporting<\/a> around the recommendation is \u201cconflating support for Palestine with antisemitism\u201d, which is \u201cdishonest\u201d and \u201ctypical of what our government is promoting at the moment\u201d, as an extension of Streeting\u2019s attacks on doctors standing up for Palestine.<\/p>\n<p>While in Gaza, Maynard saw first-hand the devastation caused by what UN experts have <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/08\/un-experts-appalled-relentless-israeli-attacks-gazas-healthcare-system\" rel=\"nofollow noopener\" target=\"_blank\">termed<\/a> a \u201cmedicide\u201d.<\/p>\n<p>Part of this is <a href=\"https:\/\/www.middleeasteye.net\/countries\/uk\" rel=\"nofollow noopener\" target=\"_blank\">Israel<\/a>\u2019s use of <a href=\"https:\/\/www.middleeasteye.net\/news\/rescuer-attacks-how-double-tap-strikes-have-been-used-kill-journalists-and-first-responders\" rel=\"nofollow noopener\" target=\"_blank\">\u201cdouble-tap\u201d strikes<\/a> to target health workers and first responders arriving at the scene to treat those wounded in the first attack.<\/p>\n<p>  <a \u00bb<\/a><\/p>\n<p>Maynard said that the \u201cdeliberate targeting of healthcare workers and the whole healthcare infrastructure is a very central core of [Israel\u2019s] policy to ethnically cleanse Gaza,\u201d which is why it has caused such outrage and condemnation among healthcare workers internationally.\u00a0<\/p>\n<p>He personally spoke to Streeting about what he observed, but, <a href=\"https:\/\/www.middleeasteye.net\/news\/streeting-branded-hypocrite-accusing-starmer-gaza-war-crimes\" rel=\"nofollow noopener\" target=\"_blank\">despite<\/a> recent positioning to present himself as pro-Palestinian, the former health secretary has been at the forefront of a campaign to silence health workers over Palestine.<\/p>\n<p>Dr Omar Abdel-Mannan, who has worked in the NHS for 15 years and co-founded Health Workers 4 Palestine, explained that \u201cthis is part of a wider shutting down, a wider censorship, silencing that we have seen across multiple sectors.\u00a0<\/p>\n<p>\u201cThere is a fear of health workers because of the power of their words\u2026 they fear the fact that they speak the truth and that people trust what they say,\u201d he added.<\/p>\n<p>Having conducted a number of legal requests for information, he pointed out that the NHS has no way of gathering information about instances of racism from within a number of trusts, leading him to question \u201chow the review is meant to address something that they don\u2019t even have any information on\u201d.<\/p>\n<p>He said that the targeting of Dr Ghassan Abu-Sittah, a Palestinian doctor working in the UK who was reported to the General Medical Council (GMC) for his pro-Palestine activism, has had a \u201cchilling effect\u201d on health workers wanting to speak out or signal their support for the Palestinians.<\/p>\n<p>Disciplining health workers protesting genocide<\/p>\n<p>Abu-Sittah was reported to the GMC by UK Lawyers for Israel, a pro-Israel legal activist group, but subsequent tribunals twice <a href=\"https:\/\/www.middleeasteye.net\/news\/palestinian-doctor-ghassan-abu-sittah-wins-misconduct-case\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a> that there was no basis for their accusations of antisemitism.<\/p>\n<p>Abu Sittah <a href=\"https:\/\/www.middleeasteye.net\/news\/streeting-branded-hypocrite-accusing-starmer-gaza-war-crimes\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that Streeting had pressured the GMC into a \u201cMcCarthyite witch hunt against me and other doctors who spoke out against the genocide\u201d, which Abdel-Mannan said was an \u201cunprecedented\u201d political intervention.<\/p>\n<p>Ahmad Baker, a British-Palestinian nurse working at Whipps Cross hospital, was <a href=\"https:\/\/www.middleeasteye.net\/news\/palestinian-nhs-nurse-takes-legal-action-after-reprimand-antisemitic-watermelon-video-call\" rel=\"nofollow noopener\" target=\"_blank\">ordered<\/a> by managers to remove a still life painting with a watermelon in it from his video call background, claiming it was \u201cpotentially antisemitic\u201d.<\/p>\n<p>Baker has now launched a legal challenge against Barts Health NHS Trust alongside two other NHS employees.<\/p>\n<p>Speaking with MEE, he said that, as a Palestinian, \u201cI am now being told that my identity should not be on display\u201d during a time when Israel is conducting a genocide against Palestinian people for this identity.<\/p>\n<p>He pointed out the hypocrisy that, following Russia\u2019s invasion of Ukraine in 2022, NHS staff wearing a Ukraine badge were not treated with the level of controversy afforded to those wearing a Palestinian one.<\/p>\n<p>      <img decoding=\"async\" loading=\"lazy\" loading=\"lazy\"\/>\u201cThe symbolism of the badges is an important thing, because it is a display of solidarity\u201d, he said, that, like attending pro-Palestine marches, communicates support and proves you are not a \u201clone voice\u201d but part of a wider movement \u2013 which is why there is an attempt to shut this down.<\/p>\n<p>He added that \u201cneutrality in healthcare is understood in the wrong ways\u201d: while the delivery of care is neutral, there is no such impartiality when it comes to political opinions, and indeed health workers are often compelled to take an \u201cactive stance\u201d against a genocide, rather than being silent.\u00a0<\/p>\n<p>Advocacy group Health Workers for a Free Palestine told MEE that adopting Mann\u2019s recommendations \u201cwould create a farcical reality where managers are pulled away from focssing on patient care to arbitrate whether a piece of fruit or a geometric shape is grounds for disciplinary action, all whilst the Palestinian health system is systematically destroyed as part of an ongoing genocide.\u201d<\/p>\n<p>Banning medical scrubs at protests<\/p>\n<p>Dr Aarash Saleh, who, alongside Dr Sara Ali, joined Baker in taking legal action against Barts trust, told MEE that one of his colleagues was disciplined for wearing watermelon earrings.\u00a0<\/p>\n<p>He said that, despite Lord Mann taking pains to emphasise that the review should not be weaponised against pro-Palestinan voices, the ban against political symbols has \u201calmost never applied for any other reason\u201d than against those supporting Palestine.\u00a0<\/p>\n<p>&#8216;Healthcare professionals should not be required to abandon their humanity when they come to work&#8217;<\/p>\n<p>&#8211; Dr Sara Ali<\/p>\n<p>But what is even less justifiable, Saleh added, is the move to prohibit health workers from wearing medical scrubs on protests.<\/p>\n<p>\u201cIt is a bit monstrous to tell\u2026 healthcare workers, who have this history of advocacy for people that are marginalised\u2026 that has to stop now, because someone tells you they are offended by you going on marches for peace in the Middle East.\u201d<\/p>\n<p>He called the decision an \u201coverreach\u201d on the part of the government to limit the ability of doctors to march as doctors rather than private individuals against the genocide and in solidarity with their colleagues being targeted by Israel in Gaza.\u00a0<\/p>\n<p>Dr Sara Ali told MEE: \u201cI find it deeply troubling that an institution whose core purpose is the provision of care should regard expressions of human empathy and solidarity with a people undergoing a genocide as inappropriate or objectionable.<\/p>\n<p>\u201cDefending the right to express such solidarity is important because healthcare professionals should not be required to abandon their humanity when they come to work,\u201d she added, because \u201ccompassion and empathy for human suffering are not separate from our
