Wide-scale NHS reorganisation, which is set to see the loss of 18,000 admin and managerial jobs, has fallen \u201cdisproportionately on SEND teams\u201d, according to a new report by the Institute for Government (IfG).<\/p>\n

The report, shared exclusively with The i Paper, reveals that uncertainty over plans to fold NHS England into the Department of Health and Social Care (DHSC) has led to SEND redundancies at a time when services are already stretched. <\/p>\n

Fresh inquests held in 2016 found the fans had been unlawfully killed and that police had caused or contributed to their deaths.<\/p>\n

The Government has confirmed that a new pay-per-mile scheme for electric vehicles will be introduced in April 2028.<\/p>\n

How does the new scheme work?<\/p>\n

Electric car drivers will be required to pay a tax of 3p per mile.<\/p>\n

It will be calculated through the use of driver mileage estimates and an upfront charge based on that figure.<\/p>\n

Motorists will then submit an actual mileage reading at the end of the year and this will be backed up by a mileage reading at the car\u2019s annual MOT.<\/p>\n

At the end of the year, drivers will see their balance and either pay any outstanding amount or spread the cost over the following 12 months.<\/p>\n

Expert opinion:<\/p>\n

At such a crucial point in the switch\u00a0to\u00a0electric, ministers should be making the system simpler, fairer and easier\u00a0to\u00a0understand, not pressing ahead with a policy whose key faults remain unresolved.<\/p>\n

Nandy told a cross-party select committee that ministers have ruled out a new tax on households or requiring the BBC to show adverts as alternatives.<\/p>\n

Apple slices with peanut butter, yogurt with berries and hummus with oat biscuits\u00a0are better snack options than a pre-made snack bar.<\/p>\n

Have alcohol alongside a balanced meal containing protein and fibre.<\/p>\n

Vital support such as speech and language therapy, occupational therapy and child mental health services are run via regional NHS commissioning groups, known as integrated care boards (ICBs).<\/p>\n

But a record number of children with education, health and care plans (EHCPs) \u2013 council-funded documents that describe a child\u2019s needs and unlock extra support \u2013 has pushed services to breaking point.<\/p>\n

The Department of Health and Social Care said there had been \u201cno change to statutory functions\u201d, meaning the NHS must continue to meet its statutory duties to deliver SEND services. The department said it was \u201cworking closely with local areas to ensure they are not disrupted\u201d.<\/p>\n

Frontline staff \u2018doubt SEND is a priority\u2019<\/p>\n

It comes as the Department for Education (DfE) invests \u00a31.8bn in its new \u201cexperts at hand\u201d service, which aims to make it easier for mainstream schools to recruit professionals such as speech and language therapists (SALTs) and occupational therapists (OTs).<\/p>\n

But one frontline health professional told the Institute for Government that \u201crecent ICB redundancies have fallen disproportionately on SEND teams, who were already severely stretched\u201d.<\/p>\n

Another ICB representative told the institute that in their local area, there were plans to merge 15 jobs across urgent care, mental health, and children\u2019s services into just one role.<\/p>\n

\u201cCuts of this magnitude risk eroding institutional knowledge and capacity, and leaving front-line staff doubtful that SEND is a priority \u2013 yet all this is happening entirely independently of the government\u2019s SEND reforms,\u201d according to the IfG report. <\/p>\n

The DfE funding of \u00a31.8bn is part of wider SEND reforms, backed by \u00a34bn, to boost early intervention and see more pupils educated at mainstream schools, with special schools reserved for those with the most complex needs.<\/p>\n

In addition, the Government is investing \u00a340m to \u201cgrow the specialist workforce of educational psychologists and speech and language therapists\u201d, according to DfE guidance on the experts at hand offer.<\/p>\n

Of this, \u00a315m will go towards establishing new speech and language therapy advanced practitioners in every ICB area.<\/p>\n

Uncertainty plaguing reforms<\/p>\n

The sweeping reforms are set to be underpinned by the new Education for All Bill, set out in Parliament in the King\u2019s Speech<\/a>. It is set to be introduced this autumn to \u201craise standards in schools and introduce generational reforms\u201d.<\/p>\n

But concerns have been raised over whether the SEND workforce<\/a> can meet current demand, with the number of EHCPs increasing to 638,700 as of January last year \u2013 10.8 per cent higher than the year before and 80 per cent higher than in 2018-19.<\/p>\n

A report by the Education Policy Institute, published on Tuesday, called on ministers to increase the number of educational psychologists and speech and language therapists, and improve access to paediatric services and child and adolescent mental Health services (CAMHS).<\/p>\n

SEND parents have reported struggling to access appropriate speech and language therapy<\/a> for non-verbal children; long NHS wait lists for child mental health support; and limited contact hours with child psychologists and therapists.<\/p>\n

England\u2019s largest teaching union, the National Education Union, warned in March that more investment in the SEND workforce was needed to achieve the Government\u2019s goals.<\/p>\n

However, the Institute for Government argued that \u201cuncertainty\u201d in the health services was \u201cperhaps the most debilitating\u201d aspect of SEND reform \u2013 as the NHS workforce is depleting.<\/p>\n

In May 2025, the NHS designated SEND services under \u201creview for transfer\u201d out of integrated care boards, suggesting they may no longer be an ICB responsibility. More than six months later, the NHS confirmed to ICBs that SEND would \u201cremain their responsibility\u201d, without clarifying how these services would be managed, according to the report.<\/p>\n

This led to staff redundancies that have \u201clanded quite disproportionately on the health teams that specialise in delivering special educational needs services\u201d, according to Amber Dellar, a researcher on the IfG\u2019s public services team who wrote the report.<\/p>\n

\u201cThat going on alongside other parts of government saying, \u2018What we really need is for health services to have more special educational needs professionals\u2019 \u2026 while at the same time the NHS is potentially making a disproportionate number of them redundant, it\u2019s really just very counterproductive,\u201d Dellar told The i Paper.<\/p>\n

Redundancies \u2018should not be happening\u2019<\/p>\n

The IfG highlighted a wider \u201clack of co-ordination\u201d between government departments, with the DfE and the Ministry of Housing, Communities and Local Government (MHCLG) both separately raising concerns with the Cabinet Office over a disjointed approach \u2013 \u201cbut to no avail\u201d.<\/p>\n

It revealed that both departments have launched separate projects to understand how implementing the SEND reforms will affect them, suggesting that \u201congoing attempts to co-ordinate the reforms in the centre are themselves uncoordinated\u201d.<\/p>\n

The IfG added that the Department of Health and Social Care was \u201cshocked to hear where redundancies were falling and insisted this should not be happening\u201d and deferred to the NHS as the \u201cdecision maker\u201d.<\/p>\n

But the IfG said it was \u201cunacceptable\u201d that the Government department was failing to take \u201cgreater oversight of a system it is expected to lead in under a year\u201d and warned that the NHS restructure \u201cthreatens to derail SEND reform before it has properly begun\u201d.<\/p>\n

The report has recommended a new cross-government working group to set a shared vision for the SEND reforms as well as a clearer national picture of spending and workforce capacity across SEND and children\u2019s services. <\/p>\n

It also argued that health input into SEND provision should be \u201ccommissioned locally rather than through the NHS \u2013 if SEND is not a priority for DHSC\u201d.<\/p>\n

A Government spokesperson said: \u201cWe are proud to be delivering the biggest reform to the SEND system in a generation, backed by \u00a34bn, to make sure every child gets the right support.\u201d<\/p>\n

It added: \u201cWe have made clear that ICBs must continue to meet their SEND responsibilities and work with local authorities to improve services and outcomes for children and young people.\u201d<\/p>\n
