Photo credit should read: Peter Byrne\/PA Wire\" class=\"wp-image-4081996\" style=\"aspect-ratio:1\/1;object-fit:cover;width:100px\"  \/>Steve Kelly, the brother of 38-year-old Michael Kelly, and Sue Roberts, the sister of 24-year-old Graham Roberts, during the press conference (Photo: Peter Byrne\/PA Wire)<\/p>\n<p>Inquest findings<\/p>\n<p>Fresh inquests held in 2016 found the fans had been unlawfully killed and that police had caused or contributed to their deaths.<\/p>\n<p>\nWhat will the law do?\n<\/p>\n<p>1The law will create a legally-enforceable \u201cduty of candour\u201d for public officials to tell the truth to inquiries and investigations.<\/p>\n<p>2The Hillsborough Law will also ensure victims of disasters or state-related deaths are entitled to parity of legal representation during inquests and inquiries.<\/p>\n<p>3Bereaved families will get access to public funding, just as public money is used to support Government and public authority lawyers.<\/p>\n<p>\t\t\t\t<img decoding=\"async\" src=\"https:\/\/inews.co.uk\/wp-content\/themes\/inews-theme\/assets\/images\/chevron.svg\" alt=\"\"\/><\/p>\n<p>Depending on their individual circumstances, pensioners can be entitled to pension credit, council tax benefit and housing benefit or all three.<\/p>\n<p>But many are either unaware they are entitled to the help, unsure how to claim it, or put off by long and onerous application forms.<\/p>\n<p>Independent Age is calling on the incoming Andy Burnham government to publish a new take-up strategy to ensure all pensioners are receiving their full entitlements.<\/p>\n<p>The report, based on analysis by Public First, finds that only 62 per cent of those eligible are receiving the income-related pension credit, meaning 1.2m people are missing out on a <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/inews-lifestyle\/money\/pensions-and-retirement\/billions-pension-benefits-unclaimed-4404727?srsltid=AfmBOorgBecAqDaM9kypuJdcNm6_BKtJPBpaUfNiN97AkI6ddGg--hfd&amp;ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">combined \u00a32.5bn in available funds<\/a>.<\/p>\n<p>And some 230,000 pensioner households are not claiming pensioner housing benefit, amounting to about \u00a31.1bn in available welfare support.<\/p>\n<p>Official take-up figures of the council tax reduction benefit are not produced; however, the report indicates that over a million pensioner households could be missing out on this.<\/p>\n<p>Modelling by Independent Age shows that a total of 2.5 million people are missing out on pension credit, housing benefit, or council tax relief, or a combination of all three.<\/p>\n<p>Analysis by The i Paper suggests that some pensioners eligible for all three benefits could be missing out on as much as \u00a313,000 a year.<\/p>\n<p>Pension credit is worth \u00a375 a week or \u00a33,900 a year, while housing benefit is worth between \u00a3115 and \u00a3130 a week, or around \u00a36,000 a year (between \u00a35,980 and \u00a36,760).<\/p>\n<p>Older people who receive pension credit often qualify for maximum council tax support, where their bill is reduced to zero or has a significant discount. The average council tax bill is \u00a32,400.<\/p>\n<p>If 100 per cent of pensioners claimed what they were entitled to, the Treasury\u2019s overall benefits bill would increase.<\/p>\n<p>However, this would be mitigated in part by savings for the NHS and social care, as more people would be living healthier, more independent lives.<\/p>\n<p>Are you missing out on pensioner benefits? How to check<\/p>\n<p>Depending on individual circumstances, pensioners can claim one or all of pension credit, housing benefit and council tax reduction once they reach state pension age, which is currently 66.<\/p>\n<p>Pension credit is available to anyone over the state pension age on weekly incomes of less than \u00a3238 for single people or \u00a3363.25 a week for a couple. The benefit tops up their income to that threshold.<\/p>\n<p>People who reached state pension age before 6 April 2016, and saved some money for retirement, may also qualify for an additional savings credit payment. This provides extra pension credit support for people with modest savings or an income above the basic state pension. Eligible people can receive up to \u00a317.96 a week if they are single, or up to \u00a320.10 a week as a couple.<\/p>\n<p>Anyone who thinks they may be eligible can apply for pension credit on the <a href=\"https:\/\/www.gov.uk\/pension-credit\/how-to-claim\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Government online portal<\/a>, or by calling the pension credit claim line on 0800 991234. Applications can start up to four months before a person reaches state pension age.<\/p>\n<p>Housing benefit helps people on a low income pay their rent and is worth between \u00a3115 and \u00a3130 a week. Anyone with savings of more than \u00a316,000 is not eligible.<\/p>\n<p>People can either apply via the same government portal as part of their pension credit claim, or via their local council. They will need to show proof of ID, rent and income in order to receive the benefit.<\/p>\n<p>The Government is also working on a new joined-up service for customers to apply for pensioner housing benefit and pension credit together.<\/p>\n<p>Council tax reduction helps people on a low income pay their council tax bill and depends on the claimant\u2019s circumstances and where they live. People have to apply through their local council, with the same documentation. As with housing benefit, anyone with savings over a certain threshold is ineligible.<\/p>\n<p>The report, entitled The only way is up: The impact of improved entitlement take-up on pensioner poverty and healthcare spending, also shows that 770,000 older people would remain in poverty, even if they took up all the benefits available to them.<\/p>\n<p>This suggests that financial entitlements and the state pension alone are not always adequate to live on.<\/p>\n<p>The number of older people in relative poverty in the UK rose last year to 1.7 million, an increase of 200,000 compared to the year before. Another one million pensioners live close to the poverty line.<\/p>\n<p>The report found that three groups especially benefited from increased take-up of these entitlements.<\/p>\n<p>These were: older people living alone, older renters and those on the old state pension. This is due to a combination of likely higher initial costs such as housing or energy, and a lower income.<\/p>\n<p>Joanna Elson, chief executive of Independent Age, said: \u201cOur social security system was designed as a safety net for all of us, but the evidence is clear, it is failing older people in poverty. Money that has been set aside is not reaching the older people who need it and at a time with increasing costs, the impact of this is devastating.<\/p>\n<p>\u201cThrough our helpline, we hear often from older people who are having to skip meals or only wash once a week to make ends meet.
