{"id":702898,"date":"2026-07-21T06:23:12","date_gmt":"2026-07-21T06:23:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/702898\/"},"modified":"2026-07-21T06:23:12","modified_gmt":"2026-07-21T06:23:12","slug":"burnham-pledges-to-end-rough-sleeping-in-england-in-first-speech-as-prime-minister-homelessness","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/702898\/","title":{"rendered":"Burnham pledges to end rough sleeping in England in first speech as prime minister | Homelessness"},"content":{"rendered":"<p class=\"dcr-1s160rg\">Andy Burnham has promised to end rough sleeping in England in his first pledge as prime minister, allocating an additional \u00a3340m over three years as he seeks to replicate the homelessness schemes he rolled out in <a href=\"https:\/\/www.theguardian.com\/uk\/greater-manchester\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Greater Manchester<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">Speaking in front of Downing Street immediately after becoming prime minister, Burnham said he would try to get people off the streets \u201cat the earliest opportunity\u201d.<\/p>\n<p class=\"dcr-1s160rg\">The announcement was welcomed by homelessness campaigners, who say the pledge can be met with enough money and political will.<\/p>\n<p class=\"dcr-1s160rg\">The prime minister\u2019s critics, however, greeted the promise with scepticism, pointing out that despite having set out a similar goal as Greater Manchester mayor, Burnham had overseen <a href=\"https:\/\/manchestermill.co.uk\/exclusive-rough-sleeping-in-greater-manchester-has-risen-for-the-fourth-year-in-a-row\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">four years of rising street homelessness<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">Burnham said on Monday: \u201cOn my first day as prime minister, I\u2019m announcing this government\u2019s commitment to finally end long-term rough sleeping across the UK at the earliest opportunity.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe\u2019ll get to work immediately, bringing together national and local government with the investment needed to get it done.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Officials said the government would now put an extra \u00a3340m into its homelessness strategy \u2013 equivalent to \u00a3113m a year \u2013 which would come from unused parts of the housing department\u2019s budget.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/QRYGT\/1\/\" class=\"dcr-olkhl1\" rel=\"nofollow noopener\" target=\"_blank\">Graph showing rough sleeping by regional mayoralty<\/a><\/p>\n<p class=\"dcr-1s160rg\">They said the money would pay for 1,200 new homes and help support 3,000 people over five years.<\/p>\n<p class=\"dcr-1s160rg\">The money comes on top of \u00a33.5bn, the previous government\u2019s allocation for its <a href=\"https:\/\/www.gov.uk\/government\/publications\/a-national-plan-to-end-homelessness\/a-national-plan-to-end-homelessness\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">homelessness strategy<\/a>, which ministers said at the time was designed to halve the rates of long-term rough sleeping.<\/p>\n<p class=\"dcr-1s160rg\">Steve Reed, the housing secretary who oversaw that strategy, <a href=\"https:\/\/x.com\/SteveReedMP\/status\/2079213117968445700\" data-link-name=\"in body link\" rel=\"nofollow\">was sacked<\/a> from his post on Monday as Burnham began the process of putting his cabinet together.<\/p>\n<p class=\"dcr-1s160rg\">Burnham\u2019s promise, which the former Labour leader Jeremy Corbyn had planned to announce if elected prime minister, aims to emulate the success of the <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/jun\/11\/coronavirus-homelessness-uk-rough-sleepers-lockdown-tories\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cEveryone In\u201d policy<\/a> which the government briefly enacted during the Covid pandemic.<\/p>\n<p class=\"dcr-1s160rg\">It also echoes a pledge he made when he was running for the Greater Manchester mayoralty in 2017, when he promised to eliminate rough sleeping in Manchester within three years if elected.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Andy Burnham becomes Britain\u2019s new prime minister - The Latest\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/07\/1784614992_319_1919.jpg\" height=\"259\" width=\"460\" class=\"dcr-18dqxt1\"\/>Andy Burnham becomes Britain\u2019s new prime minister &#8211; The Latest<\/p>\n<p class=\"dcr-1s160rg\">After he won that election, he had some early success with his homelessness policy, both with his rough sleeping programme, known as A Bed Every Night, and his broader scheme to tackle long-term homelessness, called <a href=\"https:\/\/www.theguardian.com\/society\/housing\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Housing<\/a> First.<\/p>\n<p class=\"dcr-1s160rg\">In his first five years as mayor, rough sleeping dropped by two-thirds, which supporters say showed the merits of corralling different parts of government around the same aim.<\/p>\n<p class=\"dcr-1s160rg\">Those in Manchester at the time say Burnham was able to use his position as mayor to force greater collaboration between different councils and government bodies to tackle the problem.<\/p>\n<p class=\"dcr-1s160rg\">For example, he made the 10 councils under his jurisdiction share data so that someone who was rough sleeping in Bolton, for example, could also be tracked if they came into central Manchester during the day.<\/p>\n<p class=\"dcr-1s160rg\">He also made sure landlords did not evict tenants because of relatively minor misdemeanours, which experts say is a major cause of street homelessness.<\/p>\n<p class=\"dcr-1s160rg\">Shabnum Mustapha, a former official at the Greater Manchester mayoralty, said: \u201cIn the early days it was hard, trying to bring together a bunch of statutory agencies and organisations which have been working on this problem for decades and decades.<\/p>\n<p class=\"dcr-1s160rg\">\u201cBut by taking a big tent approach, working with different councils, other parties and organisations such as faith groups, he had a lot of success.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Critics, however, point out that in each of the past four years, rough sleeping has risen, so the level is now three-quarters of what it was in 2017.<\/p>\n<p class=\"dcr-1s160rg\">Supporters say rates were difficult to keep down after the national government ended its pandemic support schemes. His opponents, however, accuse Burnham of having taken his focus off one of his foundational policies.<\/p>\n<p class=\"dcr-1s160rg\">James Cleverly, the shadow housing secretary, said: \u201cHis record in Manchester showed initial success, then failure once his focus shifted.
