at National Galleries in Edinburgh to strike during festival season"},"content":{"rendered":"<p>STAFF at the\u00a0<a href=\"https:\/\/www.nationalgalleries.org\/\" rel=\"nofollow noopener\" target=\"_blank\">National Galleries of Scotland<\/a>\u00a0are set to\u00a0<a href=\"https:\/\/theedinburghreporter.co.uk\/tag\/strikes\/\" data-type=\"post_tag\" data-id=\"39227\" rel=\"nofollow noopener\" target=\"_blank\">walk out<\/a>\u00a0in August over \u201cserious health and safety concerns\u201d and the proposed closure of exhibitions.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pcs.org.uk\/contact-us\/press-media-contacts\/national-galleries-scotland-set-be-hit-staff-walkouts-during-edinburgh-fringe\" rel=\"nofollow noopener\" target=\"_blank\">Public and Commercial Services (PCS)<\/a>\u00a0union members \u2013 which represents staff at the galleries \u2013 recorded an 81% turnout in the ballot, with 80% of those who voted backing strike action over \u201cmajor concerns\u201d outlined by staff in the Security and Visitor Experience team, and what they call \u201cdetrimental changes\u201d for gallery attendants.<\/p>\n<p class=\"wp-block-paragraph\">Concerns raised include new minimum staffing level requirements, which the union claims raise serious health and safety concerns and diminish the quality of the visitor experience during the busy festival season and result in room and floor closures.<\/p>\n<p class=\"wp-block-paragraph\">They have also accused the National Galleries of making opportunistic use of fixed-term contracts to reduce staff numbers and make minimum staffing \u2013 which sets a baseline for the minimum number of employees required to safely operate a facility or process \u2013 without consultation.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/www.deadlinenews.co.uk\/wp-content\/uploads\/2026\/07\/TER-20250503-_A7R0039-HDR20250503.jpg?ssl=1\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" data-recalc-dims=\"1\" height=\"464\" width=\"696\" decoding=\"async\" class=\"wp-image-1273523\"\/><\/a>National Gallery of Scotland \u00a9 2025 Martin McAdam<\/p>\n<p class=\"wp-block-paragraph\">The National Galleries have been accused of failing to consult staff on the proposed changes.<\/p>\n<p class=\"wp-block-paragraph\">PCS members, however, see changes at the national galleries as part of a longer term programme of cuts across public services in Scotland.<\/p>\n<p class=\"wp-block-paragraph\">The strikes, while not given explicit dates, are expected to take place in August, during Edinburgh\u2019s peak festival season.<\/p>\n<p class=\"wp-block-paragraph\">PCS Scotland national officer, Ruby Gibson\u00a0said:\u00a0\u201cPCS members have voted for industrial action following senior management imposing changes to an agreed staffing model for front-of-house staff in Gallery Attendant roles.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cCiting budgetary pressures, management have used the\u00a0expiration\u00a0of fixed term contracts to reduce staffing numbers to make minimum resource the norm.<\/p>\n<p class=\"wp-block-paragraph\">\u201cFurthermore, NGS management are now citing Scottish Government documentation related to Ivan McKee\u2019s Public Service Reform strategy as part of the reason why they don\u2019t have to consult with trade unions.<\/p>\n<p class=\"wp-block-paragraph\">\u201cPCS\u2019s position is that making minimum staffing the norm\u00a0represents\u00a0a change from the previously agreed staffing model and is therefore a matter for consultation.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe changes present the potential for floor and room closures of exhibitions if they are short staffed and lone working or working out of the sight of other staff presents health and safety concerns.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The decision to impose these changes rather than consult with PCS\u00a0demonstrates\u00a0a complete lack of respect for the workforce and in turn, the workforce have shown their disappointment and frustration through their response in the ballot.<\/p>\n<p class=\"wp-block-paragraph\">\u201cTaking strike action is always the last resort but PCS members will not accept management\u2019s repeated refusal to not consult over these detrimental changes.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Strike dates have not yet been confirmed, but PCS members across all four galleries are expected to participate in August. The union warned of \u201csignificant disruption\u201d.<\/p>\n<p class=\"wp-block-paragraph\">The National Galleries of Scotland is an executive non-departmental public body which manages the three national galleries of Scotland and is primarily funded by the Scottish Government.<\/p>\n<p class=\"wp-block-paragraph\">PCS is the largest civil service union and represents around 27,000 government workers across Scotland.<\/p>\n<p class=\"wp-block-paragraph\">A spokesperson from the National Galleries of Scotland said: \u201cColleagues, visitors and the art in our care remain our top priorities.<\/p>\n<p class=\"wp-block-paragraph\">\u201cStaffing levels in our Security and Visitor Experience team have increased by 16% compared to 2023\/24 and 2025\/26 averages. Working practices and operations remain the same under the structure agreed following PCS consultation in 2023.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe chose not to fill five vacant positions in line with our long standing organisational approach to vacancy management.
