Not so for <a href=\"https:\/\/www.theguardian.com\/world\/friedrich-merz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Friedrich Merz<\/a>\u2019s holiday reading list.<\/p>\n<p class=\"dcr-1s160rg\"><a href=\"https:\/\/www.theguardian.com\/world\/germany\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Germany<\/a>\u2019s embattled chancellor, who has faced one rough patch after another since taking office 14 months ago, seems to be seeking spiritual guidance this year while putting his feet up.<\/p>\n<p class=\"dcr-1s160rg\">According to<a href=\"https:\/\/www.faz.net\/aktuell\/politik\/inland\/thorsten-frei-mit-91-9-prozent-zum-fraktionschef-gewaehlt-201075537.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> the conservative broadsheet Frankfurter Allgemeine Zeitung<\/a>, the Christian Democratic Union leader is taking Pope Leo\u2019s encyclical on artificial intelligence, Magnifica humanitas (Magnificent humanity), on his break.<\/p>\n<p class=\"dcr-1s160rg\">Introduced by <a href=\"https:\/\/www.theguardian.com\/world\/2026\/may\/25\/pope-leo-encyclical-ai-artificial-intelligence-slavery\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the Guardian in May<\/a> as \u201cthe first major text on safeguarding humankind of his papacy\u201d, the encyclical makes the case for the \u201cmost rigorous\u201d ethical constraints on the march of technology, calling AI the biggest threat to humanity.<\/p>\n<p>Pope Leo XIV, right, at the presentation of his first encyclical, Magnifica humanitas. Photograph: Alessandra Tarantino\/AP<\/p>\n<p class=\"dcr-1s160rg\">One of the world\u2019s 1.4 billion Roman Catholics, Merz tends to be <a href=\"https:\/\/www.domradio.de\/artikel\/welche-rolle-spielt-der-glaube-bei-friedrich-merz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">private about matters of belief<\/a>, so his beach reading speaks volumes.<\/p>\n<p class=\"dcr-1s160rg\">The <a href=\"https:\/\/www.theguardian.com\/world\/2026\/may\/06\/stuck-in-the-mud-one-year-on-friedrich-merz-struggles-to-find-his-footing\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">historically unpopular <\/a>70-year-old politician has described AI as a challenge and a chance for Europe\u2019s top economy after seven years of stagnation, just as he has demanded streamlined EU rules to prevent red tape from snuffing out its potential.<\/p>\n<p class=\"dcr-1s160rg\">In a <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/kanzler-kuenstliche-intelligenz-industrie-2422036\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">speech<\/a> in April, he said Germany was one of the world\u2019s leading nations in the use of AI, particularly in industry. Merz said he was banking on its power to boost productivity and prosperity as he faces a <a href=\"https:\/\/www.theguardian.com\/world\/alternative-fur-deutschland-afd\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">surge in support for the far right.<\/a><\/p>\n<p class=\"dcr-1s160rg\">Despite the \u201ceuphoria\u201d in some circles about how machines can alter the way we live, Merz said many Germans feared AI\u2019s power to eliminate jobs and upend lives.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe question, however, is not whether we want AI or not,\u201d he said. \u201cAI is here and is already being put to practical use. It is now up to us to decide what happens in this transformation.\u201d<\/p>\n<p class=\"dcr-1s160rg\">It is perhaps fitting that Merz would choose to wrestle with life\u2019s great moral questions while on his holiday, reportedly to be spent largely in <a href=\"https:\/\/www.theguardian.com\/world\/germany\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Germany<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">His latest woes were touched off two weeks ago when the ambitious head of his CDU parliamentary group, Jens Spahn, announced he and his husband had welcomed <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jul\/18\/germany-cdu-party-chair-resigns-surrogacy-jens-spahn\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a baby born to a surrogate in the US<\/a>.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-12\" class=\"dcr-76akua\">skip past newsletter promotion<\/a><\/p>\n<p class=\"dcr-vf9hps\">Sign up to Bookmarks<\/p>\n<p class=\"dcr-1r7my33\">Discover new books and learn more about your favourite authors with our expert reviews, interviews and news stories. His departure prompted Germany\u2019s biggest cabinet reshuffle since the early 1960s.<\/p>\n<p class=\"dcr-1s160rg\">The shake-up orchestrated by Merz was chaotic, with one designated minister pulling out at the last minute, leaving the sitting official he was to replace hung out to dry until he finally stepped down to preserve his own \u201cdignity\u201d.<\/p>\n<p class=\"dcr-1s160rg\">The shambolic proceedings have led to intrigue worthy of a political thriller, with talk of a <a href=\"https:\/\/www.spiegel.de\/spiegel\/print\/index-2026-32.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cpalace revolt\u201d against Merz and speculation over whether he would make it in office until Christmas<\/a>.
