I don’t know what she was thinking? To me, it was a pure case of VANDALISM,” the president posted on social media on Saturday.

Trump’s attempts to renovate the pool, and the millions he has spent to do so, may endure in memory not only as a warning about the persistence of mother nature during Washington DC’s hot and muggy summer months, but also the perils of the president’s insistence on fast-tracked renovations in advance of a major celebration, in this case America’s 250th year since independence.

The odyssey begins

April 2026

Trump says he was inspired to undertake the renovation after complaints of a friend visiting from Germany, who he said told him the water in the pool was dark and filthy, and looked disgusting.

The administration initiates a no-bid project to seal seams and coat the basin bottom in “American flag blue”. The plan envisioned a one-to-two-week timeline to drain the pool and reseal it. Costs were estimated at $1.5m-$2m.

The pool, which holds approximately 4m gallons of water, was previously renovated in 2012, at a cost of $34m, in an effort to improve its floor support system to prevent the pool from sinking. But neither the algae blooms, nor its leaking joints, have ever been resolved.

Bypassing the National Park Service, Greenwater Services of Brookfield, Ohio, was selected to install a water-purification system using patented NanoBubble Ozone Technology (NBOT).

Federal contracting records reveal that firm’s ultimate owner is the JJ Cafaro Investment Trust, led by John J Cafaro, a Trump donor and a neighbor to Mar-a-Lago, Trump’s “Winter White House”, in Florida.

Atlantic Industrial Coatings, the contractor responsible for the lining project, and Mid-America Industrial Coatings, a subcontractor, elected to use two products, Pipeliner 5000 in dark blue and a light blue Rhino 406 primer, for the project.

Trump faces legal challenges

May 2026

The pool project faces legal challenges from non-profits, which try to block the blue refinishing over historic preservation concerns. Work continues, deadlines are missed and the scope of the work expands.

On 7 May, Trump visits the reflecting pool, according to a press release from the White House. His motorcade drives straight over the drained, coated basin of the pool alongside cabinet members Doug Burgum of the interior department and Markwayne Mullin of the homeland security department.

Trump says the original gray stone was “never good”, adding: “It never had the color people wanted, but now it’s going to have the great color.”

Trump blames vandals, Hearn is arrested

June 2026

The pool is refilled with water but reprieve from algae blooms is brief. Maintenance crews apply hydrogen peroxide and the bubble technology to try to stop the takeover. The blue liner begins to peel and bubble. Costs climb to between $14m and $16m.

Less than two weeks before America 250 celebrations are set to culminate, and while the pool’s status is in the national limelight, former Olympian David Hearn is arrested and charged with property destruction. Hearn, the only person facing a felony charge over damage to the reflecting pool, pleads not guilty. If convicted, he faces a 10-year prison sentence and a $1,000 fine.

Trump says: “We had vandalism. It’s not a lot of damage, but we’ll probably have to let the water out and re-fix it. They went in there with a knife. I was just told by the people over at Parks, five people are arrested, and five people are under investigation right now – and it’s a sad thing.”

Celebrations begin as pool remains political

Early July 2026

On 2 July, Pirro says National Park Service employees witnessed Hearn “forcefully and violently” pulling at the liner and becoming belligerent when told to stop.

Anti-algae and cleanup efforts continue through Independence Day celebrations. Soon after, the pool is drained a second time to clear out fireworks debris and address the peeling coating.

Trump administration dismisses case against Hearn

31 July 2026

Prosecutors said they could no longer move forward with the case against Hearn and instead blamed damage to the pool liner as “the result of flawed installation by the contractor”.

In a 20-page court filing in DC superior court, prosecutors said they had received information about a “rush to complete the project prior to events associated with the America 250 celebration in the weeks surrounding Independence Day 2026”.

In the document, the government acknowledged “a rushed and flawed installation process, with repeated failures of the lining during the installation process, and extensive peeling of the lining throughout the Reflecting Pool”.

“It was not until after these documents were produced,” Pirro’s office added, that her office “first became aware of information showing that the damage was the result of a botched installation and not vandalism as initially represented by [the interior department]”.

As the reflecting pool remains unfinished, and costs remain high, attorneys for Hearn have said the government “owes Mr Hearn an apology” and Pirro has come under fire.

“Its dismissal today does not erase the abuse of government power in arresting and charging a patriotic American who did nothing wrong.
