\n The council\u2019s stance was revealed in response to questions submitted by environmental campaigner Hannah Davies, 37, who challenged whether the policy was contributing to wider environmental problems in Newport and whether the council had reviewed its impact.\n<\/p>\n

\n A council spokesperson said: “The effectiveness of waste services is not assessed through recycling performance alone.”\n<\/p>\n

\n The council confirmed that no formal review has taken place and none is planned.\n<\/p>\n

\n Despite public concern, the authority defended its approach and said it monitors a wider range of indicators\u2014 including fly-tipping, street cleanliness, enforcement<\/a>, and customer reports\u2014 to assess the effectiveness of its waste services.\n<\/p>\n

\n A spokesperson said: “Across Newport, fly-tipping incidents have continued to reduce in recent years, while enforcement activity remains at record levels.”\n<\/p>\n

\n The council also confirmed that it identifies environmental “hotspots” using an intelligence-led approach based on reports from residents, council officers, and partner organisations.\n<\/p>\n

\n A spokesperson said: “We deploy both CCTV and officers to actively patrol and monitor hotspots daily to support ongoing improvements to local environmental standards.”\n<\/p>\n

\n It also revealed that its cleansing service has recently been restructured to improve standards across all areas of the city.\n<\/p>\n

\n The council said: “The service has recently undergone a full restructure, with a renewed focus on improving standards across all wards within the city.”\n<\/p>\n

\n New environmental initiatives rolled out in 2025 and 2026 include seven-day street cleansing, more litter and recycling bins, upgraded recycling for flats, new specialist vehicles, pop-up recycling centres, and a policy for abandoned shopping trolleys.\n<\/p>\n

\n Ms Davies also questioned the level of public influence over waste services.\n<\/p>\n

\n The council said it values resident feedback and uses it to shape and improve operations.\n<\/p>\n

\n A spokesperson said: “Comments, complaints, and positive feedback from residents are used by the service area to review service provision.\n<\/p>\n

\n “Where we feel improvements can be made within operations, these will be implemented.”\n<\/p>\n

\n The authority also said it intends to publish more detailed environmental performance data in 2026\/27, including statistics on fly-tipping, enforcement, and local improvements.\n<\/p>\n
