A search and rescue operation was underway to find survivors. Six people were seriously injured and several homes were destroyed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6rd8j800023b6rl1ad0oqp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The site, an open-air waste dump which is the largest in the city, had been designated for closure on Sunday, according to Lt. Col.
