However, the program is projected to face significant financial challenges in the coming years as retirees live longer and the ratio of workers to beneficiaries declines.

The debate over who receives benefits has intensified amid concerns that a substantial portion of payments go to higher-income retirees who are less dependent on the program than lower-income beneficiaries.

What To Know

According to the Washington Post Editorial Board and recent IRS data, more than one-third of Social Security benefits are currently paid to retirees whose incomes exceed $100,000 annually, and this share is expected to rise in coming decades.

The editorial board wrote that Social Security is increasingly “out of step with modern times” and suggested that benefits should be targeted more heavily toward retirees who depend on them the most.

Kevin Thompson, the CEO of 9i Capital Group and the host of the 9innings podcast, said the substantial amount of Social Security benefits paid to retirees who have incomes above six figures merely reflects the way the system was built.

“Two things are true: the more you pay into Social Security, the more you will ultimately receive in benefits, and most people will receive more from the Social Security system than they personally paid in, in part because half of the payroll tax contribution is paid by their employer,” Thompson told Newsweek.

However, the new discussion comes months after the Committee for a Responsible Federal Budget proposed a “Six Figure Limit” that would cap annual Social Security benefits at roughly $100,000 for couples and $50,000 for single retirees. The think tank estimated such a cap could generate substantial savings for the program over time.

“The Six Figure Limit is likely to support stronger economic growth by reducing unified budget deficits, increasing personal savings and investment, and improving certainty over benefit levels,” the CRFB said in March of this year. “These effects should more than counter the SFL’s small negative work incentives.”

Thompson said seniors are receiving what was promised to them based on their earnings history.

“Whether someone ‘needs’ the benefit is largely irrelevant,” Thompson said. “That was never the design of the social contract underpinning our Social Security system.”

He added: “Higher earners pay more into the system and receive larger benefits, but the benefit formula is progressive, replacing a greater percentage of income for lower-wage workers. But with the SSA’s insolvency now less than a decade away, pressure is mounting on Congress to decide whether Social Security should continue providing the same level of benefits across the income spectrum or focus on retirees with the greatest financial need.

“The numbers expose an uncomfortable policy question. Social Security was built as social insurance, not a poverty program. So should someone with substantial retirement income lose a benefit simply because they no longer ‘need’ it? That changes the bargain,” Michael Ryan, a finance expert and the founder of MichaelRyanMoney.com, told Newsweek.

“At the same time, pretending there’s no tradeoff doesn’t work either.
