(Photo by Nicholas Kajoba\/Anadolu via Getty Images)<br \/>Photographer: Anadolu<br \/>Provider: Anadolu via Getty Images<br \/>Source: Anadolu<\/p>\n<p>Vaccines and treatments<\/p>\n<p>The WHO recommends two vaccines, but the issue of availability is particularly pressing in poorer nations.<\/p>\n<p>A new global stockpile is set to be launched within weeks, meaning vaccines can be deployed more quickly to stop outbreaks.<\/p>\n<p>But they do not stop outbreaks alone, with experts calling for better contact tracing, early detection, strong public health surveillance and supportive care.<\/p>\n<p>\t\t\t\t<img decoding=\"async\" src=\"https:\/\/inews.co.uk\/wp-content\/themes\/inews-theme\/assets\/images\/chevron.svg\" alt=\"\"\/><\/p>\n<p>It led to claims by poverty campaigners that the much-anticipated roll-out of plug-in <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/solar-power?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">solar power<\/a> could \u201centrench the divide between people who can afford to take energy saving measures and those who must cut back on energy use due to a lack of affordability\u201d.<\/p>\n<p>The announcement that the panels will now be legal to buy came as Ofgem raised <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/energy-price-cap?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">the energy price cap<\/a> by 4 per cent, or \u00a373, to \u00a31,935 a year from October \u2013 the highest level in three years.<\/p>\n<p>Responding to the increase, <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/andy-burnham?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Andy Burnham<\/a> said: \u201cWe\u2019ll continue to look as we go forward at how we get <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/energy-prices?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">energy prices<\/a> down in the long term, and that\u2019s what we need to do too.\u201d<\/p>\n<p>Argos among those selling from Thursday<\/p>\n<p>Plug-in solar panels are cheaper than traditional solar panels, which require installation, and reduce a household\u2019s energy bills by generating electricity and reducing the amount drawn from the grid.<\/p>\n<p>While the technology is widely used in countries like Germany, it has been illegal in the UK up until now under safety regulations.<\/p>\n<p>However, after the completion of an independent safety study, the Government has declared that the technology is safe to use with UK wiring and new regulations will come into effect on Thursday allowing the kits to go on sale.<\/p>\n<p>McCluskey said that the Government expected the price of single panel kits to settle at between \u00a3400 and \u00a3600, and that Argos would be among those selling them from Thursday with \u201cother retailers to follow soon after\u201d.<\/p>\n<p>Single-panel kits could save households up to \u00a3110 a year on their bills, with each kit producing up to 800 watts \u2013 enough to power 20 per cent of an average home\u2019s electricity use \u2013 or roughly sufficient to run a fridge, television, Wi-Fi router, laptop, phone charger and an Xbox S at once when the sun is shining.<\/p>\n<p>With the kits still costing hundreds of pounds to buy, The i Paper asked McCluskey whether there were any plans for <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/politics\/12000-solar-panel-grants-fast-tracked-households-4327891?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Government grants to reduce the upfront cost for lower-income households<\/a>.<\/p>\n<p>He said: \u201cAt the moment we\u2019re not proposing delivering them through a Government scheme from the Department for Energy Security and Net Zero.<\/p>\n<p>\u201cBut obviously local authorities, charities, others will have their own funds that they could choose if they want to subsidise plug-in solar or to purchase plug-in solar for their residents\u2026 there\u2019s nothing standing in their way of doing that.\u201d<\/p>\n<p>Ministers will \u2018look more closely\u2019 at subsidies<\/p>\n<p>McCluskey said that ministers would \u201clook more closely\u201d at whether subsidised units would be \u201csomething in the future that we might provide through Government schemes\u201d. He said if local authorities wanted to do it now they had his \u201centhusiastic\u201d support and \u201cshould get on and do it\u201d.<\/p>\n<p>The government had <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/politics\/free-plug-in-solar-rolled-out-households-4368071?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">previously indicated<\/a> that it would pilot free plug-in solar panels for some households under its Warm Homes Plan.<\/p>\n<p>Plug-in solar is seen as particularly promising for people like renters and those in flats, who have struggled to benefit from traditional solar in the past.<\/p>\n<p>Many renters will still have to get permission from their landlords to use the kits, but McCluskey urged landlords not to stand in the way.<\/p>\n<p>\u201cWe have written to the National Landlords Association, making quite clear the benefits of plug-in solar, and would hope that that would be looked on favourably by landlords,\u201d he said. \u201cI don\u2019t see a reason why a landlord should needlessly withdraw consent or not provide consent for that when the safety case is robust.\u201d<\/p>\n<p>Energy Secretary <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/politics\/burnhams-new-energy-secretary-backed-frequent-flyer-tax-4672130?ico=in-line_link\" rel=\"nofollow noopener\" target=\"_blank\">Miatta Fahnbulleh<\/a> said that plug-in solar would be a \u201csimple, affordable way for households to take control of their energy bills and start saving straight away\u201d and that it would allow people to benefit from \u201cclean homegrown energy\u201d.<\/p>\n<p>Fears over energy divide<\/p>\n<p>But poverty campaigners have questioned whether cash-strapped local authorities can afford to give out grants, and suggested the Government could do more to make them more affordable.<\/p>\n<p>Simon Francis, co-ordinator of the End Fuel Poverty Coalition, said: \u201cHouseholds struggling with further increases in energy bills or in energy debt cannot find several hundred pounds up front, however good the payback looks over four years.<\/p>\n<p>\u201cThe danger is this could entrench the divide between people who can afford to take energy saving measures and those who must cut back on energy use due to a lack of affordability. In the current climate, expecting charities or local authorities to cover this cost is unrealistic.\u201d<\/p>\n<p>Jonathan Bean from Fuel Poverty Action added: \u201cWe should all be getting our fair share of the cheap clean energy from our wind and sun.
