A gynaecologist who removed two patients’ ovaries without consent at Guernsey<\/a>‘s Princess Elizabeth Hospital, will face a new tribunal after the High Court quashed a decision that left him free to practise.<\/p>\n

Dr Ali Shokouh-Amiri had been deemed “fit to practise” by a medical tribunal in February 2025. That came after he faced more than 100 allegations of inappropriate behaviour<\/a>, with 24 instances proven.<\/p>\n

Justice Morris ruled that the original tribunal made “clear errors of fact” and “unreasonable conclusions”. <\/p>\n

That tribunal had found Dr Amiri had “shown good insight into his failures … and put in place procedures and actions to address his failings to ensure they do not happen again”. <\/p>\n

Since then, Dr Amiri has continued to practise. He is currently working as a Consultant at Southend Hospital and is employed by the Mid and South Essex NHS Foundation Trust. <\/p>\n

The General Medical Council (GMC) appealed that decision, and argued that it was insufficient to protect the public.<\/p>\n

After the decision, they said, “The court agreed that the tribunal made errors when considering the very serious allegations against Dr Ali Shokouh-Amiri, with the judgment noting that at various points, clear errors of fact were made and the tribunal failed to consider important evidence.”<\/p>\n

Specifically, the High Court sided with the GMC on the handling of evidence regarding two patients.<\/p>\n

In the meantime, the GMC told ITV News that Dr Amiri is currently allowed to practise.<\/p>\n

They said that “The current status of the doctor on the GMC\u2019s register is that he is registered with a licence to practise”.<\/p>\n

Dr Christine Blanshard, Chief Medical Officer at Mid and South Essex NHS Foundation Trust, said:<\/p>\n

\u201cDr Shokouh-Amiri is employed by the Trust but is not currently working in a patient-facing role.\u201d<\/p>\n

In Guernsey, Dr Michelle Le Cheminant, Chair at the General Medical Council (GMC), said,”We are committed to providing safe and high-quality care. <\/p>\n

“We continually review and strengthen our processes and welcome feedback from patients on how we can improve the care and experience we provide.\u201d <\/p>\n

They added that “As this process is ongoing, and it would not be appropriate for us to comment further on individual findings while it continues.”<\/p>\n

Dr Amiri will now face a new tribunal which will re-examine the findings related to those two patients, before a fresh decision on whether he is fit to practise.<\/p>\n

A spokesperson for the Medical Practitioners Tribunal Service said, “We will consider the judgment carefully for learning points that will help improve future decision-making by our tribunals. <\/p>\n

“We recognise the importance of concluding matters as soon as possible and will relist this hearing at the earliest opportunity.”<\/p>\n

The original allegations were made about inappropriate behaviour involving six patients, relating to when Dr Shokouh-Amiri worked in Guernsey.<\/p>\n

The proven allegations include that he:<\/p>\n

Removed the ovaries of Patient C and Patient D without consent, with “no clinical indication” for the removal of Patient D’s ovaries<\/p>\n

Touched Patient D’s clitoris<\/p>\n

Kissed and hugged Patient F on two separate occasions<\/p>\n

Rubbed and\/or touched Patient A\u2019s leg<\/p>\n

Performed multiple intimate examinations without a chaperone present<\/p>\n

The Island’s Medical Specialist Group previously confirmed that Dr Shokouh-Amiri worked for them from 31 October 2016 to 31 August 2019 when he left the partnership and he has not seen patients in Guernsey since January 2019.<\/p>\n
