Most York residents are set to see their recycling boxes swapped for bins.

City of York Council’s executive today (Wednesday) approved the roll out of two new 180 litre wheelie bins to around 63,000 households initially at a cost of £2.8 million.

Labour environment executive member Cllr Jenny Kent said the proposals were about reducing street litter, making recycling easier and saving money long-term.

“Residents and lovely volunteers who pick up litter across the city are literally begging us to get rid of the boxes which spill everywhere, the stray lids that blow all over the place,” she told the meeting.

“So this will be really welcome for the two thirds who said yes please, to all the people who pick up litter on our streets, and I think in time to the whole city who will see the benefits.”

But the Liberal Democrats said the changes were being sold as making recycling easier but would in reality see people wait four weeks for each collection.

The plan led to a clash between Cllr Nigel Ayre, leader of the Liberal Democrat Group and Labour council leader Claire Douglas.

How it will work

These homes will have three bins – their current one for general waste, and two new ones: one for paper and card and another for glass, tins and plastic.

Each of them will be collected once every four weeks in a two-week alternating cycle.

The cycle would see general waste collected in the first and third weeks, with paper and card taken away in the second and all other recycling in the fourth.

If the household pays for garden waste collection they would have four bins.

About 10,000 homes with limited storage space, including those in terraced streets, will keep the boxes for now. They will be looked at in the coming years.

Cllr Ayre said: “We strongly urge you not to go ahead with wasting £3 million of taxpayers’ money on new bins, saddling future budgets with 15 years of debt repayments, safe in the knowledge that by June – when all of these bins are delivered and all of the problems we’re now seeing in North Yorkshire are happening – you and this administration will be long gone.”

In response, Cllr Douglas said: “You’re so polite, Cllr Ayre. I think actually that was quite disrespectful to the work that the officers have put into this work.”

The proposals come as the council looks to save £520,000 from its waste collection services over the next two years.

Now the plan has been approved, it will take an estimated nine to 12 months to implement, according to York council officials.

Most York residents are set to see their recycling boxes swapped for bins.
