The First Ministers of Wales, Scotland and Northern Ireland will sign a landmark agreement on Monday to pressure Downing Street to hold referendums on independence.<\/p>\n
SNP leader John Swinney, Plaid Cymru leader Rhun ap Iorwerth and Sinn F\u00e9in vice president Michelle O\u2019Neill will meet in Cardiff<\/a> on Monday.<\/p>\n Swinney went as far as suggesting that Burnham is \u2018facing up to the idea that he will go down in history as the final prime minister of the United Kingdom\u2019.<\/p>\n The three are expected to sign a memorandum of understanding pushing for referendums in their respective countries. The meeting is as party leaders \u2013 not as officials of their respective governments. <\/p>\n Northern Ireland<\/a>\u2019s deputy First Minister Emma Little-Pengelly of the DUP has already said Ms O\u2019Neill has \u2018not sought any agreement or permission from me to travel, attend or sign anything as First Minister\u2019.<\/p>\n \t\t\t\tSign up for all of the latest stories\t\t\t<\/p>\n Start your day informed with Metro’s News Updates<\/a> newsletter or get Breaking News<\/a> alerts the moment it happens. <\/p>\n UK governments have been consistently against the holding of referendums on separation since the 2014 vote in Scotland<\/a>.<\/p>\n \t\t Prime Minister Andy Burnham<\/a> told the Commons another vote in Scotland could be held if there was a \u2018clear consensus\u2019 north of the border for it, but a letter sent to Mr Swinney later clarified a referendum remained \u2018off limits\u2019.<\/p>\n The issue of a border poll in Ireland has been thrust into the spotlight following weekend comments from Donald Trump<\/a> in support of Irish unity.<\/p>\n A Sinn F\u00e9in source told the Press Association the Cardiff summit will be about \u2018where the parties can work<\/a> together to make a difference to people\u2019s lives; and how each of our nations has the right to shape its own future through democratic means, guided by the will of its people\u2019.<\/p>\n The source added: \u2018In Ireland, the constitutional future belongs to the people of this island. The Good Friday Agreement gives us the democratic means to decide it, and now is the time to prepare seriously for that choice. Irish unity is not a distant aspiration. The work of building the new Ireland must begin now.\u2019<\/p>\n Speaking on the BBC\u2019s Sunday With Laura Kuenssberg<\/a>, Welsh First Minister Mr ap Iorweth said: \u2018We\u2019re talking about how we can work together, let\u2019s talk about what we have in common and what we don\u2019t.\u2019<\/p>\n \t\t He added: \u2018There\u2019s also something that ties us together, isn\u2019t there?
