We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p>Earlier this month, an <a href=\"https:\/\/www.independent.co.uk\/topic\/anthropic\" rel=\"nofollow noopener\" target=\"_blank\">Anthropic<\/a> researcher issued a doomsday warning straight out of a sci-fi novel &#8211; there\u2019s a <a href=\"https:\/\/www.independent.co.uk\/tech\/anthropic-openai-ai-threat-jacob-coxon-b3047033.html\" rel=\"nofollow noopener\" target=\"_blank\">10 per cent <\/a>chance of Artificial Intelligence could destroy humanity.<\/p>\n<p>President Donald Trump has already made his thoughts on the developing technology clear, proclaiming in a post on Truth Social recently: \u201cWhoever wins AI, wins!\u201d<\/p>\n<p>Although he was not speaking about war specifically, Trump added that he and the US are the only guardrails needed on AI &#8211;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/trump-superintelligence-ai-regulation-china-b3055069.html\" rel=\"nofollow noopener\" target=\"_blank\"> or super intelligence as he is trying to rebrand it<\/a> &#8211; claiming that his administration had already stopped bad \u201cthings\u201d from occurring. <\/p>\n<p>While experts <a href=\"https:\/\/www.independent.co.uk\/tech\/anthropic-ai-slow-down-expert-fears-b3049669.html\" rel=\"nofollow noopener\" target=\"_blank\">have feared the worst <\/a>long before ChatGPT started a global conversation about AI, the acceleration of new technology means that it is already rapidly becoming difficult to control. <\/p>\n<p>This week Australian Albanese said that <a href=\"https:\/\/www.independent.co.uk\/news\/world\/australasia\/openai-hack-australia-medicare-health-data-b3055463.html\" rel=\"nofollow noopener\" target=\"_blank\">an OpenAI agent had hacked into a government health website<\/a> while doing research. But the impact of AI on human life goes far beyond accessing private data, and it already appears the technology is being used to help wage war. <\/p>\n<p>\u201cAI is being integrated into militaries globally at an increasingly rapid pace as many governments see AI as decisive for their military competitiveness,\u201d Georgia Cole, research fellow in Chatham House\u2019s International Security Programme told The Independent. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/09\/iStock-1369204459.jpg\"  loading=\"lazy\" alt=\"Multiple studies found AI was more likely to trigger a nuclear scenario than humans\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Multiple studies found AI was more likely to trigger a nuclear scenario than humans (Getty\/iStock)<\/p>\n<p>Cole says that the technology is being deployed across the military spectrum in everything from battlefield awareness, training, surveillance and reconnaissance to target identification and unmanned military vehicles. In just one example, Russia <a rel=\"nofollow noopener\" data-affiliate=\"true\" target=\"_blank\" href=\"http:\/\/go.redirectingat.com\/?id=44681X1458326&amp;xcust=b3051011&amp;url=https%3A%2F%2Fwww.nytimes.com%2F2026%2F08%2F24%2Fworld%2Feurope%2Frussia-drones-autonomous-ai-kill-ukraine-war.html&amp;sref=\/news\/world\/ai-nuclear-war-anthropic-trump-b3051011.html\">deployed a fully autonomous drone which killed three Ukrainian civilians<\/a>. <\/p>\n<p> In 2024, reports emerged that Israel\u2019s military had <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/israel-gaza-hamas-war-ai-b2523039.html\" rel=\"nofollow noopener\" target=\"_blank\">allegedly used an AI-based programme called Lavender<\/a> in Gaza after the devastating October 7 attacks by Hamas. <\/p>\n<p>In a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/03\/israel-defence-forces-response-to-claims-about-use-of-lavender-ai-database-in-gaza\">statement<\/a> to The Guardian, the IDF denied using AI to generate confirmed military targets, but did confirm Lavender was used to \u201ccross-reference intelligence sources, in order to produce up-to-date layers of information on the military operatives of terrorist organisations.\u201d<\/p>\n<p>\u201cThe IDF does not use an artificial intelligence system that identifies terrorist operatives or tries to predict whether a person is a terrorist. Information systems are merely tools for analysts in the target identification process.\u201d<\/p>\n<p>More recently, AI users in <a href=\"https:\/\/www.independent.co.uk\/topic\/houthi\" rel=\"nofollow noopener\" target=\"_blank\">Houthi<\/a>-held <a href=\"https:\/\/www.independent.co.uk\/topic\/yemen\" rel=\"nofollow noopener\" target=\"_blank\">Yemen<\/a> have attempted to use Claude for instructions on how to build ballistic missiles and Russian hackers have tried to use the technology to spy on groups in <a href=\"https:\/\/www.independent.co.uk\/topic\/ukraine\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine<\/a>, according to a threat intelligence report released <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.anthropic.com\/threat-intelligence-report-september-2026\">by Anthropic. <\/a><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/09\/1790465899_986_download.-1..jpeg\"  loading=\"lazy\" alt=\"Drones are routinely used to cause devastation in the Ukraine-Russia war\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Drones are routinely used to cause devastation in the Ukraine-Russia war (AP)<\/p>\n<p>At the more extreme end of worst-case-scenarios, numerous studies, including one <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.kcl.ac.uk\/news\/artificial-intelligence-under-nuclear-pressure-first-large-scale-kings-study-reveals-how-ai-models-reason-and-escalate-under-crisis\">by King\u2019s College London<\/a> in February and another by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/hai.stanford.edu\/policy\/policy-brief-escalation-risks-llms-military-and-diplomatic-contexts\">Stanford University in 2024<\/a>, found that during wargaming AI is are far more likely than humans to escalate to nuclear threats. <\/p>\n<p>The King\u2019s study found that AI chose nuclear signalling in 95 per cent of simulated crises. <\/p>\n<p>\u201cYou could imagine a situation where an AI hallucinates signs of a nuclear attack, causing a leader to authorise nuclear retaliation against an imaginary strike,\u201d says Cole. <\/p>\n<p>\u201cThe receiving country could retaliate before realising they are not under attack. We already have examples from the Cold War of near-misses from errors or inaccuracies in early-warning systems. <\/p>\n<p>\u201cAI decreases both transparency of these systems and the amount of time available for decision-makers to respond. State or non-state actors could also use AI to target nuclear systems, either trying to disable them (leading to a retaliation) or to trigger use.\u201d<\/p>\n<p>She says that destruction could also take places through AI being used to \u201chelp design a super virus or bioweapon\u201d, although the steps to creating such weapons would be met by many barriers. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/uk\/wp-content\/uploads\/2026\/09\/2295823854...jpeg\"  loading=\"lazy\" alt=\"Donald Trump believes \u2018whoever wins AI, wins\u2019 and says he should he final arbiter on its use\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Donald Trump believes \u2018whoever wins AI, wins\u2019 and says he should he final arbiter on its use (Getty)<\/p>\n<p>Anthropic warned that \u201cbiological misuse is one of the most serious risks of frontier AI models\u201d. The company did not name the research institutions or the countries where the technology had been used and stated this is because it was uncertain of the intention behind the questions. <\/p>\n<p>Yasir Atalan, a deputy director and data fellow in the Futures Lab at the Centre for Strategic and International Studies, says that the technology could also have an impact on the decision-making of human beings in a state of war. <\/p>\n<p>His team are working on a study at the CSIS that showed AI model behaviours to actual military officers, with some people given escalatory recommendations and others given non-escalatory options. <\/p>\n<p>\u201cWhat we realised is that it actually changed how people make a decision,\u201d he said. \u201cIf they get a recommendation from an escalatory model they actually make more escalatory choices. So it\u2019s actually happening, changing real human behaviour.\u201d<\/p>\n<p>However, he adds that the 10 per cent figure quoted by the Anthropic researcher is a \u201cred herring\u201d and not based on \u201ccredible analysis\u201d. <\/p>\n<p>\u201cThere are no mechanisms about showing how this is actually possible,\u201d he explains. Other extreme scenarios include \u201ckiller robots that get rogue\u201d, but he adds that these assessments may not be credible and are \u201cdoomsday\u201d scenarios. <\/p>\n<p>More practically, rogue actors can also use AI to spread disinformation and misinformation campaigns, says Atalan. It could also trick humans into doing this. \u201cThis is already happening in the digital space where fake accounts are being created.\u201d<\/p>\n<p>He also believes it is important to assess how what kind of risks Chinese actors could pose to US models, including within the data leaking process or as part of tricking a system into a mass data leak. <\/p>\n<p>Cole adds that other worse-case outcomes include AI agents hacking \u201ccritical infrastructure at a scale that causes mass casualty incidents\u201d as well as being used to develop weapons in asymmetric warfare. Recent statements by AI developers mean that these types of capabilities \u201cmay no longer be that far out of reach\u201d, she says. <\/p>\n<p>Both experts believe that the issue is not the technology but the importance of guardrails to curtail the worst apocalyptic outcomes. <\/p>\n<p>\u201cThe worst outcomes are where there are unchecked models integrating significantly fully to command and control systems, \u201csays Atalan. <\/p>\n<p>\u201cThe issue isn\u2019t necessarily the use of AI itself, the issue is the absence of guardrails or transparency into how AI is being used, and the absence of serious scrutiny of where AI truly improves military decision-making versus where it\u2019s harmful,\u201d says Cole. <\/p>\n<p>\u201cThere are ongoing conversations at the UN about developing a treaty governing lethal autonomous weapons, but it is unlikely that this will be negotiated and adopted any time soon. Even if it is, many key powers are opposed to any legally binding limitations. <\/p>\n<p>\u201cConcurrently, integration is intensifying, and it\u2019s unlikely that countries will voluntarily (or have the ability to) backtrack and de-automate their militaries. Realistically, the forecast is more autonomy, faster decision-making, and growing reports of harm in war caused, at least in part, by AI, until governments can agree to common regulations.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Want to bookmark your favourite articles and stories to read or reference later?
