Photograph: Dolores Ochoa\/AP<\/p>\n<p class=\"dcr-1s160rg\">On 8 September, a day before Rubio arrived, a US patrol vessel intercepted the fishing boat Don Rufo in international waters near <a href=\"https:\/\/www.theguardian.com\/world\/ecuador\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Ecuador<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe gringos were all armed as if they were going to war,\u201d said the boat\u2019s captain, Mero Calder\u00f3n, 50. \u201cI tried to show them our catch to prove that we were there working, but they wouldn\u2019t listen,\u201d he added.<\/p>\n<p>A US patrol vessel intercepting the fishing boat Don Rufo in international waters near Ecuador. Photograph: US Southern Command\/X<\/p>\n<p class=\"dcr-1s160rg\">\u201cThey brought two huge bombs aboard, took us to their ship, handcuffed and blindfolded us, and blew our boat to pieces,\u201d said Calder\u00f3n, who along with five other fishers, was handed over to local authorities.<\/p>\n<p class=\"dcr-1s160rg\">But another 10 crew members were fishing farther out to sea in a smaller boat that was not equipped to make it back to shore. Photograph: Ecuadorian Navy<\/p>\n<p class=\"dcr-1s160rg\">US Southern Command <a href=\"https:\/\/x.com\/Southcom\/status\/2097475163658883493\" data-link-name=\"in body link\" rel=\"nofollow\">posted<\/a> an edited 14-second video of the operation and said \u201cintelligence confirmed\u201d that the vessel was being used by a gang as a \u201cfloating refuelling station\u201d for speedboats allegedly carrying drugs \u2013 which the fishers deny.<\/p>\n<p class=\"dcr-1s160rg\">It was one of eight operations involving Ecuadorian boats in just more than two weeks \u2013 the latest <a href=\"https:\/\/x.com\/Southcom\/status\/2100391285366358521\" data-link-name=\"in body link\" rel=\"nofollow\">on 16 September<\/a> \u2013 to follow the same pattern. Photograph: US Southern Command @Southcom<\/p>\n<p class=\"dcr-1s160rg\">Also, rather than unilateral US attacks, the new wave of operations has the open support of Ecuador\u2019s far-right president, Daniel Noboa, who is calling them \u201cjoint operations\u201d.<\/p>\n<p class=\"dcr-1s160rg\"><a href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> has compared the drug trafficking operations to the campaign against the Islamic state. \u201cLike ISIS, they should be killed, exiled or detained as enemy combatants without the possibility of release, which is what we\u2019re doing,\u201d Trump said on Tuesday.<\/p>\n<p class=\"dcr-1s160rg\">Some analysts see the shift as an indication that the US\u2019s military strategy against drug trafficking in Latin America has entered a new phase.<\/p>\n<p>Marines and sailors with Maritime Raid Force, LCF-24, boarding the Ecuadorian fishing vessel Conquista 2 in the Pacific on 2 September. Photograph: US Marine Corps Forces, South<\/p>\n<p class=\"dcr-1s160rg\">\u201cNoboa has offered Ecuador as a \u2018laboratory\u2019 for the implementation of this new phase,\u201d said Will Freeman, a fellow for Latin America studies at the Council on Foreign Relations.<\/p>\n<p class=\"dcr-1s160rg\">Although Ecuador does not produce cocaine like neighbouring Colombia and Peru, over the past decade it has become a major trafficking hub because of its access to the Pacific, including the area where the attacks on boats have been taking place.<\/p>\n<p class=\"dcr-1s160rg\">Noboa has responded with a <a href=\"https:\/\/www.theguardian.com\/global-development\/2026\/may\/20\/forced-disappearances-torture-ecuador-war-on-drugs-us-troops\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">controversial \u201ciron-fist\u201d<\/a> approach to the gangs, issuing repeated states of emergency and expanding the role of the armed forces.<\/p>\n<p>Relatives of the four minors apprehended by soldiers and found dead near a military base dance during a rally to demand justice a year after their apprehension in Guayaquil, Ecuador on 8 December 2025. Photograph: Marcos Pin\/AFP\/Getty Images<\/p>\n<p class=\"dcr-1s160rg\">This crackdown however has done little to reduce violence, and instead has eroded <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/22\/ecuador-guayaquil-four-military-sentenced\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">human rights<\/a>. The most notable example of human rights abuse came last year in the case of the \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2025\/jan\/12\/we-are-shattered-afro-ecuadorians-mourn-four-boys-found-dead-after-encounter-with-military\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Guayaquil Four<\/a>\u201d, the forced disappearance of four Afro-Ecuadorian boys between the age of 11 and 15. All four boys were found dead, there bodies charred and dismembered.<\/p>\n<p class=\"dcr-1s160rg\">Despite pushback from voters, Noboa signed an agreement with the White House authorising <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/mar\/04\/us-military-action-operation-ecuador\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">joint operations<\/a> and granting US military personnel involved in counter-narcotics operations immunity from criminal prosecution. The operations have also extended to land, with US troops <a href=\"https:\/\/www.primicias.ec\/seguridad\/ecuador-comando-sur-operativo-toque-queda-crimen-organizado-133310\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">taking part in raids<\/a> last Thursday.<\/p>\n<p class=\"dcr-1s160rg\">\u201cNoboa is interested in the optics of a very lethal crackdown and in making Ecuador a place where the Trump administration can refine those methods and show them off,\u201d said Freeman, who has also reported on the boat attacks in Ecuador for <a href=\"https:\/\/www.newyorker.com\/news\/the-lede\/an-ecuadorian-fishing-boat-disappears-amid-trumps-strikes-in-the-pacific\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the New Yorker<\/a> magazine.<\/p>\n<p>People look at the remains of a burned-out fishing boat in the port of Manta, Ecuador, on 6 June 2026. Photograph: Ecuadorean Army\/AFP\/Getty Images<\/p>\n<p class=\"dcr-1s160rg\">Trump has pressured Latin American presidents to join an anti-drug cartel coalition he created called <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/07\/an-ideological-guest-list-trump-invites-latin-americas-rightwing-leaders-to-florida-summit\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Shield of the Americas<\/a>. With Peru and Colombia recently joining, the group now includes all but the few countries still governed by the left, such as Mexico and Brazil \u2013 where a far-right senator is a <a href=\"https:\/\/www.theguardian.com\/world\/2026\/sep\/14\/brazil-bolsonaro-far-right-minas-gerais\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">serious contender<\/a> in October\u2019s election.<\/p>\n<p class=\"dcr-1s160rg\">So far, the coalition\u2019s primary goal appears to have been increasing joint operations against alleged drug traffickers.<\/p>\n<p class=\"dcr-1s160rg\">Adam Isacson, director for defence oversight at the Washington Office on Latin America, expects joint operations to expand across the region.<\/p>\n<p>Fishermen work along the shore as local fishermen are increasingly being pursued by Ecuadorean gangs to move drugs and for their skills navigating the Pacific waters along Ecuador\u2019s coast, in Manta, on 4 June. Photograph: Karen Toro\/Reuters<\/p>\n<p class=\"dcr-1s160rg\">Isacson stressed that though more people are being turned over to local authorities instead of killed, the US is \u201cstill doing the bad old stuff\u201d. On 19 September, four people <a href=\"https:\/\/x.com\/Southcom\/status\/2101458571758063975\" data-link-name=\"in body link\" rel=\"nofollow\">were killed<\/a> in the Caribbean. As with the other airstrikes, the US has not disclosed their identities or any of the alleged evidence linking them to criminal activity.<\/p>\n<p class=\"dcr-1s160rg\">During his trip to Ecuador, Rubio said the decision on what approach to take was \u201ca strike-by-strike or operation-by-operation determination\u201d that depended on the threat and location of the boat, but that the US <a href=\"https:\/\/apnews.com\/article\/rubio-noboa-ecuador-drug-trafficking-trump-133a5eca2b8925dfc1dc0daa1266c73e\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">would \u201cstill<\/a> blow up ships if need be\u201d.<\/p>\n<p class=\"dcr-1s160rg\">Human rights organisations have described the airstrikes as <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2026\/09\/united-states-un-experts-demand-end-unlawful-killings-sea-one-year-death\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">extrajudicial killings,<\/a> and a special rapporteur for the UN human rights council has concluded that there are \u201creasonable grounds to believe\u201d that they constitute \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2026\/sep\/21\/us-boat-strikes-crime-against-humanity\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">crimes against humanity<\/a>\u201d.<\/p>\n<p class=\"dcr-1s160rg\">Despite Trump\u2019s claims, <a href=\"https:\/\/www.wola.org\/2026\/09\/civil-society-letter-oversight-and-accountability-after-one-year-of-boat-strikes\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">available data<\/a> show they have had <a href=\"https:\/\/www.washingtonpost.com\/world\/2026\/07\/27\/operation-southern-spear-has-not-slowed-cocaine-entering-us\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">no impact<\/a> on the volume of cocaine entering the country.<\/p>\n<p class=\"dcr-1s160rg\">Journalists and human rights groups have managed to <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/15\/us-military-airstrikes-caribbean-pacific-victim-identities\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">identify some of the victims<\/a>, who in many cases were innocent or, when suspected of involvement in criminal activity, poor people at the bottom of trafficking networks.<\/p>\n<p>Relatives wait for 32 crew members to be released under precautionary measures in Manta, Ecuador, on 8 September 2026. Photograph: Ariel Ochoa\/EPA<\/p>\n<p class=\"dcr-1s160rg\">In Ecuador, the local NGO Permanent Committee for the Defence of Human Rights estimates that more than 220 fishers <a href=\"https:\/\/www.cdh.org.ec\/ultimos-pronunciamientos\/706-cesen-los-ataques-de-militares-estadounidenses-contra-nuestros-pescadores.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">have been subjected to<\/a> \u201cviolent boardings, arbitrary detentions, enforced disappearances, torture and the destruction of vessels\u201d in this year\u2019s US operations.<\/p>\n<p class=\"dcr-1s160rg\">None of the fishers remains in custody and, while some are still facing prosecution, many have already been acquitted for <a href=\"https:\/\/efe.com\/mundo\/2026-09-12\/ecuador-barcos-eeuu\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">lack of evidence<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">\u201cFishers are losing their livelihoods when the US destroys the boats. Besides, if the US says the vessels were being used to refuel drug boats, why destroy the evidence?\u201d said the committee\u2019s lawyer, Fernando Bast\u00edas.<\/p>\n<p class=\"dcr-1s160rg\">A US Southern Command spokesperson said it conducts operations \u201cin compliance with US and international law\u201d and that leaving boats \u201cintact could permit their reuse by criminal networks\u201d.<\/p>\n<p class=\"dcr-1s160rg\">Although the US and Ecuador have celebrated the recent operations on social media, three cases from earlier this year <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jun\/13\/ecuador-fishing-boats-us-strikes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">remain unclaimed<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">The first was on 20 January, when the fishing vessel <a href=\"https:\/\/www.hrw.org\/report\/2026\/07\/21\/a-dangerous-partnership\/abuses-unanswered-questions-and-us-ecuador-security\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Fiorella disappeared<\/a> with eight crew members on board; days earlier, some of them had told relatives they were being monitored by drones and by a vessel on which they said they had seen a US flag.<\/p>\n<p class=\"dcr-1s160rg\">Human rights organisations and journalists identified <a href=\"https:\/\/www.theguardian.com\/global-development\/2026\/apr\/21\/ecuador-us-boat-strike-survivors\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">two more cases<\/a> with similar patterns in late March, although the fishers survived. The Washington Post <a href=\"https:\/\/www.washingtonpost.com\/investigations\/2026\/08\/13\/covert-cia-program-said-be-behind-mysterious-attacks-galpagos-boats\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that the three cases were part of a covert CIA programme, and the agency declined to comment.<\/p>\n<p class=\"dcr-1s160rg\">A US Southern Command spokesperson said it had no knowledge of, nor were its forces \u201cinvolved in the incidents described in reports involving the Fiorella\u201d.<\/p>\n<p>Maria Mero and her mother, Maria Cueva, speak during an interview after Mero\u2019s husband Gabriel Aladino Mero Delgado and brother Jefferson Ariel Mero Cueva disappeared from the boat Fiorella after a strike in June 2026. Do they have them in the US, in a prison somewhere? We don\u2019t want any trouble; we just want them to send them back to us,\u201d she told the Guardian.<\/p>\n<p class=\"dcr-1s160rg\">The families say they have spent months trying to get answers from the Ecuadorian government, so far without success.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThey were fishers, not criminals. Let the great president come here to my house and see whether I have luxuries, anything that would show I\u2019m a drug trafficker.
