{"id":789516,"date":"2026-10-02T10:06:18","date_gmt":"2026-10-02T10:06:18","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/789516\/"},"modified":"2026-10-02T10:06:18","modified_gmt":"2026-10-02T10:06:18","slug":"vehicle-registration-required-for-recycling-centre-visits","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/789516\/","title":{"rendered":"Vehicle registration required for recycling centre visits"},"content":{"rendered":"<p>\n  The changes, introduced by Cheshire West and Chester Council, are part of a wider effort to reduce unauthorised use and ensure fair access to household waste recycling centres (HWRCs).\n<\/p>\n<p>\n  The registration scheme, approved in June 2025 following a public consultation, uses automatic number plate recognition (ANPR) technology to identify vehicles.\n<\/p>\n<p>\n  Councillor Karen Shore, deputy leader of the council and cabinet member for transport and highways (including waste), said: &#8220;I would like to thank the many residents who have already registered their vehicle to visit our HWRCs.\n<\/p>\n<p>\n  &#8220;This is mandatory, and people may be turned away if they haven\u2019t already registered, so I encourage residents to register now to avoid any issues when visiting.\n<\/p>\n<p>\n  &#8220;The new registration system aims to ensure that HWRCs remain accessible to all residents who need them whilst tackling the minority of excessive users and commercial users who are bringing unauthorised waste.&#8221;\n<\/p>\n<p>\n  Each household can register up to three vehicles, including one commercial-type vehicle, and is entitled to 30 visits within any 12-month period.\n<\/p>\n<p>\n  Additional visits can be requested under certain conditions.\n<\/p>\n<p>\n  Households who have not yet registered can do so easily online via the council website.\n<\/p>\n<p>\n  Once registered, residents will not need to show ID or proof of address, and paper permits will no longer be required.\n<\/p>\n<p>\n  The council said the new system is designed to prevent the disposal of commercial or non-household waste at the centres.\n<\/p>\n<p>\n  Cllr Shore said: &#8220;Waste from commercial premises, businesses or any &#8216;paid for&#8217; work is not permitted at any HWRC site.\n<\/p>\n<p>\n  There has been a sharp increase in frequent visits and suspected non-household waste being brought to our sites, particularly by those using commercial-type vehicles.\n<\/p>\n<p>\n  Dealing with unauthorised waste costs the Council money and reduces capacity for residents to use the sites.\n<\/p>\n<p>\n  The new registration system will make things fairer and more efficient for everyone.&#8221;\n<\/p>\n<p>\n  The council operates seven HWRCs across the borough in Chester, Ellesmere Port, Frodsham, Neston, Northwich, Tattenhall, and Winsford.\n<\/p>\n<p>\n  These sites receive around 740,000 visits each year and handle approximately 40,000 tonnes of household waste and recycling.\n<\/p>\n<p>\n  Since April 2026, the HWRCs have been managed by Cheshire West Recycling (CWR), the council\u2019s wholly owned waste management company.\n<\/p>\n<p>\n  The registration scheme is part of the council\u2019s ten-year Waste Management Strategy, adopted in 2021, which aims to reduce overall waste, increase recycling, and deliver a cost-effective service.\n<\/p>\n<p>\n  The council said reviewing how HWRCs operate is a key step in achieving these goals.\n<\/p>\n<p>\n  Registration is a one-time process per household.\n<\/p>\n<p>\n  Residents only need to update their details if they move or change vehicles.\n<\/p>\n<p>\n  Once registered, users can receive notifications about service updates, such as emergency closures due to severe weather, and monitor how many visits they have remaining.\n<\/p>\n<p>\n  A spokesperson for the council said: &#8220;If you don\u2019t have a smartphone or access to a computer and only want to register a &#8216;standard&#8217;
