The second most popular was to keep the existing relationship but cut as many trade barriers as possible with 48.2 per cent showing support and 20.9 per cent against. The same proportion thought parliament could make the decision.

More than a quarter (25.9 per cent) said they wanted the UK to rejoin the EU immediately. A slightly lower proportion (22.9 per cent) said it should happen in the next three years and 8.4 per cent opted for over the next decade.

The Independent has led the campaign for Britain to rebuild its relationship with Brussels on the basis of clear evidence that it has damaged the economy and failed to deliver promised benefits on a wide range of issues including immigration.

During his first Labour Party conference speech, Mr Burnham said that Brexit had done “more harm than good” and promised to set out the options to the country around the time of a UK-EU summit, which he said would be in November.

He insisted “this isn’t about leaping to a referendum” as he seeks to find a political consensus on the UK’s future relationship with Brussels.

But, he said, if public opinion is “pointing towards” backing re-entry into the bloc, he could commit to holding a vote on the issue in the next manifesto.

Andy Burnham said he could commit to holding a vote on the issue in the next manifesto (Getty)

He also declined to rule out skipping a referendum and fighting the next general election on a promise to rejoin.

Nigel Farage called the prime minister’s decision to reignite the Brexit debate a “very big political mistake”.
