{"id":791948,"date":"2026-10-04T19:14:12","date_gmt":"2026-10-04T19:14:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/uk\/791948\/"},"modified":"2026-10-04T19:14:12","modified_gmt":"2026-10-04T19:14:12","slug":"australia-and-turkey-criticised-for-hosting-un-climate-conference-while-embracing-coal-cop31","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/uk\/791948\/","title":{"rendered":"Australia and Turkey criticised for hosting UN climate conference while embracing coal | Cop31"},"content":{"rendered":"<p class=\"dcr-1s160rg\">The hosts of the next major United Nation climate conference, <a href=\"https:\/\/www.theguardian.com\/world\/turkey\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Turkey<\/a> and Australia, are facing criticism for being partners in a coal supply chain while remaining near silent on the need for a global deal to rapidly get off fossil fuels.<\/p>\n<p class=\"dcr-1s160rg\">With the <a href=\"https:\/\/www.theguardian.com\/environment\/cop31\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Cop31<\/a> summit in the Turkish Mediterranean city of Antalya just a month away, the two countries running the fortnight-long talks have been accused by activists of a \u201cvacuum of action\u201d on plans for a transition away from coal, gas and oil \u2013 a key goal of many nations at the talks.<\/p>\n<p class=\"dcr-1s160rg\">Preparations for Cop31 will kick up a gear this week with a small group of national leaders, including the Australian prime minister, Anthony Albanese, expected to join representatives of more than 50 countries for a preparatory meeting in Fiji and Tuvalu.<\/p>\n<p class=\"dcr-1s160rg\">Pre-summit meetings are typically bureaucratic gatherings, but expectations for his year\u2019s event were elevated after Australia \u2013 which has the new role of \u201cpresident of negotiations\u201d at Cop31 \u2013 pushed to hold it in the Pacific, and invited leaders to attend, arguing it would highlight the plight of low-lying island nations.<\/p>\n<p class=\"dcr-1s160rg\">Few leaders from outside the region accepted.<\/p>\n<p class=\"dcr-1s160rg\">The Fijian government named five expected attendees \u2013 from Thailand, Antigua and Barbuda, Cape Verde, the Maldives and Timor-Leste \u2013 but some have since cancelled. They include the Thai prime minister, Anutin Charnvirakul, as <a href=\"https:\/\/www.theguardian.com\/world\/2026\/oct\/03\/bangkok-thailand-floods-breaking-point-stagnant-lakes\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Bangkok suffered severe flooding<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">The meeting is being held just days after a New South Wales regulator <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/sep\/30\/hunter-valley-coal-project-singleton-ipc-planning-decision\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">approved the largest coalmine expansion<\/a> in the Australian state\u2019s history. Joint owners Yancoal and Glencore estimate the 19-year life extension for the Hunter Valley Operations thermal coalmine could lead to 809m tonnes of heat-trapping carbon dioxide emissions if it wins federal approval.<\/p>\n<p class=\"dcr-1s160rg\">A report, by campaign group <a href=\"http:\/\/350.org\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">350.org<\/a>, cited UN Comtrade data suggesting the supply of coking and thermal coal from Australia to Turkey had been responsible for more than 75m tonnes of carbon dioxide emissions since the signing of the landmark Paris climate agreement in 2015. It said the countries were now expanding their trade in liquified natural gas (LNG).<\/p>\n<p class=\"dcr-1s160rg\">The organisation said this had continued while the Cop31 presidents largely ignored fossil fuels \u2013 the primary cause of the climate crisis \u2013 in public comments before the summit. Three letters to countries setting out the mission and expectations for the summit, two <a href=\"https:\/\/cop31.tr\/letter-detail\/third-letter-from-the-cop31-president-designate-to-parties\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">from the Turkish government<\/a> and one <a href=\"https:\/\/cop31.tr\/letter-detail\/2nd-presidency-2026\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">joint letter with the Australians<\/a>, did not mention fossil fuels. Albanese also did not mention fossil fuels in <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/sep\/21\/no-avoiding-the-cost-of-inaction-on-climate-anthony-albanese-says-in-new-york\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a keynote speech at Climate Week<\/a> in New York two weeks ago.<\/p>\n<p class=\"dcr-1s160rg\">Andreas Sieber, 350.org\u2019s head of political strategy, said the hosts should be following the previous host, Brazil, in working on a roadmap to accelerate a transition away from dirty fuels. He said both countries should announce coal phase-out dates as a first step.<\/p>\n<p class=\"dcr-1s160rg\">\u201cAmidst <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/28\/middle-east-crisis-oil-firms-profit-colombia-conference\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the biggest energy crisis in history<\/a>, it is extraordinary that the Cop31 presidency continues to ignore the central issue of fossil fuels,\u201d Sieber said. \u201cRather than leading the transition away, both countries are still expanding fossil fuels at extreme rates.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Australia has <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/sep\/22\/solar-and-wind-generation-record-80-percent-australia-national-grid\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">accelerated its clean energy expansion<\/a> at home, but remains one of the world\u2019s biggest exporters of coal and LNG, with shipments this year <a href=\"https:\/\/www.industry.gov.au\/sites\/default\/files\/2026-10\/resources-and-energy-quarterly-september-2026.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">expected to be worth more than A$140bn<\/a>. The <a href=\"http:\/\/350.org\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">350.org<\/a> report said Turkey was Europe\u2019s biggest coal-power generator and it had signalled it could expand its coal and gas power capacity by about 30% by 2035.<\/p>\n<p class=\"dcr-1s160rg\">Australian climate change minister, Chris Bowen, has argued at previous summits that the world needs to move away from dirty fuels, including declaring at the Cop28 conference in Dubai that <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/dec\/13\/the-age-of-fossil-fuels-will-end-australias-chris-bowen-hails-cop28-agreement\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cthe age of fossil fuels will end\u201d<\/a>. He told the Guardian on Sunday that Australia was a fossil fuel-exporting country, but acting on climate change was in its national, economic and strategic interest.<\/p>\n<p class=\"dcr-1s160rg\">He said Treasury analysis had found Australia could have an impact on global emissions by becoming a renewable energy exporter. \u201cOur trading partners are pursuing their own energy transitions. Turkey has ultimate responsibility, including running a massive green trade fair, but Bowen has been appointed \u201cpresident of negotiations\u201d for the formal talks between nearly 200 nations.<\/p>\n<p class=\"dcr-1s160rg\">The Cop30 summit in Brazil last year <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/22\/cop30-deal-inches-closer-to-end-of-fossil-fuel-era-after-bitter-standoff\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">avoided collapse<\/a>, but could manage only a voluntary agreement to begin discussions on a roadmap to phase-out fossil fuels after oil-producing countries countries opposed stronger wording.<\/p>\n<p class=\"dcr-1s160rg\">Frustration over the impasse prompted 57 national governments to hold <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/apr\/30\/colombia-climate-talks-end-fossil-fuel-phaseout\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a separate conference on how to transition away from fossil fuels<\/a> in Colombia in April. Turkey and Australia were represented at the Colombia meeting by senior officials.<\/p>\n<p class=\"dcr-1s160rg\">Vanuatu\u2019s climate change minister, Ralph Regenvanu, said it would be \u201cdeeply disappointing\u201d for Pacific countries if Australia extended the life of a major coalmine as it led the Cop31 negotiations. \u201cThis decision sends the wrong signal at a critical time,\u201d he said,<\/p>\n<p class=\"dcr-1s160rg\">Bill Hare, the chief executive of the Climate Analytics, a science and policy institute, said it would be \u201cinteresting to see\u201d if Turkey and Australia could set aside their \u201caddiction to fossil fuels\u201d.
