In Morocco, where French clients have long accounted for about 80% of call-center revenue, the government had warned that up to 50,000 jobs could be exposed, and a union federation estimates that about 10,000 may already have gone. The law was written for French consumers, not for Rabat. Casablanca felt it anyway. Morocco’s Digital 2030 strategy calls for new markets. Central Europe, which made a similar journey over the past decade, has good reasons to pick up the phone.

In 1960-61, Ahmed Cherkaoui, a young painter from Boujad who had studied in Paris, spent several months at the Academy of Fine Arts in Warsaw. He came on a Moroccan-Polish exchange, recommended by the UMT trade union. In Warsaw, he met the Polish avant-garde, above all Henryk Stażewski, pursued his experiments with burlap and mixed media, and in June 1961 showed his work at the Krzywe Koło gallery. In the summer of 1967, he left Paris for good, wanting to teach in Morocco and contribute to its development rather than chase fame abroad. He died in Casablanca that August, aged 32, already one of the pioneers of Moroccan modern painting.

Six decades later, the road for Moroccan talent still runs mostly through Paris. Warsaw remains a rare and little-known stop.

The Paris pipeline

Moroccans are the largest group of foreign students in France: more than 42,000 in the 2024-2025 academic year, roughly one in ten international students, with 15% of them at engineering schools. In December 2022, former Higher Education Minister Abdellatif Miraoui said that around 700 doctors and between 2,000 and 3,000 engineers leave Morocco every year.

Talk of the end of French influence would be premature. Paris announced in September 2021 that it would halve the number of visas issued to Moroccans, and restored normal consular relations only in December 2022. But French companies keep investing: the software group Cegid opened a center at Casablanca Finance City (CFC) in May and has hired 240 people there since June 2025.

Paris has not lost its pull. It has stopped being enough.

One client, one law

Morocco’s outsourcing sector employs about 150,000 people. In 2024, its digital and offshoring services exports reached MAD 26.2 billion, about $2.8 billion, according to the Exchange Office; IT services accounted for 40.3% of that and customer relations for 37.4%. Most of the sector’s workers are in call centers, and call centers are the most exposed to France.

Estimates vary: the government spoke of 40,000 to 50,000 jobs exposed to the law, the industry of no more than 10,000 directly at risk, and the UMT union reckons roughly that many may already have gone. Small call centers that lived on telemarketing have been hit hardest. Larger firms moved staff into customer service, back-office work and IT before the ban took effect, and Outsourcia has not closed a single site.

What happens if the next rule from Paris covers technical support or IT services? And who replaces a French client that decides to cut costs? The targets of Digital Morocco 2030, MAD 40 billion in digital exports and 270,000 outsourcing jobs, will be hard to reach with one market and one foreign language.

German firms have already come. Bertrandt and FEV, both automotive engineering companies, operate in Morocco, as does the engineering consultancy Fichtner, and call centers in Rabat, Tangier and Casablanca are hiring Dutch speakers. Polish technology companies are only beginning to look.

A Polish mirror

Poland and Morocco have almost the same population: 37.3 million and 36.8 million. In 2015, foreign-owned business service centers in Poland employed 150,000 people, roughly what Morocco’s entire outsourcing sector employs today. A decade later, the sector accounts for close to half a million jobs and 6.1% of GDP, and its exports reached $48.4 billion in 2025, according to ABSL, the industry association.

Poland did not build this on one client. Foreign-owned centers, led by American, British and German companies, account for 84% of the sector’s jobs, and almost half of all centers work in IT. Their common working language is English.

Consumer prices in Poland stand at 73% of the EU average, the third-lowest level in the Union, according to Eurostat. But Poland has its own problem. In 2017, 402,000 babies were born there; in 2025, about 238,000. A sector employing half a million people will have to find talent beyond its borders.

An office, not a consulate

That does not make Poland a second France for Moroccan graduates. The migration strategy Warsaw adopted in October 2024 promises a “selective model”, tighter control of inflows and access to the labour market tied to the needs of the Polish economy. A country that loses thousands of engineers a year hardly needs another queue at another consulate.

Central Europe’s better offer is an office in Casablanca, Rabat or Tangier. Morocco has kept to UTC+1 since 2018, except during Ramadan, so Warsaw and Casablanca share a clock in winter and are an hour apart in summer. Paris has the same advantage; India, three and a half to four and a half hours ahead of Warsaw, does not.

The groundwork exists. Poland’s foreign ministry calls Morocco its leading partner on the African continent, and bilateral trade reached $2.5 billion in 2025, according to the Polish embassy in Rabat; in 2009 it was €180 million. In October 2025, Warsaw described Morocco’s autonomy plan as “a serious, realistic, and pragmatic foundation for a lasting solution” to the Sahara dispute. The Polish Investment and Trade Agency has an office in Casablanca, and in December 2025, Asseco, Profil Software, INCAT and other Polish firms came to Casablanca Finance City for a Polish-Moroccan fintech conference. Polmlek, which bought the dairy company Jibal in 2022, employs about 1,500 people in Morocco.

When the employers’ confederation CGEM hosted Polish business leaders in Casablanca in November 2024, both sides spoke of Morocco as a gateway to Africa. A developer who writes code in Casablanca for a client in Warsaw does not show up in emigration statistics, and Morocco keeps the salary and the taxes.

Cherkaoui needed a grant and a long journey to see what Warsaw had to offer. His successors need less: a Central European company willing to rent an office in Casablanca.

On August 11, France began requiring consumers’ prior consent for sales calls.
