No problem.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-telecoms-ottawa-crtc-ruling-resell-internet-melanie-joly\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-telecoms-ottawa-crtc-ruling-resell-internet-melanie-joly\/\">is upholding a decision by the telecom regulator<\/a> that allows large companies to resell high-speed Internet service over each other\u2019s fibre-optic networks. The goal, <a href=\"https:\/\/www.canada.ca\/en\/innovation-science-economic-development\/news\/2025\/08\/statement-from-minister-joly-on-the-governments-decision-to-uphold-the-canadian-radio-television-and-telecommunications-commissions-mandatory-whole.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.canada.ca\/en\/innovation-science-economic-development\/news\/2025\/08\/statement-from-minister-joly-on-the-governments-decision-to-uphold-the-canadian-radio-television-and-telecommunications-commissions-mandatory-whole.html\">according to Industry Minister M\u00e9lanie Joly<\/a>, is to increase competition and lower prices across the country. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Specifically, the Canadian Radio-television and Telecommunications Commission, or CRTC, is requiring the country\u2019s largest telephone companies \u2013 namely BCE Inc. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BCE-T\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/BCE-T\/\">BCE-T<\/a>, Telus Corp. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/T-T\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/T-T\/\">T-T<\/a> and SaskTel \u2013 to give competitors wholesale access to their fibre networks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">(Cable companies, such as Rogers Communications Inc. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/RCI-B-T\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/RCI-B-T\/\">RCI-B-T<\/a>, are required to provide resellers with network access under a concurrent policy.)<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-crtc-wholesale-internet-access-ottawa-should-reverse\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Ottawa should reverse the CRTC\u2019s decision on wholesale internet access<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">There are, of course, provisos baked into the CRTC\u2019s wholesale fibre network decision. The regulator will set the final rates (likely by the end of this year), and large internet service providers, including cable companies, can only piggyback on competitor networks to provide resale services outside of their home turf. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The policy allows for more competition on existing networks and paves the way for major players to offer discounted bundled services, including wireless, in new provinces. Trouble is, many companies in the industry are upset by the government\u2019s decision to back the CRTC\u2019s ruling and vow to keep on fighting the policy. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Some companies are still pursuing legal action, others are threatening to slash network investments and an industry association is claiming \u2013 get this \u2013 the decision is bad for consumers. (Aw, so sweet.)<\/p>\n<p class=\"c-article-body__text text-pr-5\">One would think that telecom companies would jump at the chance to vie for new customers outside their traditional territories at a time of reduced immigration and heightened concern about building a unified Canadian economy.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But Telus, it seems, is the only major player willing to compete outside its established footprint, which spans Western Canada and parts of eastern Quebec. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Vancouver-based telecom, which is already offering its resale service in new markets, is especially focused on acquiring more customers in Toronto, Montreal and Quebec City. (Telus\u2019s market share in Ontario and Quebec is less than four per cent.)<\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead of giving Telus a run for its money on its traditional power base by riding on its fibre network and poaching its customers, the telecom\u2019s competitors are teaming up to thwart its ambitions elsewhere in Canada. And they\u2019re gaslighting Canadians in the process.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Cogeco Communications Inc. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CCA-T\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/CCA-T\/\">CCA-T<\/a> and Bragg Communications Inc.\u2019s Eastlink are trying to appeal the CRTC\u2019s decision in federal court. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cUnless corrected, this policy will have a detrimental impact on consumers and the broader Canadian economy,\u201d said Fr\u00e9d\u00e9ric Perron, Cogeco\u2019s president and chief executive officer, in <a href=\"https:\/\/corpo.cogeco.com\/cgo\/en\/press-room\/press-releases\/government-upholds-broken-telecom-regime-jeopardizing-canadas-prosperity\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/corpo.cogeco.com\/cgo\/en\/press-room\/press-releases\/government-upholds-broken-telecom-regime-jeopardizing-canadas-prosperity\/\">a statement<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Cogeco is arguing that Ottawa is \u201cunfairly empowering\u201d the Big Three \u2013 Rogers, Bell and Telus \u2013 to expand by \u201creselling the networks of smaller regional players.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Eastlink, which operates in Atlantic Canada, has said it is suspending planned upgrades and intends to identify communities that will become unprofitable and \u201crequire shutdown.\u201d <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-bell-telus-competition-network-fibre-optic\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: If Bell doesn\u2019t like competing with Telus on its own broadband network, it really won\u2019t like the alternatives<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Let\u2019s get down to brass tacks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">This is primarily about the battle for Ontario and Quebec (sorry, Nova Scotia and Saskatchewan), and it is specifically about foiling Telus.<\/p>\n<p class=\"c-article-body__text text-pr-5\">As my colleague Irene Galea has previously reported, both <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-telecoms-ottawa-crtc-ruling-resell-internet-melanie-joly\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-telecoms-ottawa-crtc-ruling-resell-internet-melanie-joly\/\">Rogers and BCE oppose the government\u2019s endorsement<\/a> of the CRTC decision.<\/p>\n<p class=\"c-article-body__text text-pr-5\">For its part, Rogers has said Ottawa\u2019s position \u201cdoes not incent Canadian companies to invest in Canada.\u201d BCE, meanwhile, has said its Canadian fibre build is \u201clargely going to plateau.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead of using the CRTC decision to compete in Western Canada, BCE is focused on providing fibre internet services to more households in the western United States over the coming years through its acquisition of internet provider Ziply Fiber. <\/p>\n<p class=\"c-article-body__text text-pr-5\">I\u2019m sure Canadian customers will completely understand why the Montreal-based company is putting America first.<\/p>\n<p class=\"c-article-body__text text-pr-5\">That brings us to the Canadian Telecommunications Association, which is also \u201cextremely disappointed\u201d that the government chose to support the CRTC decision. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Unsurprisingly, Telus is not one of its members.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThis decision undermines the very goals it claims to support. It discourages investment, weakens competition, and ultimately harms Canadian consumers,\u201d the association said in <a href=\"https:\/\/www.newswire.ca\/news-releases\/statement-by-the-canadian-telecommunications-association-on-the-government-s-decision-regarding-the-crtc-s-wholesale-internet-access-framework-899329646.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.newswire.ca\/news-releases\/statement-by-the-canadian-telecommunications-association-on-the-government-s-decision-regarding-the-crtc-s-wholesale-internet-access-framework-899329646.html\">a statement<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Part of the group\u2019s rationale is that the CRTC policy undercuts smaller independent service providers. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That\u2019s right, let\u2019s keep pretending that telecom isn\u2019t a game of scale. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Don\u2019t believe me? Ask Distributel, which was sold to BCE, and VMedia, which was acquired by Quebecor Inc.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The association\u2019s president and chief executive officer Robert Ghiz warned the government\u2019s position would \u201creduce meaningful competition, limit consumer choice, and slow progress in connecting underserved communities.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Here\u2019s the thing: Canadian consumers don\u2019t believe these companies had any intention of serving rural and remote communities in the first place.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Nor do they care if their internet service is provided by a reseller or a network owner.
