Redevelopment Plan Calls for an Eight-Story Apartment Building
Redevelopment of a long-vacant West Los Angeles parcel once home to a Norms restaurant is moving forward, with a new proposal calling for an affordable housing complex on the Pico Boulevard site.
According to a recent application filed with the Los Angeles Department of City Planning, developer Thrive Living intends to build an eight-story residential building at 11001-11021 W. Pico Blvd., combining the former restaurant lot with an adjacent property to the west. The project would feature 207 apartments above 2,410 square feet of ground-floor commercial space, along with a three-level parking structure with 156 spaces.
The development is being pursued through the citywide housing incentive program, which grants increased density in exchange for on-site affordability. Thrive Living’s proposal sets aside 164 units for low-income tenants and 42 for moderate-income households, meaning the vast majority of the building would be deed-restricted affordable housing.
Architecture and design firm Rios is leading the design for the podium-style structure, which would include a fitness center, recreation room, and multiple outdoor decks situated toward the rear of the property.
The plan marks the latest attempt to redevelop the site. A prior proposal from NMS Properties, submitted in 2018, envisioned a smaller 89-unit apartment building but never advanced to construction.
The new project has not yet been scheduled for a public hearing.
